The Swing State's video lands on the question we keep coming back to: the Fourth Amendment fight over ALPRs was never about whether these cameras can help solve a crime. Of course they can. It's about what happens to everyone else — the millions of plates scanned, timestamped, and stored even though the driver never did anything wrong. A single camera catching a stolen car is policing. A statewide network quietly building a searchable travel history on every driver is something else entirely.
Courts have historically let this slide under the third-party doctrine, the old idea that you have no expectation of privacy in what you expose to public view, like your plate on a public road. But as the video hints, that logic was built for isolated observations, not for networks of cameras stitched together across cities and states that can reconstruct months of someone's movements in seconds. That's the mosaic problem: no single scan is invasive, but the aggregate is a permanent record of your life that police can query without a warrant, often long after the fact.
