Credit to Jim Reeves for filming and posting the full Visalia City Council session on Flock Safety's ALPR pitch — this is exactly the kind of unedited civic record that lets residents see how these deals actually get made, rather than relying on a press release afterward. The pattern on display is one we've watched play out in city after city: a polished vendor presentation emphasizing solved crimes and recovered cars, followed by a short public comment window, followed by a vote that often happens before most residents even know the cameras are coming.

What rarely gets equal airtime in these presentations is what the network actually logs — every plate, every vehicle, every driver, timestamped and stored, searchable by any agency with access, including ones far outside city limits. Visalia's council had a narrow window to ask about retention periods, audit logs, and who else can query that data, and whether the public got real answers is worth watching closely in the footage. Communities that approve these systems rarely get to revisit the terms once the hardware's already up.
