PROCLAMATION | DOMESTIC VIOLENCE AWARENESS MONTH
In honor of residents and neighbors who have survived domestic violence, those still experiencing
abuse, and those who have lost their lives to this critical community issue, the City of Auburn
recognizes October as Domestic Violence Awareness Month. We urge all citizens to take action
by participating in scheduled activities and programs sponsored by Safe Voices, our local
Domestic Violence Resource Center, and other community organizations working toward the
elimination of intimate partner violence.
WHEREAS, in the last year, Safe Voices has served 2,677 individual survivors of abuse, trafficking,
and exploitation, including 1,163 in Androscoggin County and 805 in Auburn and Lewiston; and
WHEREAS, the effects of domestic violence are far-reaching, directly affecting individual
survivors as well as our communities at large; and
WHEREAS, domestic violence inside the home is an indicator of risk to the broader community
and is often perpetrated as part of an escalation that will include violence outside the home; and
WHEREAS, roughly half of all homicides annually in the state of Maine are attributed to domestic
violence; and
WHEREAS, we recognize that domestic violence must be addressed by a community, as a
community safety issue, and with survivor-centered responses; and
WHEREAS, we remind domestic violence survivors that they are not alone, and we urge survivors
and families to seek aid from the local Safe Voices helpline (800-559-2927) or the statewide
helpline (866-834-HELP).
NOW, THEREFORE, I, Jeffery D. Harmon, Mayor of the City of Auburn, do hereby proclaim the
month of October 2026 as Domestic Violence Awareness Month in Auburn.
IN WITNESS WHEREOF, I have hereunto set my
hand and caused the Seal of the City of Auburn,

Information: This item is the second reading of the proposed amendment to Chapter 24 regarding the annual

are updated annually and are effective October 1, 2026.

ORDINANCE 18-10192026
Author: Scott Holland, Public Works Director, Eric J. Cousens, Public Services Director
Subject: Solid Waste and Recycling Ordinance Updates 1st Reading
Information: The City has implemented the budgeted changes to the solid waste and recycling programs and
continues to resolve issues and challenges as they arise. A general update on solid waste implementation was
provided on September 21, 2026 to discuss the next steps in the implementation including additional ordinance
amendments, leaf pickup changes, recycling contamination, accommodations on narrow/private streets and
waste reduction through recycling and composting.
Ordinance Amendments: Changes to address issues with multifamily buildings vs. properties and eliminate
tracking of owner occupancy.
Commercial, business, religious and institutional uses receiving service will end. This is not an ordinance
change but we learned of some collections that should not have been occurring. The new uniform bins have
made it possible to easily identify this issue.
City Budgetary Impacts: Ordinance changes are relatively neutral. 1st year data is being collected and there
are significant shifts towards recycling and composting based on the new program. Leaf collection will use
some of the budgeted funds from the new program and State reimbursements for recycling are still being
determined.
Previous Meetings and History: May 18, 2026 CC Meeting, September 21, 2026 workshop.

City of Auburn
City Council Information Sheet
Council Workshop or Meeting Date: October 19, 2026
ORDER 90-10192026
Author: Phil Crowell, City Manager
Subject: Proposed Transfer of Property from the Town of New Gloucester
Information:
The Town of New Gloucester has approached the City regarding the property located at 0 Poland
Spring Road (PID 079-014-000-000). At the May 2026, New Gloucester Town Meeng, it was
decided not to sell this property and to express their desire to transfer the property to the City of
Auburn and eliminate its ongoing tax obligaon. The Town of New Gloucester has been receiving a
tax bill for the property on Poland Spring Road since 2016.
City Budgetary Impacts: The property is currently subject to an annual tax bill of approximately $230.
Staff Recommended Action: Although the property has limited immediate use, retaining ownership
would preserve a potenal future opportunity for transportaon, access, connecvity, infrastructure,
or other municipal purposes. Staff recommends authorizing the acceptance of the property.
Previous Meetings and History: Workshopped on 10/5/26.
City Manager Comments:
I concur with the recommendation. Signature:

