Our Take

Cell-site simulators and license plate readers are cousins in the same surveillance family — both are dragnet tools that collect data on everyone to maybe catch someone, and both have historically operated with little public oversight. STS Technologies LLC deserves credit for taking EFF's open-source Rayhunter project and shipping it on off-the-shelf Orbic hardware, turning a researcher's tool into something a journalist, activist, or just a privacy-conscious driver can actually carry in a pocket.

What makes this interesting isn't just the gadget — it's the signal it sends. Detecting forced 2G downgrades or rogue base stations used to require specialized gear and know-how. Now it's closer to a consumer product, which means more eyes watching the watchers. That matters in the same way our own camera map matters: sunlight is the best disinfectant, and surveillance infrastructure — whether it's an ALPR bolted to a pole or a Stingray parked outside a protest — relies on being invisible to do its job.

We're not able to vouch for the device's technical performance, but the underlying push toward affordable, real-time detection of covert surveillance tools is worth watching closely.
