161 Planning Group Update (Jamie Greene with Planning NEXT):
Ms. Lupton stated that staff has been coordinating with Mr. Jamie Greene, with the Planning NEXT
organization, in regards to land use planning for the SR-161 corridor. Surrounding municipalities and
jurisdictions, such as the City of Dublin, City of Marysville, Union County, Madison County, Darby Township,
and Jerome Township, are also participating in the planning efforts, and the collective is known as the 161
800 Village Boulevard | P.O. Box 167 | Plain City, OH 43064 | 614-873-3527 | plaincityohio.gov
Planning Group. The purpose of the 161 Planning Group is to increase collaboration amongst jurisdictions
to address improvement and infrastructure needs along the SR-161 corridor as growth continues in the
area.
Mr. Jamie Greene, with Planning NEXT, introduced himself and thanked staff and Mr. Harriman for their
engagement and participation in the 161 Planning Group meetings. He also introduced Ms. Holley Mattei,
with Crossroads Community Planning, who is part of the 161 Planning Group. Mr. Greene provided an
overview of the study area which includes approximately 3,200 acres along five miles of the SR-161
corridor from the Village of Plain City to the City of Dublin. The study area includes several different
jurisdictions, including municipalities, counties, townships, and utility service providers. Information was
provided about the topography, landscape, and general character of the areal. Mr. Greene discussed the
necessity for a collaborative approach to planning for the region, especially given the increase in
development interest and overall growth. Mr. Greene provided information about the expected outcomes
from the 161 Planning Group, which include shared understandings regarding growth, an alignment in land
use plans, and clarity for infrastructure and utility needs.
Ms. Mattei provided an overview of the various land use plans that have been adopted for the study area,
including land use plans adopted by the Village of Plain City, City of Dublin, Union County, Madison County,
Darby Township, and Jerome Township, all of which have been adopted as of 2024 or later. Ms. Mattei
discussed the difference of proposed land uses in overlapping planning areas, such as the area between
the City of Dublin and Darby Township. Based on the adopted land use plans, the consultant team for the
161 Planning Group has prepared a proposed preferred land use map which includes a compilation of
existing development projects, land use maps, and future planned land uses as provided by the various
entities within the 161 Planning Group. The foundation of the preferred land use map is based on existing
zoning classifications. Ms. Mattei provided information regarding the proposed density of the study area
as well, which is expected to include residential, commercial, and light industrial uses.
Mr. Greene described the transportation needs of the SR-161 corridor, including necessary roadway
improvements. As referenced in the recent study completed by the Ohio Department of Transportation
(ODOT), significant improvements have been determined to be necessary for the US-33 and SR-161
interchange, as well as the overall SR-161 corridor. The ODOT study indicates that only widening SR-161 will
not be adequate to mitigate future traffic congestion. Mr. Greene referenced an additional study being
conducted by the Mid-Ohio Regional Planning Commission (MORPC) in conjunction with ODOT that focuses
on the SR-161 corridor as well as US-33 from the City of Dublin to the City of Marysville. Utility
improvements are being reviewed as well, and the Mid-Ohio Water and Sewer District (MOWSD) is
expecting to provide service to the area by approximately 2028. Mr. Greene provided information
regarding the workforce talent that lives within the study area, which is significant and includes numerous
individuals that work in the STEM industries. Such a workforce is beneficial for economic development
opportunities. Mr. Greene discussed the future challenges expected as the area continues to grow. Mr.
Greene also described the next steps for the 161 Planning Group, which includes a focus on collaboration in
regards to development planning and increasing communication amongst the involved jurisdictions.
Mayor Carney thanked Mr. Greene and Ms. Mattei for their work and involvement in the 161 Planning Group.
She acknowledged the difficulty and complexity involved in planning for such an important region. Mr.
Eudaily noted the significant increase in vehicular traffic along the SR-161 corridor. Mr. Greene stated his
agreement with Mr. Eudaily’s comment and it was acknowledged that traffic counters continue to be
placed by ODOT along the SR-161 corridor.
800 Village Boulevard | P.O. Box 167 | Plain City, OH 43064 | 614-873-3527 | plaincityohio.gov
Mr. Greene stated that he and his team have recently provided a similar presentation to the Madison
County Commissioners and the City of Dublin. At the inquiry of Mayor Carney, Mr. Greene provided a
synopsis of feedback received from other jurisdictions that have received similar presentations. Mr.
