REGULAR MEETING MINUTES
September 8, 2026 – 7:30 p.m.
The Swanton Township Board of Trustees met in Regular Session on Tuesday, September 8, 2026, at 7:30 p.m.
at the Swanton Township Hall.
1. Call to Order
The meeting was called to order at 7:31 p.m. by Trustee Chair Nowicki.
2. Pledge of Allegiance & Moment of Silence
The Board and visitors participated in the Pledge of Allegiance and a moment of silence.
3. Roll Call
Fiscal Officer Mindy Curry conducted roll call:

A quorum was established.
4. Fire/EMS Update – Matt
Trustee Beil provided updates on ongoing Fire/EMS matters, including discussions with the Village of
Swanton, Village of Whitehouse, and Springfield Township regarding future service options, contract
structures, response times, and projected cost increases. Questions and discussion occurred with the Board.
A. Current Contract & Cost Structure
The contract with the Village of Whitehouse expires this year, and the last payment of $82,766.63 was
for 2026.
The contract with Springfield Township expires in 2036, and the last payment of $53,855.20 was for
2025.
Swanton Township also pays 911 fees out of the Fire/EMS Fund totaling approximately $24,000–
$25,000 per year.

Trustees noted that within 1–2 years a levy will be needed to sustain service.
B. Coverage Area & Response Time Issues
Springfield Township currently services north of sager road. Their proposal is to amend that to be North
of Sager and East of 295, including 45 businesses.
The Village of Whitehouse covers the remaining portions of the Township.
Concerns were raised about delayed response times in certain areas under Springfield Township.
The Village of Swanton previously served as the provider before Springfield.
The Village of Swanton can reach some locations approximately 3 minutes faster.
C. Contract Discussions with Other Departments
The Township is actively discussing options with the Village of Whitehouse, Springfield Township, and
the Village of Swanton.
Under the Village of Swanton’s proposed contract, Whitehouse would serve as a subcontractor.
Village of Swanton Fire/EMS discussed contract costs of $200,000 for Year 1 and $225,000 for Year 2.
Discussions included a 1-year contract with a 1-year renewal, with a substantial increase anticipated in
Year 3.
Prices have increased over time while levy amounts have remained unchanged.
If all three departments were used, Springfield’s Fire Chief was asked whether a reduced coverage area
could be considered while keeping the current contract price; he stated he would check.
Springfield reported an average cost per call of $1,600.
D. Financial Notes
Township currently brings in approximately $187,000 and spends approximately $135,000.
E. New Multi-Department Option
A new proposal was presented involving three departments:
Village of Whitehouse, Village of Swanton, and Springfield Township.
Discussion included splitting coverage so residents are served by the closest department for improved
response times.
Year 1 Total Cost: $300,000

Breakdown:
Village of Swanton (Sub contract Village of Whitehouse):
Year 1: $200,000
Year 2: $210,000 (increase reduced from 25% to 10%)
Springfield Township:
Year 1: $100,000
Year 2: $110,000
Total Year 2 Cost: $330,000 Year 3 would require renegotiation.
F. Long-Term Cost Projection
Estimated cost by Year 3 ranges between $450,000–$550,000.
Springfield Chief noted that fully staffing a fire station with three personnel would cost approximately
$1.3 million just for the staff.
G. Operational Notes
Knox Box replacement cost is approximately $600 per business if switched from Springfield
to Swanton servicing the businesses.
Barrel lock alternative estimated at $125–$150.
H. Trustee Direction & Next Steps
Trustees emphasized the need for complete information and finalized contracts before making decisions.
A levy will be needed soon, and planning should begin immediately.
A Special Meeting was discussed and will be scheduled for September 22, 2026 at 5:00 p.m. to review
Fire/EMS contracts and zoning matters.
5. Fiscal Officer Business – Mindy
Fiscal Officer Curry presented her monthly report and advised the Board that approval items would be
considered through a combined motion.

The Board reviewed the August 11, 2026 Regular Meeting Minutes and the August 25, 2026 Special Meeting
Minutes and approved both with a waiver of the reading.

Lucas County Boards – Trustee Beil reported on Lucas County Engineers did a map review – Township
previously reviewed and made changes due to annexation and made updates
Lucas County Engineer –
Trustee Beil reported on ditch maintenance discussions – Resident on Monclova Road has high water for
extended periods, ditch backed up due to overgrowth. LCE reported ditch needs cleaned, Trustee Beil had
meetings with LCE & Monclova Township, Monclova Township will also be on petition, ditch to be included
on Swan Creek Watershed, bond needed for $1,500, if not approved by LCE then Monclova Township will split

the cost with us 50/50, each Township needs to do a Resolution to be added to the Swan Creek Watershed
approved ditch list. Will do a resolution tonight, residents need to ask if they want to have other ditches added
and talk to Lucas Count Engineers.
Trustee Beil reported on Ditch maintenance, Swan Creek Watershed petition, $1,500 bond, resolutions needed
Lake Erie West
Metroparks Toledo
Trustee Beil reported on Parking improvements along Girdham Road made and paid for 100% by
Metroparks, have contributed revenue in the past to Fire/EMS and discussions are underway to
establish a contract. Metroparks indicated they would retroactively pay for Fire/EMS previous years
that invoices were not issued, they need an invoice to make the payment.
7. Zoning Report – Ben
Zoning Inspector Ben Mooney presented the monthly zoning report and provided updates regarding permits,
zoning matters, compliance issues, and ongoing projects.
Discussion included:
• Interstate Capital Rezoning & Site Plan: Met with Interstate Capital to review rezoning needs and site
plan requirements. The case is scheduled with the Luca County Planning Commission, meeting on
9/23/2026, and Ben will attend on behalf of the township.
• Public Inquiries Regarding Data Center: Reported receiving multiple inquiries asking whether
Interstate Capital intends to build a data center on the property. The response provided was No, the
project Is not a data center.
• The Greens inquired about a fence permit and approval for 6’ instead of 4’ – Do they have a
visual or a drawing, will they paint it, what type of material, they need to go thru the Zoning
Commission for variance
• iWorQ system implementation and training underway and have started issuing permits from
system
• Parcel split request at 6630 Providence Neapolis Swanton Rd into 3 parcels (not permitted
under resolution), needs to start with Zoning Commission
• Multiple permit applications processed
• 6607 Jeffers Road – Building inquiry from prospective buyers
• 12550 Airport Hwy – Purchase Property by prospective buyer asked about tear down and
installing a carryout, wanted to know rules and variance requirements, information provided
• 4660 S Berkey Southern Rd – New Residential Build application received

• 3525 Waterville Swanton Rd – Inground pool inquiry – information provided
• Discussion on fee schedule reform and potential outside firm for zoning resolution update –
can add this to the special meeting agenda
• Interstate Capital rezoning and site plan requirements; Planning Commission meeting 9/23/2026

A resident called regarding a Flock Camera; Township clarified it was not involved and directed them to
Lucas County, Village of Swanton, or ODOT.
