Flock and the Future of AI-Powered Surveillance 7.10.2026

The City Club of Cleveland · 3 months ago

The short version: City Club of Cleveland's panel on 1,700+ Cuyahoga County ALPRs reframes the Flock debate from 'does it work' to 'who controls it and who gets our data.'

Our Take

Cuyahoga County isn't a rounding error — 1,700-plus license plate cameras feeding a searchable database is a serious surveillance footprint, and the City Club of Cleveland deserves credit for putting local officials and skeptics in the same room to talk about it. What jumps out in their framing is the pivot we've been tracking nationally: the question communities are asking has quietly shifted from 'is this tech effective' to 'who gets to see the data, how long does it live, and what happens when ICE or some other federal agency comes asking.' That's the right question, and it's the one Flock and its municipal partners would rather not linger on.

The panel's nod to ShotSpotter is worth sitting with too. That acoustic surveillance rollout followed the same script Flock is running now — sold as a narrow public-safety tool, expanded quietly, and eventually scrutinized for accuracy and mission creep long after it was embedded in city budgets. ALPR networks are on the same trajectory, just with a much bigger dataset: every plate, every location, every time, stitched into a map of where people actually go. Once that pipeline exists, 'crime-fighting tool' and 'general-purpose tracking system' become the same infrastructure, and the difference comes down to policy, not hardware.

That's exactly why local hearings like this one matter more than press releases from vendors. If you're in Cuyahoga County or anywhere else, check our camera map to see what's actually watching your streets, and use our take-action resources to push your council for real audit and data-sharing limits before the network grows any bigger.
