The Washington Township Board of Trustees regularly scheduled meeting held at Washington Township
Administration Building, 6200 Eiterman Road, Dublin, Ohio, on September 8, 2026, at 6:00 p.m., with
Mr. Charles Kranstuber, Chairman, calling the meeting to order, and it opened with the Pledge of
Allegiance.

Franklin County Deputy Sheriff’s Report:
Deputy Burton Haren with the Franklin County Sheriff’s Office (FCSO) submitted a written and verbal
report to the Trustees for the period of August 11 through September 8, 2026, including the following
updates:
• Deputy Haren expressed his appreciation for being able to return to his routine of attending the
Trustee meetings following his special assignment.
• During this period, there were twenty-three (23) Total Calls for Service / Self-Initiated Activity,
four (4) Total Reports Taken, and six (6) Total Arrests / Citations:
o The FCSO Detective Bureau is investigating fraudulent charges made using a resident’s
credit card information in Springboro.
o Deputy Haren has been monitoring speeds on Cosgray Road. He noted that since
Hayden Run Road has reopened, he has stopped only one individual for a speed
violation on Cosgray Road.
o Deputy Haren noted that he stopped a vehicle that failed to stop at a bus stop and has
increased his presence on local bus routes now that school has resumed.
o Deputy Haren reported that the FCSO coordinated a traffic enforcement operation with
the Ohio State Highway Patrol, Hilliard Police Department and Columbus Police
Department last month on the north and west sides of I-270. The operation resulted in
more than three hundred (300) citations being issued, many of which were for speeds
exceeding 100 miles per hour.
• Mr. Harris relayed to Deputy Haren a resident’s appreciation for his enforcement efforts in the
area of Cosgray Road.

section 121.22 of the Ohio Revised Code:
Mr. Kranstuber introduced and moved to enter into Executive Session to conference with an attorney
for the public body concerning disputes involving the public body that are the subject of pending or
imminent court action pursuant to division (G)(3) of section 121.22 of the Ohio Revised Code at
approximately 6:04 p.m., seconded by Mr. Harris. Motion passed with all members of the Washington
Township Trustees that were present voting Aye.

The meeting was reconvened at approximately 6:22 p.m. with no action taken.
Opportunity for Residents to Speak:
Mr. Gene Bostic provided a brief update on local cemetery projects. The Monterey Square development
proposal has been approved by the Dublin Planning and Zoning Commission. He noted that the Shell
service station will be removed as part of the project. Mr. Bostic will address with City Council a previous

memo from the City Manager that depicted a scattering garden rather than the columbaria currently
proposed for the Dublin Cemetery expansion area.
The Memorial Preserve at St. John Lutheran Church has also completed review by the Planning and
Zoning Commission and is scheduled for review by Dublin City Council on September 14. Finally, Mr.
Bostic may request a City Council agenda item to discuss Dublin-owned land as a potential location for a
new cemetery.
Mr. Kranstuber requested that Mr. Bostic inform the Trustees when he plans to appear before City
Council so that the Trustees may provide support, either in the form of another letter to Council or by
attending the meeting.

WHEREAS, R.C. 519.04 provides, if there is a vacancy in the Township Zoning Commission (“Zoning
Commission”) for any reason, the board of township trustees shall appoint person(s) residing in the
unincorporated area of the Township to fill such vacancy, or until a successor is appointed;
WHEREAS, there exists a vacancy on the Zoning Commission; and
WHEREAS, the Board has identified a Township resident who is interested in membership on the Zoning
Commission and is qualified for the position.
NOW, THEREFORE, BE IT RESOLVED by the Board of Township Trustees of the Township of Washington,
Franklin, Delaware and Union Counties, Ohio, a majority of the members elected thereto concurring,
that:
Section 1: The Board hereby appoints the following to serve as an alternate member of the
Zoning Commission, beginning on October 1, 2026 and continuing through the
unexpired term of the previously appointed member, December 31, 2028:

