COUNCIL BUDGET MEETING
CITY OF CROSSLAKE
WEDNESDAY, AUGUST 5, 2026
12:00 P.M. — CITY HALL

The Council for the City of Crosslake held a Special Session on Wednesday, August 5, 2026. The
following Council Members were present: Mayor Jackson Purfeerst, Jayme Knapp, Sandy Farder,
Robin Sylvester and Bob Heales. Also present were City Administrator Lori Conway, Deputy
Clerk/City Treasurer Sharyl Murphy, Planning & Zoning Director Jody Grund, Public Works
Director Pat Wehner, Fire Chief Chip Lohmiller, Police Chief Jake Maier, Police Sergeant Tony
Marks and Parks & Recreation Director TJ Graumann. There were three people in the audience.

Mayor Purfeerst called the meeting to order at 12:04 P.M.

Lori Conway discussed safety and joining the RSG Group which includes surrounding cities.
There will be 9 meetings throughout the year, and administrative staff will be required to attend 3
meetings a year that pertain to their job duties. A resolution authorizing new regional safety group
was presented.

MOTION 08SP01-01-26 WAS MADE BY SANDY FARDER AND SECONDED BY BOB
HEALES TO APPROVE RESOLUTION NO. 26-29 AND AGREEMENT ESTABLISHING A
REGIONAL SAFETY GROUP FOR AUTHORIZING JOINING THE REGIONAL SAFETY
GROUP. MOTION CARRIED WITH ALL AYES.

Pat discussed the wall insulation estimates for the City Hall and selected walls for privacy and
adding insulation to the ceiling. He mentioned that they will drill down from the ceilings to blow
in the insulation. This will help all offices for confidentiality and privacy.

Chief Maier questioned if this bid included the offices in the Police Department? The bid included
the soft room only. After discussion, they have all agreed to have the Police Department
dimensions of the rooms requested to be included

MOTION 08SP1-02-26 WAS MADE BY MAYOR PURFEERST AND SECONDED BY
JAYME KNAPP TO MOVE FORWARD WITH THE WALL INSULATION. MOTION
FAILED 2-3 WITH PURFEERST, KNAPP, AND FARDER OPPOSED.

CITY ADMINISTRATOR — BUDGET
City Administrator Lori Conway reviewed the preliminary 2027 Budget starting with capital
expenses.

Administration is expected to have a software upgrade for $2,000 and miscellaneous items for
$1,500 for a total of $3,500.

Planning & Zoning is expected to have $2,200 for computers, $500 for Other/Miscellaneous,
$1,200 for Auger Bucket & Laser and $4,500 for Permit Platform Annual Maintenance Renewal
for a total of $8,400.

General Government is budgeting preventative maintenance for the ongoing maintenance and
repairs. 25,000; Council Room Diaz 30,000; Upland Advertising 1,750; Reduce Emergency
Reserves to $50,000 for a total of $106,750.

Police Department is budgeting for a Squad/Body Cams buyout remainder of contract with
Motorola for 8,280 and start a new contract with Axon $10,793.46=$19,073.46 and Budget for Ist
year 25,500; Computers 3,700; Portable Radios 4,480; Mobile Radios 4,950; Flock Cameras
3,500; Protective Vests 2,200; New Squad Car 62,877 for a total of $107,207.

Discussion by Tony Marks on buying out of current Motorola contract and changing over to Axon
for Squad & Body Cams was discussed with Council and the pricing. Currently, when trying to
upload any data with the current cameras can take Jen approximately 6 hours to download and
provide the data requested. Motorola payout is $8,280 and $10,793.46 for Axon new contract for
2027. Most cities and counties have changed over to Axon for their cameras and software. The
Motorola Body Cams out of warranty would cost $13,500 for each camera.

Axon is a 5-year contract as follows; Year-1 $19,500 Year-2 $19,500 Year-3 $20,200 Year-4
$20,200 and Year-5 $20,200

To sign up for Axon and pay out Motorola will be $19,073.46

There may be a grant to cover a portion of the equipment that Tony will investigate and keep Lori
updated. A total department request of $107,207.

