That's the whole game with Flock: it's not one camera watching one intersection, it's a nationwide network stitching together everyone's daily movements, whether or not they're suspected of anything.
The video's framing of "both sides" is fair, but it's worth remembering that the burden of proof should fall on the side building the surveillance net, not on the public to justify why they'd rather not be tracked. Departments adopt these systems because they're cheap and effective at generating hits — but effectiveness isn't the same as constitutional, and the fact that some cities are banning Flock while others expand it fast shows this is still very much an open political fight, not a settled one.
