Introduction
Over the past two years, the 5,500-acre Roswell Air Center has undergone substantial
operational and organizational change. Following years of deferred management
attention, the Air Center has advanced significant maintenance and infrastructure
improvements, secured multiple grants to support a broad range of projects, introduced
new air service, and undertaken responsibilities associated with the National
Championship Air Races. Collectively, these developments have strengthened the
airport’s position as an important transportation and economic asset for the City of
Roswell while significantly increasing the scope, complexity, and pace of its daily
operations.
This heightened level of activity has also resulted in greater involvement and oversight by
the Federal Aviation Administration (FAA), including more frequent inspections and
increased expectations regarding regulatory compliance, operational readiness, safety,
and documentation. As the Air Center continues to grow and assume additional
responsibilities, it is essential that its staffing structure and operational capacity evolve
accordingly.
Request for Additional Staffing at the Roswell Air Center Purpose
As the Roswell Air Center continues to expand in size, activity, and strategic importance,
its staffing levels have remained relatively unchanged despite substantial growth in
operational responsibilities, infrastructure, tenant activity, regulatory obligations, and
service demands. The existing staffing model no longer provides sufficient capacity to
address these requirements consistently and proactively. Accordingly, I respectfully
request an adjustment to the Air Center’s budget to establish one lead operations position
and four additional full-time operations positions. These positions would provide
supervisory support and operational coverage necessary to align staffing resources with
the Air Center’s current workload and anticipated future needs.
This request is not merely a proposal to increase the number of employees assigned to
the Air Center. Rather, it is a necessary investment in the staffing capacity required to
operate a growing commercial airport safely, efficiently, and responsibly. Adequate
personnel is essential to sustaining compliance with Federal Aviation Administration
requirements, maintaining operational readiness, protecting valuable city-owned
infrastructure and equipment, responding promptly to routine and emergency needs, and
providing dependable service to tenants, airlines, contractors, customers, and the broader
community. The proposed enhancement of the operations function would establish a
more effective organizational structure, reinforce clearly defined lines of

1
Legal Committee Agenda

responsibility and accountability, improve coordination and continuity across daily
activities and emergency response, and provide the operational resilience necessary to
satisfy current obligations. It would also position the Air Center to accommodate
anticipated increases in aviation activity, infrastructure demands, tenant requirements,
and regulatory oversight while continuing to deliver safe, reliable, and professional
services.
Continued Growth and Increased Responsibilities
Each of the previously identified additions and operational developments has materially
increased the volume, complexity, and urgency of the work assigned to existing Air Center
personnel, without a corresponding increase in authorized staffing levels or
compensation. As a result, the current team must absorb a broader range of duties while
continuing to meet established safety, regulatory, maintenance, security, and customerservice expectations. These responsibilities include maintaining compliance with Federal
Aviation Administration Part 139 requirements; conducting and documenting daily airfield
inspections; preserving the condition and operational availability of runways, taxiways,
lighting systems, and navigational aids; administering airport badging and security
requirements; supporting airport tenants and users; coordinating construction and
contractor activities; and responding promptly to routine operational concerns, irregular
conditions, and emergencies. These responsibilities require constant attention and
cannot simply be deferred when staffing levels are insufficient.
Size of the Air Center and Maintenance Responsibilities
In addition to fulfilling these operational requirements, Air Center maintenance personnel
are responsible for the ongoing care, preservation, and operational readiness of
approximately 5,500 acres of airfield property. Their assigned scope also extends to
numerous off-airfield properties, buildings, facilities, and other assets owned by the City.
This extensive geographic footprint requires personnel to manage widely dispersed
responsibilities while ensuring that both aviation-related and municipal assets remain
safe, functional, and appropriately maintained.
These responsibilities encompass large-scale mowing and grounds management;
maintenance and repair of critical infrastructure; upkeep of buildings and support facilities;
completion and documentation of required airfield inspections; implementation of
preventive maintenance programs; timely response to tenant maintenance requests; and
resolution of routine and emerging operational needs across a substantial and diverse
service area. Each of these functions is essential to preserving airport safety,