Fire Department would like to purchase a Type 3 Rig for $610,000 and will help prepare for
wildfires and can also be borrowed out for compensation. This truck would take approximately
2-1/2 years to receive once ordered. This Rig is smaller and 4-wheel drive making it easier to get
into smaller areas and can pump water from lakes. There may be a Sourcewell Grant available so
that Chip will apply and get more information.

Add $610,000 to budget for Type 3 Rig over a period of 2 years. Fire Chief was asked to provide
an expected dollar amount for generating income. Budget for Type 3 Grass Rig $190,000, Radios
$14,000, PPE Gear $16,000, Boots $1,680, Hoods $2,000, Gloves $1,000, Helmets $1,140, Small
Power Tools $3,000, Sirens $24,000, $8,00, Hose/Equipment $5,590, EMS Supplies $7,000,
Preventative Building Maintenance $8,000. Discussion on FDRA increases for each year of
service for next year.

Total department request of $281,410.

Public Works added $80,000 for Crosswalks and is requesting a used Tandem Plow Truck for
$100,000 and a Street sweeper w/vacuum to do the roads and all trails for $100,000, Replace Lawn
Mower for $17,133, Joint Facility Contract $90,000, Crack Sealing $40,000 Bridge Repairs $8,000
with Total Road Improvements $1,203,896 for total department request of $1,639,029.

Cemetery will be updated with GIS Mapping $2,750, replace fence $6,785, cameras $2,000,
irrigation $5,000, roads $5,000 and new sign $585 for a department request of $22,120.

Park & Recreation updates are requested for a new infield drag groomer for the ball fields $2,500
and Pequot Lakes will pay half. Move softball field using Park Dedication funds of $200,000,
new parking lot lighting $4,000, vehicle purchase $65,000, computer equipment $2,500 and
preventative maintenance $15,000. Total department request of $289,000.

Trails HSIP a budget of $250,000 set aside to connect to other trails for the first of five to six
segments.

Sewer Capital Outlay for Cyber Security $6,000 for In Control and Lift Station Maintenance
$50,000 and upgrade one or two a year, Ongoing Plant Maintenance $50,000 for total of $106,000.

Total for city 2027 budget requests amount to $2,816,416.

Lori reviewed and estimated Health Costs to increase by 9%; stated that Teamsters and MNPEA
contracts still need to meet and negotiate; Dental Insurance increased for 2027 by 1.1%; and HSA
Contributions will be increasing in 2027 to $3,500/Single and $7,000/Family. Currently, we are
contributing $3,300/Single and $6,600/Family. The city has historically increased this annually to
match the IRS amounts, however they did not for 2026, so the 2027 budget request is reflecting
the 2026 amount of $3400/Single and $6,800/Family with anticipation of contract negotiation
requests.

Lori suggested that the council consider paying off the 2018A Sewer Bond and that was levied
this year. Final payments are due 2/1/2027 so this would save a little this year. Lori also mentioned
using 301 Funds to pay off 2017A. This will help adjust the levy by removing this payment to
allow for the addition of 2026B and 2027A.

Lori will meet with each Director to review capital assets and work on getting close to 5% before
next Budget workshop meeting on August 26, 2026, at 1:00 P.M. at the City Hall.

An interview was held with Alicia Erickson at 2:35 p.m. and concluded at 3:08 p.m. Council
discussion was held regarding her interview.

MOTION 08SP01-03-26 WAS MADE BY JACKSON PURFEERST AND SECONDED BY
SANDY FARDER TO HIRE ALICIA ERICKSON FOR THE GIS TECHNICIAN/ZONING
ENFORCEMENT POSITION. MOTION CARRIED WITH ALL AYES.

MOTION 08SP01-04-26 WAS MADE BY JACKSON PURFEERST AND SECONDED BY
SANDY FARDER TO OFFER ALICIA ERICKSON STEP 1 OF THE AFSCME APPROVED
PAY GRADE SCALE. MOTION CARRIED WITH ALL AYES.

