Credit to Dustin Pierce for doing what too few Americans do: actually looking up and checking their own streets for ALPR hardware instead of assuming the government is being upfront about it. Whether his footage confirms an absence of Flock cameras in Knoxville or catches local officials in a gap between claim and reality, the exercise itself is the point. Flock Safety's rollout has never come with a public, city-by-city inventory — residents are left to crowdsource that information themselves, camera by camera, intersection by intersection.
That's exactly the problem. A surveillance network this dense — recording your plate, your location, your travel patterns, and quietly sharing it across a growing web of police departments — shouldn't require citizen detective work just to know it exists. Knoxville, like hundreds of other American cities, may or may not have inked a contract with Flock, but the public rarely gets a straight answer without someone physically going out and looking.
