Item Summary:
In July 2026, City Council held an initial workshop focused on Social Service
Coordination. During this session, Mylan Puskar Health Right presented Council with an
update on projects, programs and initiatives associated with their respective
organization, including the relocation of Health Right to their new facility at 10 Scott
Avenue. Following this informational presentation, Morgantown City Council discussed
a variety of topics that pertain to social service coordination.
On September 29, 2026, the City of Morgantown hosted a public workshop to gather
community input on social service-related topics, including types of year-round shelters,
warming shelters, cooling centers, and other programs and amenities the public may
find desirable. Attendees reviewed display boards outlining current programs, proposed
concepts, and comparable examples from other cities, and indicated their preferences
using sticker votes. Attendees also submitted written comments on post it notes. This
report summarizes the sticker-vote results and written feedback by topic area to inform
Council discussion and future planning.
Key Observations:
Shelter capacity and everyday public amenities drew the most support; existing services
drew little feedback.

• Shelter: Year-round congregate housing led all items. Seasonal options (warming
shelter, cooling center) received less support but indicate interest in weather-related
capacity.
• Amenities: Public restrooms, shade structures, and seating tied as the mostsupported amenities.
• Meal gaps: One participant noted that downtown meal programs mostly serve lunch
and asked about dinner service.
• Existing services: Only Mountaineer Food Bank received a sticker, and no one
suggested additional services.
Additional Comments:
Most written comments focused on transit reliability, with three separate comments
calling for improvements:
Bus service reliability: Buses frequently skip stops without warning.
Participants asked for timely notice of skipped stops and game-day changes
through social media and the website, including flagging infrequently served
stops.
Bus stop infrastructure: Participants asked for clearly marked stops with
signage and sheltered or designated seating.
Pedestrian safety: One participant requested more crosswalks and a safe way
to cross the highway into Suncrest Town Centre.

Item 3A.
City Council
Agenda Item Summary
Surveillance: One participant opposed Flock cameras.
Proposed Action Items
Based on Council discussion and public input, staff has identified several potential next
steps:
Coordinate with the Mountain Line Transit Authority on concerns about bus
schedule reliability, how schedule changes are communicated through its website
and social media, and signage, seating and shelters at existing bus stops.
Refer the request for crosswalks across State Route 705 to Suncrest Town
Centre to the West Virginia Department of Transportation, Division of Highways.
Identify potential locations for new public restrooms, seating and shade
structures in the community, including estimated installation and ongoing
maintenance costs.
Confirm whether the Salvation Army or any other organizations provide an
evening meal service. If so, add the information to the Pathways to Help page on
the City's website.
Items for Further Council Direction
Staff are seeking guidance from Council on the following:
Establishing a subcommittee of Morgantown City Council to further evaluate and
plan the coordination of social services in the community, so that limited financial
resources are used as effectively as possible.
After this summary presentation, Council will have an opportunity to engage in any
follow up dialogue on any of the recently discussed topics, or additional topics identified
by Council.