PURFEERST TO ADJOURN THE MEETING AT 3:16 P.M. MOTION CARRIED WITH ALL

CITY OF CROSSLAKE RESOLUTION NO. 26-29

RESOLUTION AUTHORIZING NEW
REGIONAL SAFETY GROUP

WHEREAS, Minnesota Statutes, Section 471.59 authorizes governmental units by agreement of
their governing bodies to jointly or cooperatively exercise any power common to them; and

WHEREAS, the League of Minnesota Cities Insurance Trust has created the Regional Safety
Group Initiative to offer training to cities/entities who form regional safety groups; and

WHEREAS, the City Council finds that it is in the best interest of the City to join a Regional
Safety Group (“RSG”) formed by agreements of other cities/entities (the “Establishing
Agreement”); and

WHEREAS, the Establishing Agreement allows the City to join a RSG upon adoption of a
resolution agreeing to all terms of the Establishing Agreement,

NOW, THEREFORE, BE IT RESOLVED, the City of Crosslake, Minnesota:

1. Authorizes Lori A Conway, City Administrator and Jackson Purfeerst, Mayor to sign this
resolution evidencing the city’s intent to become a member of the RSG; and

2, The City agrees to be bound by all the terms of the Establishing Agreement.

Agreement Establishing a Regional Safety Group
| (Region 5)

WHEREAS, the Parties have a duty to create a safe workplace for their employees,
officials and volunteers; and

WHEREAS, the Parties desire to create a safety group that is innovative and different
from a traditional safety and health committee pursuant to Minnesota Rule 5208.700; and

WHEREAS, the League of Minnesota Cities Insurance Trust (LMCIT) has developed the
Regional Safety Group Initiative to facilitate safety training for cities/entities; and

WHEREAS, the governing bodies of the Parties believe it is in the best interests of the
Parties to cooperatively promote safety and health in the workplace by participating in
the Regional Safety Group Initiative; and

WHEREAS, Minnesota Statutes, Section 471.59, authorizes the Parties by agreement of
their governing bodies to jointly or cooperatively exercise any power common to them.

NOW, THEREFORE, in consideration of the mutual covenants made herein, the
undersigned Parties agree as follows:

1. Purpose. The purpose of this Agreement is to promote workplace safety and health
through the sharing of ideas and knowledge among the Parties and by holding regular
joint safety and health training, educational programs, and meetings.

2. Name. The Parties hereby establish a safety group to be known as the
Regional Safety Group (the “RSG”).

3. Membership.

A. LMCIT Members. All member cities/entities of the RSG are members in
LMCIT’s workers’ compensation program.

B. Initial Members. The initial member cities/entities of the RSG shall be the
undersigned Parties executing this Agreement upon the approval of their
governing bodies.

C. New Members. A new member city, that is a member of LMCIT’s workers’
compensation program, may be added to the RSG upon approval of a majority of
the current members, as evidenced by a vote of the group members. Each
member city of the RSG shall be entitled to one vote. The matter need not be
presented to the member’s governing body. Following the approval by the RSG,
membership in the RSG is effective upon approval and execution of the resolution
attached hereto as Exhibit I, by a prospective member’s governing body and its
authorized representatives.

D. Termination of Membership. Any member city may terminate its membership in
the RSG upon adoption by the member’s governing body of a resolution
indicating its intent to withdraw not less than 90 days'prior to the end of a current
term, Terms will be on a yearly calendar basis. Termination takes effect at the
end of the current term. A copy of the termination resolution must be sent to the
safety coordinator of each member city/entity and to Ashley Edwardson, LMCIT
Loss Control Program Coordinator, or other staff person as designated by
LMCIT. Any terminated member shall remain responsible for its share of any
costs incurred prior to the effective date of termination.

A member city shall also be terminated from the RSG if it is no longer a member
of LMCIT’s workers’ compensation program. A member city/entity shall lose its
membership in the RSG as of the date the workers’ compensation program is
terminated.