Resolution to Extend Data Center Development Moratorium within the Unincorporated Territory of
the Township:
Discussion:
Responding to Mr. Kranstuber, Mr. Richter confirmed the extension will allow additional time to
coordinate updates to the Zoning Resolution and monitor the progress of any potential legislative action
that could supersede local authority.
Motion:
Mr. Rozanski introduced and moved the adoption of the following Resolution:
RESOLUTION EXTENDING DATA CENTER DEVELOPMENT MORATORIUM WITHIN THE
UNINCORPORATED TERRITORY OF THE TOWNSHIP
(Ohio Revised Code Section 519.02)
WHEREAS, the Board approved a comprehensive land use plan for the Township in November 2005 (the
“Land Use Plan”);
WHEREAS, the Board has determined that large scale data centers are inconsistent with residential land
uses as outlined in the Land Use Plan by requiring heavy water and electric service, causing air and noise
pollution and posing significant fire and emergency medical issues;
WHEREAS, the Board on December 9, 2025 voted to approve a 90-day moratorium on the approval or
construction of large scale data centers within the Township, expiring March 9, 2026, and on February
10, 2026 the Board voted to further extend a six month moratorium to September 5, 2026;
WHEREAS, House Bill 646 is pending as emergency legislation in the Ohio General Assembly to create a
state-level data center study commission to examine the impacts of data centers on the environment,
electrical grid, water usage, noise and light pollution, local economy and farmland use, among other
issues;
NOW, THEREFORE, BE IT RESOLVED by the Board of Township Trustees of the Township of Washington,
Franklin, Delaware and Union Counties, Ohio, that:
Section 1: The Board hereby extends its large scale data center (Data Center Tiers 2-4)
development moratorium six months, from September 8, 2026 to March 9, 2027.
Section 2: It is hereby found and determined that all formal actions of this Board concerning and
relating to the passage of this Resolution were taken in an open meeting of this Board,
and that all deliberations of this Board and of any of its committees that resulted in
such formal action were in meetings open to the public in compliance with all legal
requirements, including Ohio Revised Code Section 121.22.

Motion to Authorize the Township Administrator to Enter into an Agreement with ImageTrend for the
Customer Success Service, at an Additional Annual Cost of $9,000:
Discussion:
Chief Donahue noted that this is an addition to the new records management system. He explained that
this service differs from typical support services in that the Township will have a dedicated support
agent to assist with maximizing the capabilities of ImageTrend and, most importantly, transferring data
from the National Fire Incident Reporting System (NFIRS) to the National Emergency Response
Information System (NERIS).

agreement with ImageTrend for the Customer Success Service, at an additional annual cost of $9,000,

Motion to Update and Approve the Washington Township Travel and Reimbursement Policy:
Discussion:
Chief Donahue explained that staff have been working with the Fiscal Office to update the Travel and
Reimbursement Policy, which was last updated in 2016. The updates to the policy have been reviewed
by legal counsel Brian Zets and include changes made over the past ten years regarding travel and
reimbursement practices throughout the nation. The updated policy is aligned with the federal system
and includes provisions for short-term rentals, such as VRBO and AirBNB, to provide a less expensive
option for personnel attending out of town trainings.

Discussion:
Chief Donahue explained that this policy was created to ensure the responsible use of Artificial
Intelligence (AI), which has become a valuable tool. He noted that the policy also provides the Township
Administrator with the authority to identify which versions of AI Township staff may use.

