REGULAR MEETING MINUTES
August 10, 2026

In Attendance: DPW Supervisor Jordan Gow, Code Enforcement Officer Dan Wojewoda, Deputy Clerk-Treasurer
Laurel Cantella, Robert Wendler and Trent Kenny.
At 7:00pm meeting was called to order by Mayor Davis by administering the Pledge of Allegiance.
The Sales tax received for July 2026 was $24,765.26 an increase of $3697.91 from July 2025.
The Approval of Minutes for the Monthly Board Meeting held July 13, 2026 was motioned by Trustee Hirschman and
was seconded by Trustee Detschner.

A motion to establish Trick or Treat Hours for Saturday, October 31, 2026 (Halloween) from 5:00pm to 7:00pm was
made by Trustee Detschner and was seconded by Trustee Hirschman.

Resolution #19-2026
Adoption of updated Emergency Response Plan (ERP) for the Village of Barker Water
Distribution System
WHEREAS, the Village of Barker provides drinking water to the public and must keep the water safe during
emergencies; and
WHERAS, an emergency response plan helps staff act fast during natural disasters, power failures, contamination, or
security threats; and
WHEREAS, the board has reviewed the emergency response plan prepared by the Village of Barker distribution
system;
NOW THEREFORE BE IT RESOLVED, by the Board of Trustees of the Village of Barker as follows:
1) Adoption: The Board of Trustees hereby adopts the Emergency Response Plan dated July 20, 2026
2) Implementation: Distribution staff must follow the steps and rules in the plan during an emergency
3) Updates: The DPW Supervisor/Superintendent shall review the plan every 5 years and bring changes to
the Board of Trustees
4) Effective Date: This resolution takes effect immediately up its passage

Resolution #20-2026
Adoption of Updated Building Permit Fee Schedule
WHEREAS, pursuant to Village of Barker code, the Village Board may establish fee rates for various
applications/permits/fees for services provided by the Village,
WHERAS, the Village updated its fee schedule to reflect current price increases and applicable permit categories
NOW THEREFORE BE IT RESOLVED, That the Village Board of Trustees of the Village of Barker hereby adopts the
following fee schedule for applications/permits/services pursuant to Village code effective immediately.

Resolution #21-2026
Security Camera System Addition at Village Hall
WHEREAS, the Village of Barker (“Village”) currently owns and operates an existing surveillance and security camera
system; and
WHEREAS, the Village desires to expand its existing surveillance system through the purchase and installation of
additional security cameras and related equipment, together with the software, programming, testing and training
necessary to integrate such additional equipment into the Village’s existing system; and
WHEREAS, Armored Access, Inc., d/b/a Armored Alarm Camera & Security Systems (“Armored Alarm”), has submitted
a proposal dated July 27, 2026, for the installation of one (1) 8MP turret camera with back box directed toward the
park, one (1) 4MP turret camera with back box on the front of the building, and one (1) 4MP turret camera with back
box on the rear side of the building, together with programming to the Village’s existing system, including software,
programming, testing and training, for a total cost of $2,280.00; and
WHEREAS, the proposed purchase and installation constitutes an addition to and expansion of the Village’s existing
surveillance and security system, rather than the procurement of a separate and independent security system; and
WHEREAS, the Village Board finds that utilization of a different vendor and/or different products for this limited
expansion of the existing system would require the Village to incur additional costs associated with compatibility,
integration, programming, equipment and/or other modifications to the existing system, and would therefore not be
in the best financial interests of the Village; and
NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Barker hereby determines that the
foregoing circumstances constitute sufficient justification for a deviation from the Village’s Procurement Policy with
respect to this purchase, based upon the need to maintain compatibility and integration with the Village’s existing
surveillance and security system and to avoid the additional costs that would result from the use of a different vendor
and/or product; and be it further
RESOLVED, that the Village of Barker is hereby authorized to enter into a contract with Armored Access, Inc., d/b/a
Armored Alarm Camera & Security Systems, for the purchase and installation of the additional surveillance cameras
and related equipment and services described in its proposal dated July 27, 2026, including programming to the
existing system, software, testing and training, for a total cost not to exceed $2,280.00, contingent on attorney
approval of the underlying contract.
A motion to ADOPT Resolution #21-2026 was made by Deputy Mayor DiTommaso and seconded by Trustee
Detschner.

The Clerk-Treasurer’s Financial Reports were reviewed and accepted by the Board of Trustees.
✓ Annual Financial Report (AFR) 2026 has been submitted to the Office of the NYS Comptroller July 24, 2026,
and the legal notice was published August 8, 2026

Tax Collection remains open. Penalty is now 6% and unpaid tax notices will be mailed September 5, 2025.
Any unpaid taxes outstanding as of October 31, 2026, will be turned over to Niagara County to be placed on
the Town/County taxes for collection in January 2027
✓ Labor Day Holiday is the day of the scheduled work session-the work session will be CANCELLED for Sept.
7th, 2026- Due to the attendance of the Clerk-Treasurer at NYCOM FTS the September meeting will be
moved to Tuesday, September 8th, 2026, at 7:00pm in the Village Meeting Room, 8708 Main Street
✓ The Clerk-Treasurer will be attending NYCOM Fall Training School the week of September 14-18, 2026, in
Saratoga Springs
✓ Columbus Day Holiday is the date of the October meeting. The meeting will be moved to Monday, October
5th at 7:00pm in the Village Meeting Room, 8708 Main Street
Clerk-Treasurer Detschner asked for an additional $2,000 into the accountant budget line to allow the Tronconi,
Segarra & Associates Sarah Bowser to come out to the Village to set up custodial accounts to comply with newer
GASB regulations for AFR and reconciliation of F350 water billing account and permission to proceed with this
training. A motion to allow additional training by Tronconi, Segarra & Associates for Clerk-Treasurer Detschner was
made by Deputy Mayor DiTommaso and was seconded by Trustee Hirschman.

An audit of Clerk-Treasurer’s Financial Records for FY 2025-2026 took place on Tuesday, July 28, 2026 at 6:45pm at
the Village Hall. Trustee Kenny and Trustee Hirschman were present to audit the books. The month of December
2025 was chosen at random. The audit concluded at 7:56pm with all financial records found to be in order.
The Public Works Report was reviewed and accepted by the Board of Trustees.

The Code Enforcement Report was reviewed and accepted by the Board of Trustees.
2 Permit Issued: Window installation & lean-to addition to existing shed
1707 East Avenue is still in Town of Somerset court, CEO Wojewoda has been working with prosecuting attorney
Platt. Once the ACD has expired the Village will pursue a trial in this case. Ceo Wojewoda is working on getting
quotes for demolition in case the Village is tasked with doing so.

Public Comment was offered by:
Robert Wendler: Inquired about the status of the stormwater project- phase I and where it would be placed on his
property, 1669 Quaker Road. The design has not been completed as of yet; the surveying was done last week (Aug. 37). Mr. Wendler also stated the lights and traffic pattern for the bridge over Golden Hill Creek on Quaker Road was
unique and will cause backups when school starts. Lastly, the topic of traffic camera/radar unit at a couple points on
Quaker Road would be beneficial to slow traffic down because people are speeding constantly and it seems worse
now that the data center project is in full swing.
Board Comment was offered by:
Trustee Hirschman: Stated she was excited about the security cameras being added to the exterior of the building to
catch vandalism and deter new instances.
Mayor Davis: Stated he hadn’t heard any negative feedback about Corn Fest, some food vendors ran out of food, and
the 5K race had 95 runners complete the course.
A motion for adjournment was made at 7:31pm by Trustee Detschner and was seconded by Trustee Hirschman.