.

4. Officers and Bylaws. The RSG may, but is not required to, elect officers to govern its
actions. The duties and terms of any officers shall be determined by a majority vote
of the RSG members. All members agree to act in good faith to further the interests
of the RSG and to resolve disputes in an equitable and timely manner. The RSG may
adopt bylaws or other rules governing the group that are not inconsistent with this
Agreement. The RSG and its officers are not authorized to do any of the following:
(a) to receive and expend funds; (b) to enter contracts; (c) to hire employees; (4) to
purchase or otherwise acquire and hold real or personal property; or (5) to bring a
lawsuit in the name of the RSG.

5. LMCIT Sponsored Training/Meetings. LMCIT offers the RSG safety
training/meetings to be conducted by the Minnesota Municipal Utilities Association
(MMUA).

A. Number of Training/Meeting Sessions. The RSG is entitled to twelve (12)
MMUA training sessions per calendar year with a maximum of | per month and a
minimum of 1 every-other month. Each training session will be at a site to be
determined by the RSG. The date of each training session shall coordinate with
the designated MMUA representative.

B. LMCIT Cost. LMCIT will pay one-half of the cost of each MMUA training
session up to the maximum of twelve (12) sessions per calendar year. LMCIT
will not reimburse members for travel, meals, or other charges. To be eligible for
LMCIT cost-sharing, any MMUA training session not on the pre-approved
training list, must be approved in advance by Ashley Edwardson, LMCIT Loss
Control Program Coordinator, or other staff person designated by LMCIT.

B. Member Cost. The remaining cost of each MMUA training session shall be paid
in equal proportions by each RSG member to LMCIT. *Each member city agrees
to pay its share of training costs after receiving an invoice from LMCIT. No
member shall be responsible for the unpaid costs of another member. Each
member is responsible for its cost even if it does not have a representative
attending the training session.

*Currently Sourcewell is paying 50% for cities in the counties of Cass,
Crow Wing, Morrison, Todd, or Wadena under an Agreement with
LMCIT. Therefore, LMCIT will not invoice cities in these counties as
long as the Agreement remains in effect.

D. Program Changes. RSG members acknowledge that LMCIT may, at any time,
change its obligations to RSG members. Any changes made in the RSG program
will be communicated to RSG members within thirty (30) days of the change.

6. Education and Training.

A. Qnline Education and Training. LMCIT has established an interactive web-based
training program in cooperation with FirstNet Learning. RSG members and their
employees, officers, and volunteers are entitled to free access to this online
training.

B. Other Education and Training. An RSG may hold other training and educational
sessions or meetings as determined by the group at the members’ expense.
Approval from LMCIT is not needed for training or meetings for which no
LMCIT subsidy is requested.

7. Safety Committee Meeting. As a part of any training session, the members may
discuss any matters that would typically be discussed in a “joint labor-management
safety and health committee” meeting under Minnesota Statutes, Section 182.676 and
take any action authorized under Minnesota Rules, Chapter 5208. LMCIT requires
each RSG to hold a joint Safety Committee Meeting every-other-month at a
minimum.

8. General Provisions.

A. Modification. No provision of this Agreement may be modified, altered, or
rescinded except by a vote of the governing body of a majority of all members.
Approved modifications take effect thirty (30) days after the date of approval by
the last member approving the modification.

B. Effective Date. This Agreement shall be effective after approval by the governing

body of the last initial member to approve this Agreement and execution by that
member’s authorized representatives.

C. Governing Law. This Agreement shall be governed by and interpreted in
accordance with the laws of the State of Minnesota.

D. Counterparts. This Agreement may be executed in several counterparts, each of
which shall be an original, all of which shall constitute one and the same
instrument.

E. Savings Clause. If any court finds any provision of this Agreement to be contrary
to law or invalid, the remainder of the Agreement will remain in full force and
effect.

IN WITNESS WHEREOF, the Parties, by action of their respective governing bodies,
caused this Agreement to be approved on the dates below.
