Police Chief DeSchryver
1.

Chief's Report August 2026
Chief DeSchryver discussed LPR cameras, including the brand name "Flock." He said cities and
states have used LPR cameras for decades. Audits are done monthly, and any abuse leads to
disciplinary action. The City had one camera, which was removed.
In response to Council President Horn, Chief DeSchryver said the cameras have aided in some
hit-and-run investigations and were able to capture a description of a vehicle and tag.
Cameras are also part of data sharing with other agencies.
One officer finished field training and is now on solo patrol. The department could benefit
from having another Spanish-speaking officer and a female officer.

Re:
Comprehensive Dumpster & Solid Waste Screening Ordinance (Amending Chapters 30, 114, and
134)
INTRODUCTION
This agenda item relates to dumpster regulations in the City. Currently, regulatory provisions governing
dumpsters are scattered across three separate chapters (Chapters 30, 114, and 134), sometimes providing
conflicting requirements. The intent of the proposed ordinance is to establish Chapter 30, Section 30-49 as the
single standard for dumpster compliance, eliminating any conflicts among the other chapters and presenting
the regulation in a concise and logical manner.
The proposed ordinance introduces only three new regulatory requirements:
• Increased Setbacks when adjacent to residential property;
• Allows for Alternative Screening Systems in lieu of standard masonry construction; and
• Adds mandatory landscaping when the dumpster is adjacent to residential uses.
The Planning and Zoning Board recommends Council approve the ordinance.
HIGHLIGHTS OF THE ORDINANCE
Line 43 Dumpster locations cannot be within 25 feet of a residential zoned property unless a waiver is
granted by the City Council during the site plan approval process.
Line 61 Materials for dumpster enclosures: two choices by right, one with Council approval and a listing of
what materials are prohibited:
Option 1: Masonry
Option 2: Commercial-grade, high-density composite panels with an exterior finish that closely
mimics the texture, relief, and color variation of real masonry
Option 3: Any alternative materials approved by Council (Line 83)
For any of the options, residential-grade vinyl, PVC, hollow plastic, chain-link with inserts (slats),
and wood fencing are expressly prohibited (Line 90)
Line 129 Landscaping is required when there is no intervening building between a dumpster enclosure and a
property zoned or used for residential purpose as follows:
Installed on the side facing the adjacent residentially zoned property, extending a minimum of 5 feet
beyond each side of the enclosure's footprint.
Minimum depth of 15 feet composed of at least two staggered rows of evergreen shrubs and
evergreen understory trees.
Line 175 Potential for Council to modify the location and setback regulations was changed from a Variance
to Waiver.

Re:

City Clerk Report

Bill 1329 introduces strict state-mandated standards for local government budget transparency and publishing.
While the handout outlines specific submission deadlines, There are two major administrative mandates that
require Council’s awareness and coordination:
1. Expanded Technical & Website Formatting Requirements
HB 1329 moves local government web compliance far beyond simply uploading a basic PDF budget document.
Because these standards are technically complex, IT Manager Scott Zane’s role is essential to this effort. We are
working closely together on the implementation, infrastructure, and ongoing web maintenance required to meet
these state mandates.
On our official website, we are now required to maintain and display:
 Six Years of Comparative Financial Data: Every posted budget (tentative, adopted tentative, and
final) must detail the proposed fiscal year, the current fiscal year, and the prior four fiscal years.

Granular Functional Breakdowns: Budgets must contain detailed narrative summaries, graphical
trend illustrations, debt obligations, capital project summaries, and expense breakdowns down to the
department, division, and program/functional levels.

Quarterly Compensation Reports: We must post downloadable, searchable summaries of employee
compensation (including names, job titles, and salaries) on a recurring quarterly schedule.

Strict Posting Retention & Web Calendars: Tentative budgets must go up at least 5 days prior to
public hearings and remain online for 45 days. Final adopted budgets and budget amendments must
remain accessible for at least 5 years. Additionally, our annual Budget Development Calendar must be
published online by January 30 each year.

Technical Requirement: All budget files and financial reports must be non-scanned, OCR textsearchable PDFs accompanied by machine-readable data exports (CSV/Excel).

Retention Policy: Minimum 5-year online archive for all final adopted budgets and budget
amendments.

2. Mandatory 10% Budget Reduction Workshop Exercise
HB 1329 mandates that Council participate in a formal 10% Budget Reduction Exercise prior to final budget
adoption:
 The Goal: The exercise requires identifying strategies to reduce the upcoming proposed budget by 10%
compared to the current year without compromising essential public services (such as police or public
safety) or legal obligations.

Page 37

Section , Item 1.

Action Required: While the law does not require us to implement these spending cuts, the exercise or
a complete recording/documentation of the workshop must be published on our website at least 14 days
prior to final budget adoption.

Scheduling: This dedicated public workshop session will be scheduled well ahead of our FY 2027–2028
budget adoption deadlines.
