Item 5A -- agreement between City and RWK Enterprise



SUBSTITUTION: Approving that agreement for property management services of Keating Historical Enterprise Park, 80 Harbor Drive, and 131 River Road as awarded following the issuance of an RFP by the City to RWK Enterprises LLC is hereby approved for the amount set forth below and for  a period of one (1) year, January 1, 2025 to December 31, 2025, with an option exercisable by the Mayor for up to one (1) additional year through end of the agreement on December 31, 2026 (which may be exercised by granting up to two (2) six-month terms prior to the end date of the agreement); and that the Mayor is hereby authorized to sign all said agreement, subject to review and approval of all documents by the Office of General Counsel as to form and content; and, be it Ordered that the Mayor shall instruct the appropriate Department Head and the Supervisor of Purchasing to issue an RFP in accordance with the requirements of law and best practices, in a time frame that will facilitate the objective of awarding a contract for property management services without interruption of service; and, if a multi-year contract, taking into account the time required for submission of the said contract to the Common Council for approval.

RESOLUTION No: 157-2025: Approving that, since the City’s School-Based Food Share Program is now fully funded with $125,000, as provided to the City by the State cannabis program pursuant to Connecticut Public Act 21-1, An Act Concerning Responsible and Equitable Regulation of Adult-Use Cannabis, which provides that three percent (3%) of the gross receipts from cannabis retailers or micro-cultivators located in a municipality be paid to that municipality, that the $125,000 of City funds originally approved for the City’s School-Based Food Share Program in the FY 25-26 expenditure budget be transferred from Expenditure Line 1000-27000-57030-0708 to the City’s existing contractual services line (Expenditure Line 1000-22000-55185-0227-50001) to cover the cost of continuing current outsourced building security services at City Hall. (REMANDED to Finance & Government Operations Commission, September 2, 2025.)

Approving that, in remembrance of the September 11, 2001 terrorist attacks, and in honor of the victims, survivors, and heroes of the day: (1) no City of Middletown board, commission, committee, or agency shall hold a regular or special meeting on September 11th of any year; (b) September 11th shall be set aside exclusively for remembrance, reflection, and participation in September 11th memorial ceremonies honoring the victims of the attacks on the World Trade Center, the Pentagon, and United Airlines Flight 93, as well as the first responders and service members who made the ultimate sacrifice; and (c) the City & Town Clerk is directed to communicate this resolution to all City boards, commissions, and committees to ensure that meeting schedules are planned in accordance with this policy.
