SEPTEMBER 1, 2026
GARRETT COMMON COUNCIL
GARRETT, INDIANA 46738

Meeting opened with the Pledge to the Flag and called to order at 7pm; Garrett City Hall Chambers by the
Chair Mayor Todd A. Fiandt.
Members present – Brian Best, Dave Demske, Bobby Diederich, Amanda Charles and Toby Jordan
Also, present – Clerk Marcie Conkle, City Attorney Chad Rayle, City Planner Madalyn Sade-Bartl, Police Chief
Mark Heffelfinger and Fire Chief Doug Castator.
MOTION DIEDERICH TO APPROVE PREVIOUS MINUTES FROM AUGUST 18, 2026, SECOND CHARLES –
UNANIMOUS.
CITIZENS COMMENTS:
Matt Mallot – 601 Harold Street / Ordinance needs amended for slow moving vehicles. Needs corrected in
various areas. Just wanted to bring to councils’ attention.
STAFF REPORTS:
City Planner – Madalyn Sade-Bartl
- Working on UDO updates and working on Parking plans. Report presented to council if they have any
questions
Police Dept. – Chief Heffelfinger
- Notify customers and get temp signs up in reference to No parking. Mayor will ask Street Department on
Timeframe for the signs.

ORDINANCE #10-2026 No Parking Houston/Guilford:
MOTION JORDAN TO MOVE FORWARD WITH PARKING ORDINANCE WITH NO FEES, SECOND BEST –
UNANIMOUS. BEST YES, DIEDERICH YES, DEMSKE YES, JORDAN YES, CHARLES YES. Chief will still inform
citizens

ORDINANCE #10-2026 No Parking Houston/Guilford:
MOTION CHARLES TO SUSPEND RULES AT THE SAME MEETING AND PASS ON 2ND, 3RD READING AND ADOPT,
SECOND JORDAN – UNANIMOUS. BEST YES, DIEDERICH YES, DEMSKE YES, CHARLES YES, JORDAN YES.
- No changes received from Council on Tree Ordinance, per Planner. Discussion on 71B2 & B3 marked out/ 1B
take out period per Demske. How do you know if they’re a licensed contractor? Modify 1A to include 1B. Also
do an Ordinance on Right of Way. Changes to be made. Will be on agenda for next meeting. Any other
changes council would like to see on this ordinance please let the Planner know.

Brian Best – Does the city of Garrett have Flock Cameras? No per Mayor

- Shout out to Officer Hall and his K-9. Sacred Heart enjoyed his visit.
Clerk informed council members the proposed dates of October 6, 2026 for the 2027 budget public hearing
and October 20, 2026 for the budget adoption. Clerk Conkle also told members that she sent email for two
dates to meet on the budget and to please let her know when they can attend. Either September 17th or the
23rd. I have received responses from 3 council members.