2
Legal Committee Agenda

protecting public assets, supporting tenants and users, and maintaining the dependable
operation of the Air Center.
The scale of the property, standing alone, presents a significant and continuing staffing
challenge. Existing employees are expected to maintain an increasingly complex
commercial airport environment, respond to competing operational priorities, and support
activities involving City-owned properties beyond the immediate airfield. The distance
between facilities, the variety of required technical and general maintenance functions,
and the need for timely responses further constrain available personnel and reduce the
flexibility needed to address both planned work and unforeseen conditions. Without
staffing levels proportionate to this extensive scope of responsibility, the Air Center’s
ability to sustain preventive maintenance, timely repairs, regulatory readiness, and
consistent service will remain under increasing pressure.
Impact on Leadership and Management
The current staffing shortage materially limits the ability of Air Center leadership to
manage the operation effectively, maintain appropriate oversight, and devote adequate
attention to strategic and administrative priorities. Because an insufficient number of
operations personnel are available to meet daily service demands, members of the
leadership team are frequently required to step away from their primary management
responsibilities to provide tenant and contractor security escorts, assist with maintenance
activities, support special projects, resolve emerging operational concerns, and perform
other time-sensitive duties requiring immediate attention. Although direct leadership
involvement is sometimes necessary, its routine use as a substitute for adequate
operational staffing reduces management capacity and places additional strain on the
organization’s ability to function efficiently and proactively.
This circumstance requires management to make recurring and difficult decisions
between addressing immediate operational needs and completing the administrative,
financial-management, planning, compliance, and oversight responsibilities essential to
the proper governance of the airport. The staffing shortage also constrains the Air
Center’s ability to recruit, onboard, train, and retain qualified employees. Whenever a
vacancy occurs, supervisors must devote substantial time and attention to reviewing
applications, coordinating and conducting interviews, completing required onboarding
activities, providing technical and procedural instruction, and monitoring the progress of
newly hired personnel. Although these functions are indispensable to establishing a
capable and reliable workforce, they further reduce the time available for daily operational
oversight, FAA compliance, capital and construction project management, tenant support,
employee development, budget administration, and long-range planning. Over time, this
diversion of leadership resources can delay important initiatives, limit proactive

3
Legal Committee Agenda

decision-making, and make it more difficult for management to address the Air Center’s
expanding responsibilities in a timely and comprehensive manner.
Why a Lead Position Is Needed
The establishment of a lead operations position would provide an essential level of dayto-day operational leadership, coordination, continuity, and accountability within the Air
Center’s organizational structure. This position would serve as a direct resource to
operations personnel by communicating management priorities, coordinating daily work
assignments, monitoring the completion of critical tasks, and helping ensure that
operational and maintenance activities are performed consistently and in accordance with
established procedures. The lead employee would also assist in evaluating and
prioritizing competing airfield, facility, tenant, and maintenance needs; provide field-level
guidance and oversight; reinforce safety, security, documentation, and regulatory
expectations; and serve as an experienced point of contact when routine matters,
irregular conditions, or time-sensitive operational issues require prompt resolution. By
maintaining a consistent leadership presence in the field, the position would improve
communication between employees and management, strengthen accountability for
assigned work, and support more efficient use of available personnel and resources.
The addition of this position would allow airport management to devote substantially
greater attention to responsibilities that require management-level authority, specialized
judgment, and sustained strategic oversight. These responsibilities include maintaining
and documenting regulatory compliance; developing and administering the Air Center’s
operating and capital budgets; planning, coordinating, and overseeing capital
improvement and construction projects; managing tenant relationships and contractual
obligations; supporting employee training, performance, and professional development;
evaluating operational policies and procedures; coordinating with City departments,
governmental agencies, consultants, and other stakeholders; and advancing the Air
Center’s long-range operational and economic-development objectives. Establishing a
reliable supervisory presence for daily operations would reduce the frequency with which
senior staff must be diverted to routine field assignments, improve continuity in decisionmaking, and enable management to address emerging risks and future needs in a more
deliberate, timely, and comprehensive manner.
Why Additional Operations Positions Are Needed
The addition of four full-time operations positions would provide the staffing capacity
necessary to distribute responsibilities more effectively across the Air Center’s expanding
and increasingly complex operational portfolio. Establishing a broader operational
workforce would permit employees to maintain sustained attention on airfield safety,
facility condition, and essential service requirements rather than being
4
Legal Committee Agenda

