The next item on the agenda for Council was a Presentation by NebraskaLink
regarding the company’s existing telecommunications facility located in the Northeast
corner of the North Half of the Southeast Quarter of Section 33, Township 25 North,
Range 48 West, commonly known as the “Alliance Hut.”
July 21, 2026
Betty Luth of NebraskaLink appeared before the Council to discuss
NebraskaLink’s current lease agreement with the City. She explained that
NebraskaLink would like to replace the lease with either a permanent easement or the
purchase of the property.
Steve Knoll, representing NebraskaLink, stated that the site is part of the
company’s long-term fiber optic infrastructure. He explained that the existing
equipment shelters (“huts”) have limited capacity and that additional huts may be
needed in the future as demand increases.
Councilman Yates inquired whether future expansion would require additional
utilities.
Steve responded that additional electrical service would be needed, although a
transformer may already be available at the site.
Councilman Turman asked about concerns related to the existing
infrastructure.
Electrical Superintendent Bridge stated that there is a transformer on the
North side of the property, but the transformer installation would need to be upgraded
if expansion occurs. He recommended granting a permanent easement rather than
selling the property.
Public Works Director Grant noted that the City’s chlorine plant is located
nearby, although it is a sufficient distance from the water main. He stated that he did
not believe the City would benefit from selling the property.
Councilman Turman stated that he would be more comfortable with granting
an easement than selling the property.
City Manager Cox asked NebraskaLink why it was seeking to purchase the
property rather than continue leasing it.
Steve explained that NebraskaLink’s primary goal is to secure a permanent
interest in the property and that either a sale or a permanent easement would satisfy
that need.
City Manager Cox stated that he would be more comfortable with either a
long-term lease or permanent easement rather than selling the property.
Councilman Yates asked City Attorney Selzer how an easement would affect
the City’s rights.
July 21, 2026
City Attorney Selzer explained that the City could retain ownership and
continue to use the property while granting NebraskaLink the necessary easement
rights.
City Manager Cox stated that the matter would be brought back for a decision
at a later date.
Betty Luth reiterated that NebraskaLink would be satisfied with either
purchasing the property or obtaining a permanent easement.
Councilman Yates suggested modifying the existing lease into a long-term
lease as another potential option.
●
The next item on the agenda for Council was a discussion item regarding the
Request to Add “Alleyway” Definition to the Ordinance.
Community Development Director Kusek came before the Council to discuss the
definition of “Alleyway” in Chapter 20 of the City Code. He stated that the current
definition has not created any issues or discrepancies for the City’s Code Enforcement
Officer and has functioned as intended.
Councilman Hitchcock asked whether there were any benefits to adopting the
proposed revised definition.
Director Kusek responded that the existing definition is encompassing and there
are no issues that would warrant a change.
Vice Mayor Mashburn thanked Larry Bollinger for bringing the matter to
Council’s attention, noting that while the concern was appreciated, no amendments to the
ordinance were necessary at this time.
●
The last item on the agenda for Council was the City Manager’s Report presented
by City Manager Cox.

City Manager Cox discussed the cuts that had been made.
Human Resources Director Johns discussed the health insurance renewal process and the
increase in the renewal rate. Johns explained that the increase was due to higher claims than in

would make a difference in offsetting the increase.
●
City Manager Cox next reviewed the Capital Improvement Projects (CIPs).
July 28, 2026
Fire Chief Shoemaker explained several capital expenses, stating that some funds
from the Repeaters line item could be removed and that funding for the Fire Hall and North
Face improvements would require a larger discussion.

Public Works Director Grant discussed the new cell at the Landfill, noting that the
project could be split into two phases.
Police Chief Leavitt clarified the Repeater and Getac line items for the Council.
●
Mayor McGhehey called for a break at 9:28 a.m.
●
Council returned to session at 9:37 a.m.
●
Mayor McGhehey asked the Council to address any concerns regarding the current
budget.
Vice Mayor Mashburn asked where the Flock camera system appeared in the
budget. Police Chief Leavitt clarified that it is not a capital project because it will be a lease
agreement. Vice Mayor Mashburn also asked for clarification regarding Landfill costs per
ton for commercial refuse. Public Works Director Grant replied that the City does not
calculate the cost per ton for commercial refuse. Vice Mayor Mashburn then asked about
the notes listed by the Lakefield Addition regarding cutting the amount in half. Public
Works Director Grant replied that the note was included in case adjustments were needed
to help accommodate the budget.
Councilman Turman asked whether the purchase of a hydro vacuum trailer for the
Electric Department could be used as a revenue opportunity. Electric Superintendent
Bridge replied that it could, but he would need to review the statutes to determine whether
it would be allowed. Councilman Turman asked the department heads to calculate the
numbers and bring the information back.
Councilman Yates stated that the Landfill bathroom/breakroom should be a priority.
He asked whether the Landfill could be privatized. Public Works Director Grant replied
that it had been discussed, but no further action had been taken. Councilman Yates then
asked about cameras for Public Transit. Public Works Director Grant replied that Public
Transit had applied for funding to purchase cameras. Councilman Yates also asked about
general lighting around Laing Lake. Electric Superintendent Bridge replied that it could be
done, but the location would need to be determined.
Councilman Hitchcock inquired about the benefits of the Solar Field. Electric
Superintendent Bridge replied that the benefit is purchasing power from the Solar Field,
which results in purchasing less power from the grid, and noted that the Solar Field also
July 28, 2026
pays a lease. Councilman Hitchcock also inquired about the condition of the wells. Public
Works Director Grant stated that the wells are keeping up better than expected.
Mayor McGhehey discussed two non-revenue-producing areas, the Library and
Museums, and asked what is being done to help. Culture and Leisure Director Brown stated
that limited hours and staffing have been implemented.

RE:
Alliance Municipal Airport
Fuel Farm Repair Project
Quote Recommendation
Lynn Placek – Alliance Airport Manager
Honorable Mayor and City Council:
The city received quotations on June 3, 2026, for the above referenced project, at the Alliance
City Hall Offices, Alliance, Nebraska.
The “Request for Proposals” was published in the Alliance Times-Herald newspaper on May 13,
May 20, and May 27, 2026.
Two (2) contractors submitted quotations on the project:
Bidder
Midwest Petroleum Equipment, Lincoln, NE
CGRS, Fort Collins, CO
Items 1 – 9
$38,663.97
$128,714.00
The project scope included replacement of hoses, pipe stands, valves, motor rebuild kits, and
fuel tank inspections for the Alliance Airport Fuel Farm.
A copy of the detailed quotation tabulation is attached to this letter for your review.
As part of the quotation scope the contractors were asked to quote rebuild kits for 10-hp
pumps and rebuild kits for the veeder root register. Midwest Petroleum quoted the rebuild kits
but CGRS quoted new pumps and veeder root register in lieu of rebuild kits. This accounts for
some of the large difference in the quotation totals.
Having reviewed the proposals submitted for the Alliance Airport Fuel Farm Repair Project, we
make the following recommendation:
We recommend the City of Alliance accept the quotation from the low bidder, Midwest
Petroleum, Lincoln, Nebraska, in the amount of $38,663.97
(Items 1 - 9).
This recommendation is made contingent upon sufficient funding from the Alliance Airport
budget. If the Airport does not have sufficient funds for the entire project the Airport may elect
to reduce the total at their discretion.
Respectfully,
FOR THE FIRM OF
M.C. SCHAFF & ASSOCIATES, INC.