MEMORANDUM
Subject: Proposed Transfer of Property from the Town of New Gloucester
To: City Council
From: Kelsey Earle, Finance Director
Date: September 28, 2026
Background
The Town of New Gloucester has approached the City regarding the property located at 0
Poland Spring Road (PID 079-014-000-000). In correspondence to the City, the Town
explained that, following a City revaluation, Auburn identified New Gloucester as the owner
of the parcel and began assessing real estate taxes. The property is currently subject to an
annual tax bill of approximately $230.
New Gloucester reported that its residents considered the disposition of the property at
the May 2026 Town Meeting but chose not to sell it. The Town has subsequently expressed
interest in working collaboratively with Auburn to transfer the property and eliminate its
ongoing tax obligation. The Town has characterized the property as landlocked and as
serving little current purpose for them.
Discussion
While the property may have limited immediate use, its location abuts the turnpike and is
proximate to Hotel Road. Retaining ownership would preserve a potential future
opportunity for transportation, access, connectivity, infrastructure, or other municipal
purposes.
Strategically located property can provide flexibility as surrounding development and
transportation needs change. Once property is transferred to private ownership or
developed, future connectivity opportunities may be difficult or costly to recreate.
Accepting the property would allow the City to preserve that option at no acquisition cost.
Fiscal Impact
The property currently generates approximately $230 per year in property-tax revenue.
Acceptance of the property would result in the loss of this annual revenue. The transfer
itself would have no acquisition cost to the City.
Recommendation
Staff recommends that the City Council authorize the acceptance of the property from the
Town of New Gloucester at no cost to the City, with the property to be secured and retained
for potential future public use.

FIRST QUARTER FY27
JULY-SEPTEMBER
Overview

The Finance Department is
responsible for ensuring that
Auburn's money is collected
fairly, accounted for accurately,
and managed in a manner that
preserves public trust. Finance is
also responsible for Auburn's
"Risk Management" safety
program which is an effort to
protect employees from
workplace injuries as well as
protecting the City from
catastrophic losses.
With three months of the year completed, we have the opportunity
to look at trends based on historic performance at the same time
frame in prior years. This report summarizes the City's overall
financial position through September 30, 2026. Except as noted,
revenue and expenditures are on target for the first quarter. The
School Department, while part of the General Fund, will show in
this report, however the discussion is limited to the City's financial
results and does not attempt to explain any variances in
comparison for School as they have their own finance team and
financial reporting.
General Fund
With 25% of the fiscal year completed, General Fund actual
revenues represent 41.2% of estimates, and actual expenditures
are at 19.64% of projections. The reduction in current year’s
expenditures vs. prior year is not an area of concern but is further
discussed on the next page.

This summary is based on
detailed information produced by
the City's financial management
system.

public services not accounted for in other funds,

GENERAL FUND
• Public Works
• General Government
• Fire
• Police
Top Seven Revenues
Property Taxes: As of September
30, 2026, 49.3% of the projected
revenues were received, which is
comparable to the percentage
received in the prior year.
State Revenue Share and
Homestead Reimbursement:
Currently on target with projected
revenue, with an increase of $142,000
over the same period in FY26. As
expected, there is a slight decrease in
Homestead reimbursement.
Vehicle Excise Tax: On target
with projections, with 28.7% of the
projected revenue received as of
September 30, 2026. Excise
collection remains stable with
minor upward movement in FY27.
EMS Transport: EMS has had a
strong upward swing of $177,000
over the same prior year periods. This
could be due to more call volume or
improved collections and will
continue to be monitored.
Building Permits: Permits are a
significant increase over the prior
year. FY26 was $45,555 resulting in
a $40,632 increase over the same
period. This will be monitored to
determine if this is a temporary
swing.
City of Auburn's top seven budgeted revenues account for over
56% of total General Fund Revenues. By focusing on these, we
can get an excellent understanding of the City's revenue
position. Overall, these key revenues are performing as
projected based on payment schedules and past trends for the
first quarter.

