That's the core problem with ALPR networks like Flock's — they don't wait for probable cause before they start collecting. Every plate gets logged, timestamped, and geotagged, guilty or not, and then the burden shifts to ordinary drivers to explain their whereabouts if a camera's read ever gets pulled into an investigation.
