That's exactly the kind of tradeoff cities hope nobody notices. ALPR contracts don't get approved in a vacuum — they compete with branch hours, staff, and programs that actually serve a community, and when residents show up and say so out loud, it matters.

This is also a reminder that these fights aren't decided at some distant federal level. They happen in city council chambers, in budget line items, often on nights when turnout is thin and councilmembers are hoping to move fast.