repeatedly redirected among competing priorities. The additional personnel would
improve the Air Center’s ability to respond promptly to corrective maintenance needs;
perform and document preventive maintenance on a consistent schedule; support
tenants, contractors, airlines, and other airport users; complete required airfield
inspections and associated follow-up actions; maintain security and operational
readiness; and preserve airport infrastructure in accordance with the safety, reliability,
and regulatory standards expected of a commercial-service airport. Increased staffing
would also provide greater flexibility to manage simultaneous assignments,
accommodate leave and training requirements, and respond to irregular operations or
emergency conditions without significantly disrupting routine responsibilities.
Most importantly, these positions would reduce the Air Center’s continuing reliance on
existing employees to absorb duties beyond the reasonable scope of their primary
assignments. Air Center personnel have consistently demonstrated professionalism,
adaptability, and a strong commitment to maintaining safe and uninterrupted operations
despite limited resources and steadily increasing demands. That commitment has been
essential to the organization’s progress; however, routinely depending on employees to
assume additional responsibilities, shift between specialized functions, and compensate
for persistent staffing gaps does not constitute a sustainable long-term workforce model.
Adequate staffing would establish a more balanced distribution of work, support
appropriate scheduling and leave coverage, reduce fatigue and overtime pressures,
improve employee retention and development, and preserve institutional knowledge and
continuity of service. It would also enable personnel to perform their assigned duties with
the focus, thoroughness, and accountability necessary to protect public assets and
support the Air Center’s continued growth.
The Cost of Maintaining the Status Quo
The central consideration is not simply whether the Air Center can continue to sustain
day-to-day operations under its current staffing structure. Rather, the more consequential
issue is the cumulative operational, financial, regulatory, and organizational cost of
maintaining that structure over the long term. Continued reliance on staffing levels that
are not proportionate to the Air Center’s present responsibilities may preserve short-term
budgetary stability, but it also increases exposure to deferred work, reduced
organizational capacity, preventable inefficiencies, and risks that may ultimately require
substantially greater resources to correct.
When employees and supervisors are routinely redirected from their assigned functions
to address immediate operational demands, essential management, preventive
maintenance, planning, compliance, documentation, and administrative activities must
compete for the same limited personnel and time. This recurring diversion of resources
restricts the organization’s ability to conduct systematic oversight, complete scheduled
5
Legal Committee Agenda

work, evaluate emerging needs, and implement corrective measures before minor
deficiencies develop into more significant operational concerns. It also reduces
leadership’s capacity to pursue long-range initiatives and diminishes the continuity
needed to manage a complex commercial airport effectively
Over time, these conditions may result in higher overtime expenditures, employee fatigue
and burnout, reduced workforce retention, deferred preventive maintenance, slower
response times, accelerated deterioration of infrastructure and equipment, and greater
exposure to operational disruptions. Insufficient staffing may also limit the Air Center’s
ability to maintain complete and timely records, prepare for regulatory inspections,
respond effectively to irregular or emergency conditions, and deliver consistent service to
tenants and airport users. The cumulative financial impact of equipment failures,
emergency repairs, service interruptions, employee turnover, or compliance deficiencies
may exceed the recurring cost of establishing an appropriately staffed operation.
Authorizing the requested positions at this time would enable the City and the Air Center
to address these pressures proactively through deliberate workforce planning, rather than
waiting for persistent staffing limitations to produce larger and more costly operational or
financial consequences. Appropriate staffing would strengthen continuity, improve
preventive maintenance and response capacity, support regulatory readiness, reduce
avoidable strain on existing personnel, and provide management with the resources
necessary to identify and mitigate risks before they escalate. Viewed in this context, the
proposed staffing adjustment represents a prudent investment in public-asset protection,
responsible financial stewardship, organizational resilience, and the Air Center’s
continued ability to operate safely and effectively.
Conclusion and Request
The Roswell Air Center has experienced substantial growth in its operational scope,
strategic importance, and service obligations; however, its authorized staffing structure
has not expanded at a comparable rate. The Air Center is now responsible for operating
and maintaining a larger and considerably more complex commercial airport environment
that includes additional airline service, expanded infrastructure, a growing tenant base,
increased construction and contractor activity, approximately 5,500 acres of airfield
property, and extensive regulatory, safety, security, maintenance, and operational
responsibilities. Aligning personnel resources with this expanded mission is therefore
essential to preserving safe, efficient, compliant, and dependable airport operations.
Accordingly, I respectfully request that the City Council and the City Manager authorize
and support the budget adjustment necessary to establish the following positions within

