PURPOSE
To recognize Ellen McCarthy with a Certificate of Appreciation.
INFORMATION
On April 28, 2026, Ellen McCarthy was jogging south on Hopkins Crossroads near the
train tracks.
She looked over the bridge and noticed Christopher Hastings lying in the fetal position
down by the tracks. She went down the hill, though the woods, to check on him. She
found that he had a head injury and called 911. Ellen stayed on scene until Paramedics
took Chris away on the stretcher.
If it were not for Ellen's keen eye and willingness to help a stranger, this call likely would
have ended very differently.

CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, May 4, 2026, at 6:32 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Pro Tempore Hunke called the meeting to order with Council Members Garrido,
Goodlund, and Kuznia attending. Mayor Hanlon was absent. Others attending included
City Manager Mornson, City Clerk Domeier, Director of Planning and Development
Elverum, Associate Planner Gallagher, Program Specialist Baker, and Finance Director
Bishop.

Finance Director Bishop summarized City Council Report 2026-043. The bonds are being
sold to finance two purposes: The second phase of the 2025/2026 street and utility
reconstruction project in Central Avenues. The bonds for this purpose will be issued with
a 16-year term to come from general tax levy, special assessments and utility revenues.
Principal payments will be made over 12 years from 2031 to 2042; and 2026 Water &
Sewer SCADA Fiber Project.

Brewing LLC DBA LTD Brewing Co. (LTD) for their Raspberry Bash event scheduled for
July 18, 2026.
OVERVIEW
LTD submitted has applied for a temporary liquor license for their anniversary event. The
liquor sales will be located within their parking lot and extended into 8th Avenue and Lot
600. The liquor service will be 2 p.m. to 10 p.m. Temporary on-sale liquor licenses must
be approved by the State of Minnesota, Alcohol & Gambling Enforcement Division.
Brewers who manufacture less than 3,500 barrels of malt liquor in a year are permitted
by state statute to apply for temporary liquor licenses for events to sell liquor without
applying for a full-year liquor license.
The applicant meets the requirements set for by State Statute to obtain a temporary liquor
license. Staff has reviewed the request to ensure that all requirements and issues
concerning liquor compliance and public safety have been met.

OVERVIEW
Liquor licenses are required to be renewed annually and subject to the same conditions
as the originally issued license. Renewal applications must include a completed license

RECOMMENDED ACTION
MOTION TO grant a Tobacco License along with an Off Sale Intoxicating Liquor
License to LETU LLC dba Hopkins Bottle House Wine & Spirits by adopting Resolution
2026-016.
OVERVIEW
LETU LLC applied for a tobacco license and off-sale intoxicating liquor license at
Hopkins Bottle House Wine & Spirits, located at 808 Mainstreet (formerly Paul’s Wine &
Spirits). The anticipated opening date is May 28, 2026.
The Police Department and City Clerk reviewed the license applications requested and
conducted a background investigation as required by state and local law.
Upon City Council approval of the liquor licenses requested, the State applications will
be submitted to the Minnesota Department of Public Safety, Alcohol and Gambling
Enforcement Division, for certification and issuance. The liquor license will become
effective upon all conditions being met in Resolution 2026-016 and will expire on June
30, 2027, subject to any subsequent renewals. The tobacco license will also expire on
June 30, 2027.

RESOLUTION APPROVING AN OFF-SALE INTOXICATING LIQUOR LICENSE FOR
LETU LLC DBA HOPKINS BOTTLE HOUSE WINE & SPIRITS, WITH CONDITIONS
WHEREAS, LETU LLC DBA Hopkins Bottle House Wine & Spirits, applied for an
Off Sale Intoxicating Liquor License to be located at 808 Mainstreet, Hopkins; and
NOW, THEREFORE BE IT NOW RESOLVED, by the City Council of the City of
Hopkins as follows:
1. The City Council approves an Off Sale Intoxicating Liquor License for LETU
LLC DBA Hopkins Bottle House Wine & Spirits, for the premises located at
808 Mainstreet.
2. The license is conditioned on the applicant’s ongoing compliance with its
application that is on file with the City Clerk, and is further subject to the
following:
A. All terms and conditions of the City Code Chapter 4, Alcoholic
Beverages, and Minnesota Statutes, Chapter 340A.
3. Upon adherence with the contingencies set forth herein, the Mayor and City
Clerk are hereby authorized to execute said licenses.
4. The license shall expire at 11:59 p.m. on June 30, 2027, subject to
subsequent renewals.

