Studies like this rarely ask whether every plate should be readable by a camera network in the first place. The framing is always "law enforcement applications" and improving accuracy, never the downstream reality that better readability means more complete tracking of ordinary drivers running errands, going to church, or visiting a doctor. Optimizing plate design and camera placement for law enforcement use is optimizing for surveillance coverage, whether or not the researchers frame it that way.
