When a town small enough to not show up on most maps has automated license plate readers logging every passing vehicle, it's a pretty clear sign that the surveillance-as-a-service pitch from Flock has moved well past its original "help find stolen cars in the suburbs" story.

These installs in places like Arcadia matter precisely because nobody is watching the watchers out there. Small-town councils often approve these contracts with little debate, minimal public notice, and no real technical review of who else can query that data down the line.
