But the more departments quietly bolt these cameras onto every intersection and neighborhood entrance, the more that "both" starts to look like a sales pitch rather than a policy.

The uncomfortable truth is that a system built to catch stolen cars and hit-and-run suspects doesn't need to log the movements of every single driver, every single day, indefinitely. That's not public safety, that's a database of where you go, who you visit, and when — sitting on a server with retention rules, audit practices, and access logs that vary wildly from one town to the next, and are rarely disclosed to the people being watched.
