1. Call meeting to order
Mayor Gray Leonhard called the meeting to order at 6:30 P.M. and asked Town Clerk Yvonne
Braddock to take the roll call.
2. Roll call
PRESENT:

Councilmember Jimmy Anderson
Councilmember Linnie Richardson
Councilmember Brandy Peterson
Deputy Clerk Ryan Smith and the Volusia Sheriff were also in attendance.
3. Invocation and Pledge of Allegiance
Invocation and Pledge were done at workshop prior. Councilmember Linnie Richardson gave the
invocation, which was followed by the Pledge of Allegiance.
4. APPROVAL OF MINUTES – Mayor Gray Leonhard
a. Regular Meeting Minutes

August 18, 2026

Mayor Gray Leonhard read the title and asked if there were any additions or deletions, if not he
would entertain a motion for approval.
Council Member Linnie Richardson made a motion to approve the above listed minutes as
written; seconded by Council Member Brandy Peterson. All agreed, motion carries.

5. NEW BUSINESS
a. Ordinance 2026-08 Annexation Stacy Jones

Town attorney Scott Simpson read the ordinance 2026-08 to council and audience. Mayor Gray
Leonhard explained that this is a annexation for a resident and a second and final read and asked
audience if they had any questions with no further questions he would entertain a motion.
Vice Mayor Robert Greenlund made a motion to approve ordinance 2026-08 on its 2nd
read. Second by Council Member Linnie Richardson. Roll Call vote taken, all agreed,
motion carries.

Town Attorney Scott Simpson read both ordinance to the council and audience. Mayor Gray
Leonhard explained that this is Comp plan and rezoning for a resident and a second and final
read and asked audience if they had any questions with no further questions, he would entertain a
motion.
Vice Mayor Robert Greenlund made a motion to approve ordinance 2026-09 and 2026-10
on its 2nd read. Second by Council Member Jimmy Anderson. Roll Call vote taken, all
agreed, motion carries.

d. RFP 2026-01 Auditing Services – Award Respondent
Mayor Gray Leonhard explained we had a workshop prior to this meeting and council decided to
have agreement with James Moore to audit the Town of Pierson budget.

Council Member Brandy Peterson made a motion to approve James Moore for our town
audits. Second by Council Member Linnie Richardson. Roll Call vote taken, all agreed,
motion carries.
e. FFA Fall Festival – Wyatt Ruth
Three members of Future Farmers of America came up to the podium. Wyatt Ruth started with
they would like to have a fall festival to raise funds for the FFA it would be October 10, 2026,
from 6-8 PM at Chipper Jones Park just about where we do the 4th of July. I would now like to
turn this over to Skyler Beasley. Skyler explained that they would have several activities,
concession stand would sell snacks and drinks; they would have a petting zoo, vendors and a
movie. This would be a community event. FFA student Tyler stated the petting zoo would be to
learn more about animals, care and leadership. They would have waivers to be signed. Council
discussed and stated they have no problem and we would need a special event permit and they
would waive the fee. We need a copy of their insurance, and we have waivers they could use.

Vice Mayor Robert Greenlund made a motion to approve FFA Fall Festival. Second,
Council Member Brandy Peterson, all agreed, motion carries.
f. Volusia Sheriff Contract – Deputy Clerk Ryan Smith
Deputy Clerk Ryan Smith explained the MSTU and not having enough time to put on the tax
bill. We will need to get with the county to get this going for next year and we will only need to
pass an ordinance and get legal involved. He explained the amount and the true up date changing
to December 31, 2026. Twon Attorney Scott Simpson stated that contract is not different from
prior year except the amount and date. He also stated depending on what happens in November
with amendment that a lot of things will change with contract and Volusia Sheriff also.
Discussion ensued about the amendment and the differences and doing assessments for certain
things like fire services. Deputy Clerk Ryan Smith explained the amount that was budgeted for
sheriff services, and he hasn’t noticed any difference from prior agreement. Discussion ensued.
Vice Mayor Robert Greenlund made a motion to approve Volusia Sheriff Contract. Second,
Council Member Brandy Peterson. Roll call vote taken, all agreed, motion carries.

g. Deleon Springs Autumn in the Oaks – Letter
Town Clerk Yvonne Braddock explained that it’s the time of the year and we usually donate to
this every year. Council member Linnie Richardson asked if they donated to the 4th of July and
we answered yes. We usually donate 100.00.
Council Member Linnie Richardson made a motion to approve 100.00 donation to DeLeon
Springs Autumn in the Oaks. Second, Council Member Jimmy Anderson, all agreed,
motion carries.

h. CTST Meeting updates – Lester Pulley

Lester Pulley started with Motor Vehicle accidents down 25% and fatalities are down 5%, mostly
distracted drivers and aggressive drivers. Operation Safe driver is completed. He discussed the
flock cameras. We also have had the same number of troopers since the 1960’s. Discussion
ensued about the troopers. Road rage is up, new truck parking in Orlando. He brought up the
traffic stop study and the electric bikes were still in the works. Oasis is on schedule and Mayor
Gray Leonhard explained how he was almost run over by and e bike at Publix.

i. Mowing Ditches along Airport – Council Member Linnie Richardson

Council Member Linnie Richardson explained that she met with David Smith for airport
inspection and only issues were the ditches north and south of the runway. Mayor Gray Leonhard
asked council member Jimmy Anderson if thought that public works could handle it. Discussion

ensued about a slope mower and possibly purchasing one. Council member Jimmy Anderson
stated that town usually hired Marlin Bates to handle this. Mayor Gray Leonhard stated if they
use the weed eater and they spray the ditches.

6. OTHER BUSINESS (Mayor, Council and Staff Reports)
a. Mayor Gray stated he had nothing at this time. Vice Mayor Robert Greenlund
stated that we need to resolve issue with Lions club and that he will not go to
Deland to watch the Pierson rodeo. Council Member Linnie Richardson stated we
agreed to discuss it in new year. Vice Mayor Robert Greenlund stressed that they
want a 10-year contract if they put the lights in. Discussion ensued. Council
Member Brandy Peterson stated she does not agree with giving them the Saddle
Club and Vice Mayor Robert Greenlund stated he agreed with that. Council
Member Brandy Peterson stated we have spent a lot of money at the rodeo
grounds and I am not comfortable giving them free reign. Mayor Gray Leonhard
stated that he agrees with the contract from 1974 and they are responsible for
keeping it in working order and they handle the repairs. No one stated that they
were ever taking the rodeo away from the Lion’s Club and I have no idea where
they got that idea. Discussion ensued and agreed we will discuss this in January of
2027. Council Member Jimmy Anderson stated that he had nothing along with
Council Member Linnie Richardson, and Council Member Brady Peterson stated
they had nothing. The mayor asked Town Planner and Town Attorney if they had
anything. Staff had nothing.

7. GOOD AND WELFARE (Public Participation)

Joshua Steadman if you get rid of the bleachers and change the fence to panel fencing it
would save on the costs.

Roxanne Price 13 years with GFL that serviced my road and if they missed a day, they came
the next day. We have been with FCC for 5 months and they have missed my trash and
recycling, and I have had to call the office for them not picking it up. I also have trash bins
and don’t understand why I need to pay for them. Discussion continued. Mayor Gray
Leonhard stated they have never missed his trash.
Richard Winn asked about airport after the amendment and maintenance of the airport.
Deputy Clerk Ryan Smith stated that the contract with UF Health at airport covers all airport
costs so it will not be affected.