OVERVIEW
The purpose of this Agreement is to define the operational and maintenance
responsibilities of each Party with respect to the LRT System subject to the agreements
identified in Section 2.5. Exhibit A-1 and Exhibit A-2 depict the geographic limits to
which this Agreement pertains and details the maintenance obligations associated with
infrastructure constructed as part of the METRO Green Line Extension project.

Consideration of a Parking Study

PURPOSE
To provide input and guidance on a proposed Parking Study.
OVERVIEW
Staff are looking for feedback on a proposed parking study focused on fee recovery.
Parking revenue generated could be used for the maintenance and operating costs of
the City’s parking system, which is underfunded. The study would include receiving
feedback from residents, business owners and other users. The City’s most recent
parking study was completed in 2013. The anticipated cost for the study is $65,000 –
75,000.
Current Parking System
The City of Hopkins vehicle parking supply includes on-street parking throughout the
city, a municipal parking ramp off 11th Avenue South, on-street parking along
Mainstreet with varied time limits, residential permit parking on 12th Avenue North, and
municipal parking lots with daytime and overnight parking permits available on a daily,
monthly, quarterly and annual basis. The current total of downtown municipal parking
lot/ramp spaces is 1,009 across eight Hopkins Municipal Parking lots/ramp.
Downtown parking lots and Mainstreet on-street parking for a duration of one to three
hours is free depending on the lot or space. For parking over the one to three hour
limits, permits are available for most municipal lots and the ramp. However, the
permitting process is antiquated and requires a paper permit purchased at Hopkins City
Hall, which lessens compliance. Many cities are moving towards parking apps that
allow customers to pay via their phone and enforcement through license plate readers.
Overnight parking is available for Hopkins residents with a special permit in the
municipal ramp, and Lot 200 and 300.
Parking Revenue
The primary source of parking revenue has been long-term parking permits for
Downtown lots and the parking ramp. Revenue peaked in 2019 but has been steadily
declining since the COVID-19 pandemic. Revenue collected has not covered operating
expenditures.
Deferred Maintenance Costs
The current condition of municipal parking lots is poor and in need of reconstruction.
The last significant maintenance at the parking ramp was completed in 2016. There is
currently no funding source identified for deferred maintenance costs. A paid parking
system could ensure that parking users are paying the related costs.
Opportunity Cost of Parking
An updated Parking Study would provide context on Hopkins municipal parking supply
and how to manage it properly, which may include a different fee structure, time limits or
enforcement process. The City currently allows other public uses for public parking lots
and off-street parking including the Hopkins Farmers Market and sidewalk café system.
Once parking needs are determined, the city can move forward with a management
plan and consider opportunities for other uses.
Parking Study Approach
If the city hired a consultant to lead the Parking Study, the scope could include:
o Analyze public parking utilization including municipal lots and on-street
parking spaces downtown.
o Based on demand and market averages, recommend a parking fee
structure and time limits going forward.
o Recommend digital third-party paid parking system for the city to collect
parking fees and manage parking use for enforcement
o Determine how parking revenue should be utilized to prioritize safe travel
for all modes, increase public awareness of available parking spaces, and
fund long-term maintenance of the municipal ramp.
o Pair parking considerations with a curb management plan that prepares
for Autonomous Vehicles (AV) loading requirements and delivery needs.
o Consider residential permit parking areas
o Engage with community to share knowledge on municipal parking
available for use and changes to the municipal parking structure.
o Establish a wayfinding design toolkit for municipal parking to increase
knowledge of and convenience to available parking.
