Credit where it's due: Witching Hour TV caught a genuinely weird and genuinely effective moment of public comment. Showing up to a city council committee meeting in a full Doctor Doom costume to mock Flock Safety's camera network is the kind of theater that gets clipped, shared, and actually watched — which is more than most dry public comment ever manages. Sarcasm cuts through where spreadsheets and policy memos often don't.

Underneath the costume is a serious point. Flock's ALPR cameras are popping up on city budgets and council agendas across the country with little public debate about retention windows, data sharing with other agencies, or who gets access to the location history these cameras quietly build on every driver who passes by. Seattle is just the latest city wrestling with whether to bankroll a surveillance system that was never put to a public vote. When a guy in a supervillain mask is the one stating that plainly, it says something about how normalized this technology has become.
