Flock Safety's latest video is a glossy HR pitch, all smiling technicians and talk of "backbone" teamwork, meant to recruit the people who physically bolt license plate readers onto poles in your neighborhood. It's effective corporate messaging, and credit to Flock's video team for making truck-and-ladder work look like a mission. But strip away the branding and what you're watching is a recruitment ad for the labor force scaling one of the largest privately-run surveillance networks in the country, one install at a time.

What the video conveniently skips is where these cameras end up, who approved them, and how long the footage sits in a database before police, or anyone with access, can pull it. Every new tech hired is another few dozen cameras going up this month, often with little public debate before a city council quietly signs a contract.
