PETITIONS
Teanna Gandy shared an events calendar and encouraged the community to support local events
and organizations, emphasizing that showing up for one another can make a difference in mental
health, bullying prevention, and community support. She also highlighted donations to the
backpack program, the upcoming golf tournament in Green River, and Cowboys Against Cancer
Senator John Kolb addressed the Mayor and Council to discuss any concerns they may have
before legislative session. Proposition 1 and property tax reductions were discussed, with Senator
Kolb explaining that the proposal does not include a plan to backfill lost revenue and
emphasizing the importance of protecting the Permanent Mineral Trust Fund for future
generations. The group also discussed Flock cameras, with Mayor Mickelson and others
expressing concerns about privacy and constitutional rights. The Mayor confirmed the City does
not operate Flock cameras and has no plans to do so. Senator Kolb also encouraged residents to
apply for the 50% long-term property tax reduction by March 1.
April Ecker, who lives near the high school, shared concerns about repeated incidents involving
juveniles on her property, including attempts to break into vehicles, damage to her door, and
tampering with her security cameras. She questioned why police could not investigate the most
recent incident as trespassing or vandalism. Mayor Mickelson explained that police can only
enforce existing ordinances and offered to ask the Legal Department to consider an ordinance
addressing this type of disruptive behavior. He also offered to have the Police Chief speak with
her about the situation.
Robert Klein recognized Richard Carlson, who will have served in Rock Springs for 50 years as
of October 24, as the head pastor of Rock Springs Evangelical Free Church and an author, with
his final sermon scheduled for October 25.
Ruben Grandy, local Boy Scout, inquired about the concerns surrounding e-bikes. Mayor
Mickelson explained that residents have raised concerns because e-bikes are not currently well
regulated in the City, can be difficult to hear, and may travel at high speeds. The City is working
with the Police Department and residents on a potential ordinance to improve safety and prevent
accidents. Mr. Grandy also asked about casinos, and Mayor Max clarified that casinos are not
legal in Wyoming, but historic horse racing is permitted at certain venues.
