SPECIAL MEETING OF
THE DWIGHT VILLAGE BOARD OF TRUSTEES
Held in the Public Services Complex
209 S. Prairie Avenue, Dwight, Illinois
August 18, 2026, at 7:15 pm
President Johnson called the meeting to order at 7:20 PM and asked for a roll call.
PRESENT: Marla Kinkade, Trustee; Pete Meister, Trustee; Daniel Hansen, Trustee; Joshua
Jahn, Trustee; and Debra Karch, Trustee.
ABSENT: Austin Haacke, Trustee
OTHER Village Officials in Attendance: Crissy Livingston, Village Administrator; Cory
Scoles, Public Works Director; Mike Nolan, Police Chief; Gary Berier, Deputy Chief; Sarah
Tutterrow, Sewer Operator; Dustin Campbell, EMS Director; Nicole Bozarth, Village
Clerk; Nicholas Ehrgott, Village Attorney.
PUBLIC FORUM
Navara Stiles, of Dwight, presented information on projects she would like to see come to
Livingston County, one of which includes guaranteed income and universal childcare.
Leann Baylie, of Dwight, voiced her opposition regarding the Flock cameras and any additions to
come.
Several Dwight residents, Chuck Gliwa, Marcia Bennett, Krissy Eltrevoog, Anna Funk, Christine
Kusmek, and Carol Clavey, spoke with concerns regarding flooding on their properties and streets.
Director Scoles advised that Public Works has done a smoke test and have Opperman on the
schedule for a camera inspection of the lines as of last week. They are expected to be in Dwight
on August 20th, 2026.
Gary Helsing, of Dwight, made a statement regarding flooding and sump pumps.

a. Motion by Trustee Kinkade, with a second from Trustee Jahn to approve an agreement with
North Central Illinois Council of Governments (NCICG) for the CDBG Housing Rehabilitation
Grant. Motion carried, 5-0.
b. Motion by Trustee Jahn, with a second from Trustee Meister to approve an agreement with
North Central Illinois Council of Governments (NCICG) for the CDBG Community Revitalization
Grant. Roll call. Motion carried, 5-0.
c. Motion by Trustee Karch, with a second from Trustee Jahn to approve an agreement with North
Central Illinois Council of Governments (NCICG) for the CDBG Public Infrastructure Grant.
Motion carried, 5-0.
Finding no further business, President Johnson asked for a motion to adjourn. Motion by Trustee
Jahn, with a second from Trustee Meister. All voted aye by voice vote. Meeting adjourned at 8:05
pm.