Round Table Discussions:
Township Administrator Eric Richter:
• Mr. Richter provided the minutes and approval from the August 13 Architectural Review Board
hearing for construction of a new home at 7029 Rings Road. He explained that prior to approval,
the Board’s discussion focused on the side yard setbacks and frequent ponding of water on the
lot.
• There will be a groundbreaking ceremony for the Shier Rings Shared Use Path project at the
Township Administration Building on Friday, September 18 at 10 a.m. Mr. Richter noted the
number of agencies involved, including the Mid-Ohio Regional Planning Commission (MORPC),
City of Dublin, Central Ohio Transit Authority (COTA), and the Township. Substantial completion
of the project is anticipated by the end of October. Responding to Mr. Kranstuber, Mr. Richter
confirmed he will send an invitation to former Township Trustee Denise King.
• Mr. Richter summarized a meeting requested by One Dublin Executive Director Brian Carr to
discuss future funding opportunities to One Dublin from the Township following the previous
Trustee meeting. During conversation with Mr. Carr, Mr. Richter explained the various restricted
purpose funds and how the Township has allocated those resources to non-profit entities based
on the allowable uses of those funds.
• Mr. Richter confirmed the final installment of the grant to the Dublin Education Foundation
(DEF) was issued following the August 11 meeting. He also stated that the Opioid Settlement
funds will likely meet the amount projected in the 2026 budget. He provided a reminder that
the Opioid Settlement funds are also used toward the Public Safety Services Liaison in
partnership with the Dublin Police Department (DPD).
• Mr. Richter provided a hard copy of the email invitation to Dublin’s West Innovation District
(WID) discussion to be hosted at the Township Administration Building on Wednesday,
September 16, from 6 to 7:30 p.m. The meeting is targeted toward Township residents, and
specifically those living on Houchard Road near Dublin’s WID.
Chief John Donahue:
• Chief Donahue provided an update on the Strategic Planning process. A draft of the Strategic
Plan was received with some modification required. He anticipates having a final version within
the next several weeks.
• Last Thursday, approximately twenty-three (23) individuals participated in the Public Safety U
session hosted at the Township Administration Building as an introduction to the fire
department. The Township will host the participants again on Thursday, September 10 at 6 p.m.

for a joint session with DPD, Northwest Regional Emergency Communications Center (NRECC),
and Washington Township Fire Department regarding traffic safety and an auto extrication
demonstration.
• Chief Donahue summarized his response to Dublin City Councilmember Amy Kramb, who
requested fire department input regarding several senior living developments proposed in the
area of Station 92. His response detailed that zoning dictates land use and that the fire
department’s role is to ensure structures adhere to the fire code. Ms. Kramb forwarded his
response to the other City Councilmembers.
• The Township will welcome a student from the Dublin City Schools’ (DCS) Young Professionals
Academy the following day. Logan Clark will begin the six-week program and is interested in fire
school.
• Chief Donahue noted several events in remembrance of 9/11 on the 25th Anniversary of the
attacks:
o Station 93 has 343 flags in the front yard, one for each New York City Fire Department
firefighter who lost their life in the attacks. He noted that Dublin donated a light tower
to keep the memorial illuminated overnight.
o On Thursday at 1:30 p.m., the Administration Building will host a presentation by two
local firefighters who responded to the World Trade Center as part of Ohio Task Force
One.
o On Friday at 10:30 a.m., Station 93 will host its annual tribute in remembrance of 9/11.
News anchor Stacia Naquin will be in attendance.
o On Sunday, September 13, Washington Township firefighters will participate in a stair
climb at Upper Arlington High School’s stadium.
• Chief Donahue responded to several inquiries from Mr. Harris:
o Washington Township and other NRECC agencies are monitoring the progress and use
cases for the Nurse Health Care Navigation Line recently implemented by the City of
Columbus. The service provides an avenue for 9-1-1 dispatchers to evaluate calls and
connect non-life-threatening situations directly to a registered nurse.
o Existing reports required to be completed by personnel do not include a field to track
responses specific to e-bike incidents. Chief Donahue is unaware whether DPD tracks ebike enforcement through its systems or reports.
o Washington Township does not own or have administrative access to Flock Cameras.
However, DPD has provided access to the Flock Cameras in use by the City to assist in
identifying and locating suspects in connection with arson. Chief Donahue explained
that the fire department does have several personnel with access to OHLEG, a secure,
web-based platform that connects local, state, and federal criminal justice agencies to
share data efficiently. He noted that the department completes an internal audit twice
annually to ensure proper use of the system.
Assistant Chief Adam Smith:
• Chief Smith provided the monthly report for August.
• Chief Smith provided an update on the Training Tower incident investigation. Representatives
from the manufacturer of the training prop were on site to review its use and provided a report
of findings to the Washington Township Fire Department’s Safety Committee. The manufacturer
will be providing a quote to include several updates to the nearly 20-year-old facility. Chief
Smith will provide an update following review of the quote.