Greene stated that other jurisdictions have acknowledged that binding agreements for planning purposes
may be necessary but specifics have yet to be discussed or determined. The City of Dublin Council has
indicated that more work needs to be done but progress is positive thus far. Additionally, the City of Dublin
Council has acknowledged that their 2024 comprehensive plan will need to be updated to reflect the most
current trends and development interest. Mayor Carney stated that she appreciates the work being
completed by the 161 Planning Group, including the Village representatives within the group, and firmly
believes that a shared vision moving forward is beneficial for all, as well as creating a culture of being a
good neighbor to surrounding jurisdictions. Mr. Harriman stated his agreement and added that increased
communication amongst all jurisdictions is necessary as future development projects arise. Mr. Greene
thanked Council and the Mayor for their feedback and noted that several smaller groups within the overall
161 Planning Group meet routinely to discuss focused planning topics.
Ms. Arnold inquired how the ODOT progress in regards to the traffic studies, which appears slow at times,
will be incorporated into the overall corridor study. Mr. Greene acknowledged the lengthy process but
stated that the planning team will reference the importance of the process and will emphasize the need
for a collaborative approach to soliciting state and federal funding for transportation improvements. If the
jurisdictions within the study area present a unified approach for funding, such requests become more
viable when being reviewed by the state. Mr. Greene stated that their reports would reference the
necessity for alignment as well. Mr. Eudaily stated his agreement with Mr. Greene’s comments. Mr. Greene
also provided information regarding the economic development impacts if transportation improvements
are completed, which would greatly increase the economic value of the SR-161 corridor.
Ms. Arnold stated her support for collaboration amongst surrounding jurisdictions as well as her
appreciation for the work that has been completed thus far. Mr. Harriman stated the same as Ms. Arnold
and emphasized the importance of purposeful planning as the Village continues to grow. Ms. Lupton added
that staff continues to emphasize at 161 Planning Group meetings the importance of maintaining the rural
and agricultural heritage and character of the Village along the SR-161 corridor. Increased setbacks from
the right-of-way boundaries have been discussed as a priority as well.
The Mayor and Council thanked Mr. Greene and Ms. Mattei for the information and presentation.
Mr. Harriman noted that the level of participation and collaboration within the 161 Planning Group has
continued to increase, which is beneficial for all involved. Ms. Arnold emphasized the need for maintaining
the positive momentum once the corridor plan has been completed.

MEMORANDUM
To:
Members of the Village of Plain City Council
From: Haley Lupton, Village Administrator
Date: October 22, 2026
RE:
Discussion: Public Hearing Schedule for ZC-26-24
Background:
Pursuant to the procedure set forth by the passage of Ordinance 21-2025 and Ordinance 16-2026,
the public hearing for one zoning code amendment has been scheduled to occur during the
Council meeting on November 23, 2026, or at such a time as determined by Council prior to
December 25, 2026 in respect to the 60-day timeframe set forth by Section 1136.03(d). The public
hearing is in regards to the following:
•
ZC-26-24: Chapter 1138, titled “Board of Zoning Appeals”, is a proposed amendment of the
code that sets forth the process in which the Board of Zoning Appeals reviews variance,
conditional use, and special permit requests. The amendments include general updates to
the code, including application requirements, as well as clarifying prohibited use and
structure regulations, and implementing timeframe requirements for the resubmission of
a previously denied application request.
In accordance with the Codified Ordinances, the petition to change the zoning code or zoning
district map constitutes an amendment to the Zoning Ordinance as defined in Section 1136 of the
Planning and Zoning Code. The procedure for consideration of a proposed amendment to the
Zoning Ordinance is further outlined in Section 1136.03. Specifically, the Planning and Zoning
Commission shall hold a public hearing for the proposed amendment. Upon the conclusion of the
public hearing, the Commission shall vote to recommend that the amendment be approved,
approved with modifications, or disapproved. Once the Commission’s recommendation has been
made, Council, or their designee, shall schedule a public hearing to be held. Once the public
hearing has concluded, Council shall vote to approve or disapprove the petition to change the
zoning code or zoning district map through legislative action.
The Planning and Zoning Commission’s review of the proposed zoning code amendments took
place during the meeting on October 21, 2026. The Commission heard comments from staff

RE:
Discussion: Division of Liquor Control – Notice to Legislative Authority Regarding
Renewals of Retail Liquor Permits
Background:
Annually, the Village receives notification from the Ohio Division of Liquor Control regarding the
renewal of all retail liquor permits within the Village. Pursuant to the attached letter from the
Division of Liquor Control, the Village Council retains the right to formally object to the renewal of
any retail liquor permit. Should Council determine that an objection to a renewal is made, certain
legal procedures must be executed, as detailed below and in the attached letter. The list of
existing retail liquor permits is attached and may also be viewed through the Division of Liquor
Control’s portal here. If no objection is made, no formal action is required.
Objective:
To determine if an objection is made to the renewal of a retail liquor permit within the Village.
Action Items:
If an objection is made:
• A public hearing is requested and a resolution must be approved stating the concerns and
issues associated with the retail location. The legal grounds pursuant to the Ohio Revised
Code for the objection must be included. Additionally, the Law Director is required to
submit a formal statement detailing the legality of the objection.
If no objection is made:
• No further Council action is required. A “no objection” response may be completed by
unanimous consent or a formal motion and roll call vote.