Expenditures
Expenditures are approximately as expected with a variance based
on timing. There are some notable variances that are not of
concern but are further discussed below.
Operating Capital has encumbrances in FY27 but larger actuals in
FY26. Once the encumbrances are spent the current year funds will
be used. Insurance deductibles have a significant variance due to
the timing of processed reimbursements for prior claims. Public
Works and Facilities have had fewer repairs in the first quarter
compared to prior year’s first quarter. Overall, timing, reduction in
planned spending and fewer repairs are the reason for the
reduction in expenditures.

City Council Information Sheet
Council Workshop or Meeting Date: October 19, 2026
Subject: Executive Session
Information: Pursuant to 1 M.R.S.A. Section 405(6) (A) for City Manager's quarterly evaluation.
Executive Session: On occasion, the City Council discusses matters which are required or allowed by State law to be considered in
executive session. Executive sessions are not open to the public. The matters that are discussed in executive session are required to be kept
confidential until they become a matter of public discussion. In order to go into executive session, a Councilor must make a motion in public.
The motion must be recorded, and 3/5 of the members of the Council must vote to go into executive session. An executive session is not
required to be scheduled in advance as an agenda item, although when it is known at the time that the agenda is finalized, it will be listed on
the agenda. The only topics which may be discussed in executive session are those that fall within one of the categories set forth in Title 1
M.R.S.A. Section 405(6). Those applicable to municipal government are:
A. Discussion or consideration of the employment, appointment, assignment, duties, promotion, demotion, compensation, evaluation,
disciplining, resignation or dismissal of an individual or group of public officials, appointees or employees of the body or agency or the investigation
or hearing of charges or complaints against a person or persons subject to the following conditions:
(1) An executive session may be held only if public discussion could be reasonably expected to cause damage to the individual 's reputation or the
individual's right to privacy would be violated;
(2) Any person charged or investigated must be permitted to be present at an executive session if that person so desires;
(3) Any person charged or investigated may request in writing that the investigation or hearing of charges or complaints against that person be
conducted in open session. A request, if made to the agency, must be honored; and
(4) Any person bringing charges, complaints or allegations of misconduct against the individual under discussion must be permitted to be present.
This paragraph does not apply to discussion of a budget or budget proposal;
B. Discussion or consideration by a school board of suspension or expulsion of a public school student or a student at a private school, the cost of
whose education is paid from public funds, as long as:
(1) The student and legal counsel and, if the student is a minor, the student's parents or legal guardians are permitted to be present at an executive
session if the student, parents or guardians so desire;
C. Discussion or consideration of the condition, acquisition or the use of real or personal property permanently attached to real property or
interests therein or disposition of publicly held property or economic development only if premature disclosures of the information would
prejudice the competitive or bargaining position of the body or agency;
D. Discussion of labor contracts and proposals and meetings between a public agency and its negotiators. The parties must be named before the
body or agency may go into executive session. Negotiations between the representatives of a public employer and public employees may be open
to the public if both parties agree to conduct negotiations in open sessions;
E. Consultations between a body or agency and its attorney concerning the legal rights and duties of the body or agency, pending or contemplated
litigation, settlement offers and matters where the duties of the public body's or agency's counsel to the attorney's client pursuant to the code of
professional responsibility clearly conflict with this subchapter or where premature general public knowledge would clearly p lace the State,
municipality or other public agency or person at a substantial disadvantage;
F. Discussions of information contained in records made, maintained or received by a body or agency when access by the general public to those
records is prohibited by statute;
G. Discussion or approval of the content of examinations administered by a body or agency for licensing, permitting or employment purposes;
consultation between a body or agency and any entity that provides examination services to that body or agency regarding the content of an
examination; and review of examinations with the person examined; and
H. Consultations between municipal officers and a code enforcement officer representing the municipality pursuant to Title 30-A, section 4452,
subsection 1, paragraph C in the prosecution of an enforcement matter pending in District Court when the consultation relates to that pending
enforcement matter.
