Regular Meeting
August 25, 2026
The flenrico County Board of Supervisors convened a regular meeting on Tuesday, August
25, 2026, at 6:00 p.m. in the Board Room, Adniinistration Building, Henrico County
Government Center, Parham and Hungary Spring Roads, Henrico County, Virginia.
Members of the Board Present:
Roscoe D. Cooper, 111, Chair, Fairfield District
Misty D. Roundtree, Vice-Chair, Three Chopt District
Daniel J. Schmitt, Brookland District
Jody K. Rogish, Tuckahoe District
Tyrone E. Nelson, Varina District
Other Officials Present:
John A. Vithoulkas, County Manager
Andrew R. Newby, County Attorney
Jackon P.F. Baynard, Deputy County Manager for Public Safety
Tanya N. Brackett, CMC, Assistant to the County Manager/Clerk to the Board
W. Brandon Hinton, Deputy County Manager for Administration
Monica Smith-Callahan, Deputy County Manager for Community Affairs
Steven J. Yob, Deputy County Manager for Community Operations
Ben Sheppard, Director of Communications
Richard Hamilton, Chaplain for the Henrico County Police Division, delivered the invocation.
On motion of Mr. Rogish, seconded by Mr. Nelson, the Board approved the minutes of the
August 11, 2026, Regular and Special Meetings.
The vote of the Board was as follows:

Ordinance - To Amend and Reordain Section 2-81 Titled Service charge
on returned payments and Section 2-82 Titled Reserved of the Code of
the County of Henrico to Conform to Changes in State Law.

On motion of Mr. Nelson, seconded by Mr. Rogish, and by unanimous
vote, the Board approved this item — see attached orthnance.

Ordinance - To Amend and Reordain Section 22-42 Titled Driving vehicle
other than bicycle, electric power-assisthd bicycles, or electric personal
assistive mobility devices on sidewalk and Section 22-153 Titled
Stopping, standing or parking prohibited in specified places; towing of
vehicles of the Code of the County of Henrico to Prohibit Driving,
Stopping, Standing, and Parking on Shared-use Path8.
Deputy Chief of Police Ken Burnett responded to questions from Mrs.
Roundtree regarding this item and explained what is currently in place
and what this orthnance changes.
No one from the public spoke in opposition to this item.
On rnotion of Mrs. Roundtree, seconded by Mr. Rogish, and by
unanimous vote, the Board approved this item — see attached ordinance.

Resolution - Declaration of Surplus Property - Signatory Àuthority Conveyance of Well Lot - Brittons Hffi Subdivision - Brookland District.
No one from the public spoke in opposition to this item.
On motion of Mr. Schmitt, seconded by Mr. Rogish, and by unaninious
vote, the Board approved this item — see attached resolution.

Ordinance - To Amend and Reordain Section 23-117 Titled Restricted
wastes, Section 23-118 Titled Reserved, Section 23-150 Titled
Violations, Section 23-154 Titled Applicability ofcategorical standards,
and Section 22-164 Titled Reserved of the Code of the County of Henrico
to Update Maximum Discharge Limits, Establish Requirements for PFAS
Discharge Monitoring, and Conform to Federal Regulations.
Mr. Vithoulkas announced Bentley Chan, Director of Public Utilities, sent
a letter to the Board requesting a deferral of this item to September 8 to
allow for completion of a related public comment period held by the
Virginia Department of Environmental Quality.
Sarah Ramsey, a resident of the Tuckahoe District, spoke about PFAS and
fluoride in water and noted this ordinance wffl establish requirements and
hopes the Board wffl approve it.
On motion of Mr. Rogish, seconded by Mr. Schmitt, and by unanimous
vote, the Board deferred this item to the September 8, 2026, meeting.

Puhlic Cpmments
Jennifer Lieberman, a resident of the Tuckahoe District, voiced concerns about the
environment.
Devin Talley, a resident of the Varina District, voiced concerns about Flock cameras.
James Porter, a resident of the Three Chopt District, voiced concerns about Flock cameras.
George Sandy, a resident of the Tuckahoe District, voiced concerns about Flock cameras.
Dianne Valentine voiced concerns about changes in poffing places. She requested the Board
ensure residents are notffied of changes.
Sarah Ramsey, a resident of the Tuckahoe District, voiced concerns about fluoride in the
water system and requested the Board to remove it from the Countys water system.

John Zannino, Director of Recreation & Parks, responded to questions
from Mr. Rogish regarding this project.

vote, the Board approved this item — see attached resolution.

to Apply Slurry Seal - Countywide.
On motion of Mr. Schmitt, seconded by Mr. Rogish, and by unanimous
vote, the Board approved this item — see attached resolution.

and Asphaltic Pavement Planing - Countywide.