•

Chief Smith reported that the fire department has coordinated with local schools regarding EMS
coverage of high school football games.
Human Resources Manager Catherine Grossman:
• Ms. Grossman reported that she will be attending a meeting in Dublin on Wednesday with a
collaborative group of human resource professionals from the Central Ohio area. She noted that
the group has not met for several years and is now reengaging its efforts.
• There has been continued coordination with CBIZ regarding updates to the Township’s Sick
Leave Policy.
• Ms. Grossman will be focusing her efforts on the annual insurance renewals. Medical, Vision,
and the Employee Assistance Program are due for renewal this year.
Fiscal Officer Scott Melody:
• The month of July has been closed, and August is being entered into the system.
• The second half distribution of real estate taxes should be received in September.
• Following discussion during the meeting, Mr. Melody reported that the current balance in the
Opioid Settlement Fund is $115,732.91.

Discussion:
Ms. Grossman recommended that the Township issue discipline against Washington Township Fire
Department Firefighter A.J. Harding, including unpaid leave, due to his expired Fire and Paramedic
certifications.
Motion:
A RESOLUTION ACCEPTING THE HUMAN RESOURCE MANAGER’S RECOMMENDATION AND ISSUING
DISCIPLINE AGAINST FIREFIGHTER ANTHONY J. HARDING
WHEREAS, on September 1, 2026, Fire Administration became aware that Anthony J. Harding’s fire and
paramedic certifications lapsed on July 22, 2026, and;
WHEREAS, State of Ohio certified firefighters and paramedics are required to complete the continuing
education requirements within each certification cycle to maintain active certification, and;
WHERES, the Township’s Employee Handbook, approved on December 10, 2024, and updated in
September 2025, states:

As required by the State of Ohio, and the Township, all Fire Department personnel certified as
Paramedics or Emergency Medical Technicians (for part-time personnel), shall perform only those
procedures for which they are currently certified. Knowledge of certain procedures without current
certification does not constitute sufficient reason for engaging in actions. Engaging in actions without
certification may be grounds for disciplinary action, up to and including termination.
WHEREAS, possessing active Fire and Paramedic certifications is a requirement of Anthony J. Harding’s
position as a Washington Township Firefighter / Paramedic, and;
WHEREAS, the Board of Trustees of Washington Township reviewed Human Resource Manager
Catherine Grossman’s findings and deliberated this issue in open session and now accepts the Human
Resource Manager’s recommendation and issue discipline against Firefighter Anthony J. Harding that
includes unpaid leave effective September 3, 2026, until his certifications are reinstated by the State of
Ohio Division of EMS.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of Washington Township, Franklin,
Delaware, and Union Counties, State of Ohio:
Section 1: Pursuant to the authority granted by the Washington Township Employee Handbook,
the Washington Township Trustees decrees Anthony J. Harding beginning leave
without pay on September 3, 2026, starting at 8:00 a.m. EST until his required State of
Ohio Firefighter and Paramedic certifications are reinstated and he is eligible to
resume the duties of his position. Additionally, Anthony J. Harding may not
supplement accrued paid time off for any unpaid leave and will not accrue sick and/or
vacation leave.
Section 2: It is hereby found and determined that all formal actions of this Board concerning and
relating to the passage of this Resolution were adopted in an open meeting of the
Board and that all deliberations of the Board and any of the decision making bodies of
the Board of Trustees which resulted in such formal actions were in meetings open to