6
Legal Committee Agenda

the Roswell Air Center’s operations function:
• One full-time Lead Operations position
• Four additional full-time Operations positions
Together, these positions would provide the supervisory structure, staffing depth, and
operational coverage necessary to maintain the Air Center safely, efficiently, and in
accordance with applicable regulatory requirements. The additional capacity would
improve daily work coordination, strengthen accountability, support timely inspections
and maintenance, enhance responsiveness to tenants and airport users, and provide
greater continuity during leave, training, irregular operations, and emergency conditions.
It would also allow airport leadership to devote appropriate attention to management
responsibilities that require sustained oversight, including FAA compliance, budget
administration, capital and construction project management, tenant and stakeholder
relations, employee training and development, policy implementation, risk management,
and long-range operational planning.
Approval of this request should be regarded as a prudent and forward-looking investment
in the continued success, resilience, and responsible operation of the Roswell Air Center.
Establishing an appropriate staffing level at this stage of the Air Center’s development
would strengthen daily operations, clarify supervisory responsibility, improve
accountability, support regulatory readiness, and reduce the likelihood that deferred work
or limited personnel capacity will create greater operational or financial consequences in
the future. It would further protect substantial City-owned infrastructure, preserve the
reliability of airport services, and position the Air Center to accommodate continued
aviation activity, business investment, and economic growth throughout the community.
Air Center employees have repeatedly demonstrated exceptional resourcefulness,
adaptability, and dedication in meeting expanding responsibilities with limited personnel.
Their efforts have enabled the organization to sustain essential services and advance
important initiatives despite significant operational constraints. The question before the
city is therefore no longer whether existing personnel can continue to assume additional
duties through extraordinary effort. The more appropriate consideration is whether it is
operationally responsible, financially prudent, and sustainable to continue relying on that
effort without providing the personnel resources necessary to support a growing and
increasingly complex commercial airport. Authorizing the requested positions would
recognize the Air Center’s current operational reality and provide a sound foundation for
safe, compliant, efficient, and sustainable service in the years ahead.

Thank you.

Purpose: Request for Approval to Establish Additional Air Center Maintenance and
Operations Positions
The purpose of this request is to seek approval to establish four regular Maintenance positions
and one Lead Maintenance/Operations position to address current staffing shortages and support
the continued safe, efficient, and compliant operation of the Air Center.
The Air Center is responsible for maintaining and overseeing more than 5,500 acres of property,
including parks, terminal entrances, buildings, surrounding grounds, and other airport property.
The four Maintenance positions would primarily focus on the upkeep, maintenance, and
appearance of the exterior grounds and facilities, while also providing support on the airfield as
operational needs arise. The Lead Maintenance/Operations position would provide leadership,
coordination, and support for maintenance activities and airport operations.
Current staffing levels have raised concerns regarding the Air Center's ability to adequately
maintain its extensive property and meet operational requirements. These staffing limitations
have gained the attention of the Federal Aviation Administration (FAA), which recognizes the
need for additional personnel to support the Air Center's continued compliance with its Part 139
certification requirements. Increasing staffing will also help ensure the availability of qualified
and properly trained airport operations personnel to fulfill required responsibilities.
To support this request, an equitable salary adjustment to $18.00 per hour for the four existing
Maintenance employees is proposed as part of the overall staffing plan. This adjustment would
help establish consistent compensation for the maintenance team while supporting recruitment,
retention, and continuity of operations.
Funding for these staffing needs may be available through existing capital project funds allocated
for lighting improvements behind the terminal. The full amount originally budgeted for this
project is not anticipated to be needed. Subject to confirmation of the remaining project balance
and applicable funding restrictions, the unused funds may provide an opportunity to support the
proposed staffing needs.
Approval is requested to proceed with the establishment of four Maintenance positions and one
Lead Maintenance/Operations position, implement the proposed salary adjustment for the four
existing Maintenance employees, and review the feasibility of reallocating available funds to
support these needs, subject to applicable budgetary, legal, and administrative approvals.

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF ROSWELL, NEW
MEXICO, ESTABLISHING A RESPONSIBLE PUBLIC SAFETY TECHNOLOGY
GOVERNANCE FRAMEWORK FOR THE ACQUISITION, USE, MANAGEMENT,
RETENTION, SHARING, AND OVERSIGHT OF COVERED PUBLIC SAFETY
TECHNOLOGIES

7
8
9

WHEREAS, the City of Roswell recognizes that modern public safety technology can improve
officer safety, investigative effectiveness, emergency response, and the protection of residents and
property; and

10
11
12

WHEREAS, certain public safety technologies are capable of systematically collecting,
identifying, locating, tracking, analyzing, retaining, or sharing information concerning identifiable
persons, vehicles, movements, associations, or activities; and

