The City of Basehor
August 26, 2026

Mayor and City Council of the City of Basehor, Kansas,
City staff is pleased to present the 2027 operating budget. The primary focuses of this budget are
represented in the following statements:
•
•
•
•
•
•

Basehor is advancing trails and parks projects.
Basehor is a place where we take pride in our community and its safety.
Basehor is improving, modernizing, and maintaining roads.
Basehor is proposing no tax rate increase.
Basehor is a desirable place to live, work, and grow a business.
Basehor is continuing to promote fiscal transparency and stewardship.

The City’s mill rate is 23% of all mill rates applied to property in the City. The mill rate included in the
2026 operating budget is 33.928 mills, which represents no increase from 2026. In response to the
Kansas state statute (Senate Bill 13) that was implemented in 2021, the City of Basehor received
from Leavenworth County the mill rate for 2027 that would allow the city to levy the same level of ad
valorem property taxes as 2026. This is referred to in the statute as the “Revenue Neutral Rate.” The
City complied with all regulations outlined in the statute and has included a mill rate that is the same
as the 2026 rate, which exceeds the Revenue Neutral Rate supplied to us from Leavenworth County.
Property values in the City of Basehor have increased 10.55%. About half of that increase is due to
new development within the city. An increase in property valuation with a significant portion of the
increase due to new development and construction positions the City well financially and helps
mitigate the need to increase the mill rate to accommodate an increase in demand for services.
This budget includes several key initiatives, including:
• Property Tax Relief Initiative
• Continuing Communication Efforts such as the Basehor Quarterly
• Funding the 4th of July Fireworks Display
• Contractual Maintenance of Trails and Landscaping of High Traffic Corridors
• Advancement of all Projects in the Capital Improvement Plan
• Strategic Investments into the Sanitary Sewer Infrastructure System
• Funding of Paving for Progress – the City’s road maintenance initiative
• Remaining competitive for the recruitment of City staff, including members of the Police
Department
The primary purpose of the City’s budget and budgeting process is to develop, adopt, and implement
a plan for accomplishing goals for the upcoming year within given constraints. The 2027 budget was
designed and adopted to be consistent with the long-term vision of the City and the objectives of
maintaining a responsive and financially stable position while providing efficient and high-quality
8-26-2026 City Council Regular Meeting/Work Session Page 34 of 94

service levels. City staff is particularly proud of the Property Tax Relief Initiative that is included in the
proposed budget. If approved, eligible residents would receive a rebate of city taxes beyond a 3%
increase.
Staff would like to thank Mayor Dick Drennon and the City Council members for providing a positive
vision and direction in preparation of the 2027 Budget. Special acknowledgement to department
heads and Ben Hart for their involvement and commitment to this process.
Sincerely,

Leslee Rivarola, City Administrator

City Profile
History of Basehor:
Basehor is a city in Leavenworth County, Kansas and is a suburb of the Kansas City
Metropolitan Area.
Basehor was founded in 1889 by brothers Reuben and Ephraim Basehor. They
both were of Pennsylvania Dutch descent and came to Kansas in 1854. After
living in Lawrence for a time, Ephraim began working as a hired hand for an area
farmer. He eventually bought the farm and other land holdings in the area.
Basehor was incorporated in 1965.

Basehor Statistics:
Population (2026 Estimate): 8,527

Breaking Down the
Mill Rate
For every $1 in property taxes a Basehor resident or business pays, $0.23 goes to the
City of Basehor. The remaining $0.77 is sent to other taxing jurisdictions. This graphic is
for 2026 taxes. As of the date of this publication, the taxing jurisdictions have not set their
mill rates for 2027.

The City of Basehor has continued to
advocate in Topeka with the Kansas
Legislature to cap property valuation
increases for the purposes of taxation. After
three years of failed attempts of legislation
that would accomplish this, the City is
proposing a property tax rebate program for
our portion of property taxes in the
proposed 2027 budget. If approved, eligible
residents would receive a rebate of city
taxes beyond a 3% increase. More details
can be found in the graphic included to the
left. It is important to note that this would be
a rebate of the City’s portion of property
taxes only, which accounts for 23% of your
property tax bill.

About the Capital Improvement Plan (CIP)
•

•

•

•

A capital improvement plan (CIP) is a community planning and fiscal
management tool used to coordinate the location, timing and financing of capital
improvements over a multi-year period. The City of Basehor’s CIP is a 5-year
plan.
Capital improvements refer to major, non-recurring physical expenditures such
as land, buildings, public infrastructure and equipment. They can also include
recurring physical expenditures such as road maintenance and trail maintenance.
The City of Basehor’s CIP includes the Consolidated Highway Fund, the Capital
Improvement Fund, and the Bond & Interest Fund. These funds are often
referred to as “the Capital Funds.”
The CIP is a working document and should be reviewed and updated annually to
reflect changing community needs, priorities and funding opportunities.

Purposes of the CIP
•
•
•
•
•
•
•
•

Ensure the timely repair and replacement of aging infrastructure.
Provide a level of certainty for residents, businesses and developers regarding
the location and timing of public investments.
Identify the most economical means of financing capital improvements.
Provide an opportunity for public input in the budget and financing process.
Eliminate unanticipated, poorly planned, or unnecessary capital expenditures.
Eliminate sharp increases in tax rates, user fees and debt levels to cover
unexpected capital improvements.
Ensure that patterns of growth and development are consistent with the
comprehensive plan.
Balance desired public improvements with the community’s financial resources.

8-26-2026 City Council Regular Meeting/Work Session Page 74 of 94

Foundation of the CIP
The City will work to secure grant and external funding
opportunities for projects listed in the Capital
Improvement Plan, as well as projects that support the
Governing Body’s annual budget priorities.
The City will use funded plans and studies to be
competitive in pursing grant opportunities as well as to
receive community input through open house events.
The City will also continue to pursue additional plans
and studies to continue this effort.

The City will work to maintain the City’s AA+ bond rating
which realizes cost savings when large projects require
a bond issuance.

Additional Notes:
•

•

•
•
•

The City of Basehor is investing 21% of its assessed value into capital
improvements for the community. When comparing surrounding cities with
available data, this investment is 2-3 times the investment percentage of
surrounding cities evaluated.
This snapshot shows the funding for the Capital Improvement Projects during the
2021-2026 budget years. This will be updated to include 2027 once the City’s
additional grant applications are scored and awarded.
40% of the estimated $55 million in projects comes from grants or external
dollars the City has been awarded through competitive processes.
The City has been awarded $22,269,897 in grants and external funding for
projects happening in Basehor.
For context about what these dollars mean to Basehor:
o To generate the same amount of dollars from property taxes, the City
would have to raise the mill rate by 138 mills.
o To generate the same amount of dollars from sales tax, the City would
have to raise the City’s tax rate by more than 15%.
o To generate the same amount of dollars from fund balance, the City would
have to wait until 2037 and not do any additional capital projects between
2026 and 2039.

Establishment of the Municipal Maintenance
and Equipment Replacement Fund (MMERF)

The City of Basehor invests in its facilities, equipment, and infrastructure within the City,
including new projects and improvements to existing facilities.
It is important to not only build quality infrastructure and invest in quality equipment, but
also plan for future maintenance needs. The City of Basehor approved Resolution 202505, which established a process by which future projects would include the allocation of
certain project costs to be transferred to the MMERF.
Starting in 2025, the City will begin to allocate a certain percentage of certain project
costs to the City's Municipal Maintenance and Equipment Replacement Fund (MMERF)
to ensure the facilities, equipment, and infrastructure are well-maintained in the future.
