Credit to The XRAY Podcast for framing the debate the way most communities never get to: not "do ALPRs catch bad guys sometimes" but "what happens to everyone else who did nothing wrong." That second question is the one Flock Safety and its police department partners routinely dodge in city council meetings, because the honest answer is that innocent people's movements get logged, stored, and made searchable regardless of whether they're ever suspected of anything.

The "benefit or detriment" framing matters because it's not binary in practice — it's a tradeoff that gets made for you, usually without a public vote, a retention policy you can read, or an audit of who's pulling your plate history and why. A camera that occasionally helps solve a crime doesn't erase the fact that it's also building a permanent location record on every driver who passes it, cop, pastor, domestic violence survivor, journalist, or otherwise.
