Credit to FOX 61 for flagging this one: a Milford resolution that would suspend traffic enforcement cameras outright and cage license plate readers within city limits instead of letting them vacuum up data on every driver passing through. That's a meaningful distinction most city councils never bother to make — the difference between a tool aimed at local traffic safety and a dragnet that tracks anyone who happens to drive nearby.

It matters because Flock and similar ALPR networks grow mostly through inertia. Nobody debates them, budgets quietly renew, and before long a 'public safety tool' has logged millions of plate scans with no court order in sight.
