The bit lands because it's not really a joke: an automated network that logs every plate, every route, every pattern of movement is exactly the kind of tool an empire would want. The satire just says out loud what a lot of officials would rather keep buried in a vendor contract.
San Diego is one of hundreds of cities that have quietly plugged into Flock's nationwide ALPR system, and public comment stunts like this one are filling a gap that most local reporting and most council agendas leave wide open.