13
14
15

WHEREAS, the Governing Body finds that clear and durable standards can support effective law
enforcement while providing appropriate safeguards for privacy, civil liberties, data security,
accountability, and public trust; and

16
17
18

WHEREAS, the Governing Body further finds that such standards should remain effective
notwithstanding changes in elected officials, City personnel, department leadership, technology vendors,
or technical capabilities; and

19
20
21

WHEREAS, the Roswell Police Department currently maintains Policy 612 governing
Automated License Plate Reader technology, including provisions addressing official law-enforcement
use, training, access, data retention, accountability, and interagency sharing; and

22
23

WHEREAS, the Governing Body desires to establish City-level governance principles that
complement, rather than replace, lawful department-level operational policies and procedures; and

24
25
26
27

WHEREAS, the Governing Body intends this framework to apply to covered public safety
technologies and material expansions of those technologies, while avoiding unnecessary regulation of
ordinary information technology, infrastructure systems, and other technologies that do not materially
perform surveillance, tracking, identification, or related public-safety data functions.

28
29

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY
OF ROSWELL, NEW MEXICO, THAT:

30

SECTION 1. ADOPTION OF GOVERNANCE FRAMEWORK.

31
32
33
34

The City of Roswell hereby establishes the following principles for covered public safety technology.
These principles shall guide City departments in the acquisition, deployment, use, management,
contracting, and material expansion of covered technology, subject to applicable law and any more
specific policy adopted by the City or responsible department.

35

SECTION 2. DEFINITION OF COVERED PUBLIC SAFETY TECHNOLOGY.

36
37
38

“Covered Public Safety Technology” means City-owned, City-leased, City-operated, or City-contracted
technology whose primary or material function is to systematically collect, identify, locate, track, analyze,
correlate, retain, or share information concerning identifiable persons, vehicles, movements, associations,

or activities for public-safety or law-enforcement purposes. Covered technology may include Automated
License Plate Readers, networked public-safety camera systems, biometric identification systems,
surveillance-capable unmanned aircraft systems, AI-enabled video or image analytics, vehicle tracking or
pattern-analysis systems, and future technologies with substantially similar capabilities.

5

SECTION 3. AUTHORIZED PURPOSE AND USE.

6
7
8
9

Covered technology shall be acquired and used only for defined, lawful governmental and public-safety
purposes. Use for personal, political, discriminatory, retaliatory, commercial, or other unauthorized
purposes is prohibited. Technology-specific policies shall identify authorized uses and, where practicable
and appropriate, require searches or queries to be associated with a documented authorized purpose.

10

SECTION 4. DEPLOYMENT AND LOCATION.

11
12
13
14
15
16

For fixed or geographically deployed covered technology, the responsible department shall establish
written criteria governing deployment and location, identify the official authorized to approve
deployment, document material placement decisions, and provide for periodic review. Technologyspecific policies shall address whether heightened review is appropriate for deployment near locations
associated with constitutionally protected or particularly sensitive activity, consistent with legitimate
public-safety needs.

17

SECTION 5. DATA COLLECTION AND TECHNICAL CAPABILITIES.

18
19
20
21
22

Technology-specific policies shall identify the categories of information authorized for collection and
material analytic capabilities authorized for use. A material new surveillance, identification, tracking,
analytic, integration, retention, or sharing capability shall not be deemed authorized solely because it
becomes technically available through a vendor, software update, equipment replacement, or system
integration.

23

SECTION 6. ACCESS, SEARCHES, AND AUDITING.

24
25
26
27
28
29

Access to covered systems shall be limited to trained personnel with a legitimate operational need. Access
permissions shall be role-based where technically feasible, authenticated, and subject to appropriate
approval and periodic review. Covered systems shall maintain audit logs sufficient to identify users and
material access or search activity to the extent technically available. Technology-specific policies shall
establish search-justification requirements, audit frequency, supervisory responsibility, and procedures for
addressing confirmed misuse.

30

SECTION 7. DATA RETENTION AND DELETION.

31
32
33
34
35

Each technology-specific policy shall establish a defined retention period or identify the controlling
legally adopted records-retention schedule. Routine data shall be deleted upon expiration of the applicable
retention period unless preservation is required for an investigation, evidentiary purpose, litigation,
discovery, public-record obligation, legal hold, or other lawful reason. Routine deletion should be
automated where technically feasible.

