This video from RICOMTECK isn't really about Kazakhstan — it's a sales reel, the kind vendors use to show off how cheap and plug-and-play license plate recognition has become. Cameras, AI chips, cloud dashboards, QR payment, all bundled into a 'smart parking' box you can drop into any lot or gate. It's a useful reminder that ALPR isn't some exotic government spy tool anymore. It's commodity hardware sold like a point-of-sale system, and the pitch is always the same: convenience, automation, 'ticketless, touchless, paperless.'

The problem is that once a plate-reading camera exists in a parking lot, the line between 'access control' and 'surveillance infrastructure' gets thin fast. The same CNN-powered recognition chip reading plates for a parking garage in Almaty is functionally identical to what's bolted to a pole on a US street corner logging every car that passes, whether that driver is a suspect or not.
