August 12th, 2026 – Town Board Meeting
The special meeting of the Town of Hartland, County of Niagara, State of New York, was held
on the above date at the Town Hall, 8942 Ridge Road, Gasport convening at 7:00 p.m.

Supervisor Zaepfel called the meeting to order with all present standing for the pledge to the
flag.
Councilman Reed delivers opening prayer.

MOTION by Councilwoman Neadow, seconded by Councilman Huntington to accept the
minutes from the July 8th, 2026 work session and Town Board Meeting and July 23rd Special
Meeting minutes.

Resolution 65-2026
MOTION by Councilman Reed, seconded by Councilman Huntington resolved that the
monthly bills, having been reviewed by the Town Board, be authorized for payment.

Privilege of the Floor (Non- agenda items)
Bob Spencer- Seaman Road- “I mean, this is just a concern or question, the state ditch
there starts over by Ditch Road, goes all through the property, and then under Seaman
Road, down around Quaker. Since that last big storm, and now with this recent one, that
ditch is pretty full, and it's not going down hardly at all. If you look behind Cummins'
house, the water's building up, it's almost to the back of the barn. It looks like a pond back
there. So, talking with some of the neighbors and stuff, that it might be something that's
blocking it or something somewhere downstream.”
Supervisor Zaepfel- “I’ll talk to Keith about it. Why don’t you write down the
streets, and I’m going to have Keith give you a call and find out if he’s not aware , but
Keith’s pretty aware of everything going on.”
Old Business
Discussion was held among the Board regarding the turnout for the Rumble on the Ridge,
held at the Hartland Volunteer Fire Company on July 25, 2026. The Board noted that the
event was a success and expressed optimism that it will continue to grow and improve in
future years.

MOTION by Councilwoman Neadow, seconded by Councilman Huntington to close the
public hearing on "A Local Law Establishing Real Property Tax Exemptions for NonResidential Real Property Converted to Mixed-Use Property in Accordance with Section 485a of the New York State Real Property Tax Law."

of the Town Board of the Town of Hartland, New York, objecting to the use of automated
license plate reader cameras within the town and supporting New York State Senate Bill
S9890 and Assembly Bill A907A restricting the use of Data Collected by automated license
plate readers