36

SECTION 8. SHARING AND EXTERNAL ACCESS.

37
38
39

Technology-specific policies shall establish the circumstances under which covered data may be shared
with another agency or authorized entity; the approval and documentation required; whether standing or
direct database access is permitted; restrictions on downstream re-sharing; applicable retention

requirements; auditability; and procedures for suspending or revoking access. Sharing shall be for a
lawful and authorized governmental purpose.

3
4

SECTION 9. CITY CONTROL; PROHIBITION ON SALE OR COMMERCIAL
EXPLOITATION.

5
6
7
8
9

Data collected by or on behalf of the City through covered public safety technology shall remain subject
to City control as provided by applicable law and contract. Neither the City nor a vendor or contractor
acting on behalf of the City shall sell, license, monetize, use for advertising, create an unrelated
commercial database from, or otherwise commercially exploit City-collected covered data, except where
expressly required by law or specifically authorized by the City for a lawful governmental purpose.

10

SECTION 10. TRANSPARENCY AND ACCOUNTABILITY.

11
12
13
14
15
16
17

The City shall maintain an inventory of covered public safety technologies. The responsible department
shall provide periodic aggregate information appropriate to the technology, which may include the
technology’s authorized purpose, deployment or use, retention setting, categories of sharing partners,
completion of required audits, material policy changes, and confirmed misuse. Nothing in this Resolution
requires disclosure of information protected by law or information whose disclosure would reasonably
compromise an investigation, officer or public safety, cybersecurity, confidential sources, or legitimate
law-enforcement methods.

18

SECTION 11. REVIEW OF NEW TECHNOLOGY AND MATERIAL CHANGES.

19
20
21
22
23
24

Before acquisition of a new covered public safety technology, or before a material expansion of an
existing covered technology, the responsible department shall complete a review process established by
the City Manager in consultation with the City Attorney and appropriate Information Technology and
departmental personnel. The review should address operational purpose, data collection, access, retention,
sharing, security, privacy safeguards, fiscal and contractual considerations, and whether governing-body
review is required.

25

SECTION 12. MATERIAL CHANGE.

26
27
28
29
30

For purposes of this Resolution, a material change includes a significant change in purpose, functionality,
authorized use, type or scope of data collected, analytic capability, retention, external sharing, integration
with another system, or geographic scale. Routine maintenance, security patches, equipment replacement,
or technical changes that do not materially expand collection, use, analysis, retention, or sharing do not
constitute a material change.

31

SECTION 13. EMERGENCY OR EXIGENT USE.

32
33
34
35

Nothing in this Resolution is intended to prevent lawful temporary use of covered technology when
reasonably necessary to respond to an emergency, imminent threat to life or safety, significant
cybersecurity incident, or other exigent circumstance recognized by law. Such use shall be documented
and subsequently reviewed in accordance with procedures established by the City.

36

SECTION 14. DEPARTMENT-LEVEL POLICIES.

37
38
39
40

Departments using covered technology shall maintain technology-specific operational policies and
procedures consistent with this Resolution. Nothing herein is intended to require public disclosure of
confidential investigative methods, security information, or other information protected from disclosure
by law.

SECTION 15. AUTOMATED LICENSE PLATE READERS.

2
3
4
5
6
7
8

Automated License Plate Reader technology shall be the initial technology reviewed under this
framework. The City Manager, City Attorney, Chief of Police, and appropriate Information Technology
personnel are requested to review RPD Policy 612 and recommend any amendments or supplemental City
policy necessary to address camera-placement criteria, authorized data and analytics, access authorization,
documented search justification, audit frequency, routine retention and deletion, interagency or standing
access, downstream sharing, City control of data, prohibition on commercial exploitation, and appropriate
aggregate reporting.

9

SECTION 16. IMPLEMENTATION.

10
11
12
13

The City Manager, in consultation with the City Attorney, Chief of Police, Information Technology
personnel, and other affected department heads, is directed to develop reasonable administrative
procedures, technology-review forms, procurement and contract standards, and technology-specific
policies necessary to implement this Resolution.

14

SECTION 17. CONSTRUCTION.

15
16
17

This Resolution establishes City governance principles and is not intended to interfere with lawful lawenforcement discretion, alter evidentiary obligations, require disclosure prohibited by law, or supersede
controlling federal or New Mexico law. In the event of a conflict, controlling law shall govern.

18

SECTION 18. EFFECTIVE DATE.

19

This Resolution shall become effective upon adoption.
