3. Items submitted for discussion:

e Registrar of Voters: 1) A Resolution by the Common Council of the City of Middletown to approve that
the Common Council Chamber in City Hall, 245 deKoven Drive in Middletown, Connecticut be
designated as the early voting location for the August 11, 2026 Primary Election for the seven (7) days
prior to that Primary Election, beginning eight (8) days before the Primary Election and ending two (2)
days prior to that Primary Election; that is, August 3, 2026 to August 9, 2026, inclusive; 2) A Resolution by
the Common Council of the City of Middletown to approve that the Common Council Chamber in City
Hall, 245 deKoven Drive in Middletown, Connecticut be designated as the early voting location for the
November 3, 2026 General Election for the 14 days prior to the General Election, beginning 15 days before
the election and ending two (2) days prior; that is October 19, 2026 to November 1, 2026, inclusive.

e Fire Department: 1) An Appropriation request in the amount of $350,000.00, from Fill Ins, to address &
bring line out of the red and cover upcoming overtime fill needs for remainder of the fiscal year, and
Memorandum certifying that funds sufficient to meet the appropriation requested are available; 2) A
Resolution by the Common Council of the City of Middletown (reference Approved Resolution 138-2025)
authorizing Mayor Eugene Nocera to sign and submit an amended Local Improvement Program (LoCIP)
application to the State of Connecticut requesting that the requesting that the project amount for purchase
of the modular training building be reduced from $150,000 to $50,000,

e Police Department and Fire Department: 1) A Resolution by the Common Council of the City of
Middletown authorizing the Middletown Police Department and Middletown Fire Department to enter
into contract with Flock Safety for the Flock Safety Drone as First Responder (DFR) program is an all-in-
one, fully automated air support system that provides rapid responses to enhance the safety of the
communities served by their First Responders at a cost of $50,000.00 (Fifty Thousand Dollars) per year,
that the Middletown Police Department and Middletown Fire Department share the annual contract cost,
with $25,000 being paid by each Department, and that Mayor Eugene Nocera is authorized to sign any
and all documents for this Flock Safety Drone as First Responder (DFR) program, subject to review and
approval as to content and form by the Office of General Counsel.

e Land Use: 1) A Grant confirmation in the amount of $465,000.00, in State funds, from the Urban Act
Grant from the State of Connecticut, to support planning and development for the Central Connecticut
Loop Trail (CCLT), Air Line Trail to Farmington Canal Trail Connector; 2) A Resolution by the Common
Council of the City of Middletown that the city enter into a Memorandum of Understanding between the
City and the Lower Connecticut River Valley Council of Governments (RiverCOG) who will provide
administrative services for the grant-funded project to design a multi-use trail from Mile Lane to the
Arrigoni Bridge; and that the Mayor is authorized to sign the MOU and any and all documents necessary
to effectuate the completion of the project, including any amendments thereto, following review and
approval as to content and form by the Office of the General Counsel; 3) A Memorandum of
Understanding made and entered into by the Mayor of the City of Middletown by and between the City
of Middletown and the Lower Connecticut River Valley Council of Governments (RiverCOG), to create a

continuous, multi-use trail network connecting the Air Line Tvail and the Farmington Canal Heritage Trail
through a 111-mile corridor traversing 22 municipalities; 4) A Resolution by the Common Council of the
City of Middletown authorizing and approving (1) the acquisition by the City of Middletown of real
property located at Ridgewood Road (Map/Lot 10-0028), a 34.332 acre parcel of real property to be
designated as open space, and (2) a Tempovary Construction Easement over the roadway extension of
Talia’s Trail for the purpose of allowing the City of protect the public interest by ensuring completion of
required subdivision improvements; and authorizing the Mayor to sign and Purchase and Sale
Agreement, the Temporary Construction Easement, and any and all documents and/or agreements that
may be necessary to effectuate acceptance of the open space parcel and temporary construction easement,
including any amendments thereto, following review and approval as to content and form by the Office of
the General Counsel.

Public Works: 1) A Grant confirmation in the amount of $50,000.00, in Local funds, from Eversource, a
grant awarded to the City of Middletown for payment in lieu of permanent resurfacing and restoration
(PRR) by Eversource for installation of gas pipeline on several City streets, and Memorandum certifying
that funds sufficient to meet the appropriation requested are available; 2) A Resolution that the Common
Council of the City of Middletown waives the formal bidding requirements for the purchase of
prefabricated restroom facilities due to the specialized concrete construction offered exclusively by United
Concrete; and authorizing the purchase of prefabricated concrete restroom facilities from United Concrete
for installation at Smith Park, Butternut Hollow, and any future municipal locations deemed necessary by
the appropriate City department; 3) A Resolution by the Common Council of the City of Middletown that
Mayor Eugene Nocera be authorized to sign all documents necessary to enter into a contract with
Quantum Organics to provide optional individual food scrap collection service for residents within the
Sanitation District, and to provide such additional information as may be required, to execute such other
documents, to execute such other documents as may be required, to execute any amendments, decisions,
and revisions, and to act as the authorized representative of the City of Middletown, subject to review and
approval by the office of General Counsel as to form and content in accordance with the terms therein; 4)
A Resolution by the Common Council of the City of Middletown that Mayor Eugene Nocera be
authorized to sign all documents necessary to enter into a contract with Murphy Road Recycling LLC to \
receive and process municipal solid waste for the City’s Sanitation Disposal District, and to provide such
additional information as may be required, to execute such other documents as may be required, to
execute any amendments, decisions, and revisions, and to act as the authorized representative of the City
of Middletown, subject to review and approval by the office of General Counsel as to form and content in
accordance with the terms therein; 5} A Resolution by the Common Council of the City of Middletown
(reference Approved Resolution 60-2025) authorizing Mayor Eugene Nocera to sign and submit an amended
application to the State of Connecticut requesting an additional $100,000 from the Local Capital Projects
Improvement Program (LoCIP) funds for the full renovation of the work to 160 Cross Street, and that the
current line item “City Roof Replacement & Repairs” in the Capital Improvement Plan be amended to
reflect the additional $100,000, increasing the approved amount from $180,000 to $280,000; 6) A Resolution
by the Common Council of the City of Middletown (references Resolution 193-2025) approving a bid waiver
in accordance with Section 78-9 of the Middietown Code of Ordinances for the purchase of a 2007
International 7400 6-Wheeled plow truck with Lenco all-seasons body, and a Moit 1072 Roadside Mower,
at a cost of $30,000 from the Town of Ellington Public Works Department, with funds through the City of
Middletown CNR Fund.

¢ Middletown Board of Education: 1) A Grant confirmation totaling $865,233.58 from various grants, for
various special programs, student activities, fees and other costs described within; 2) A Grant
confirmation in the amount of $334,943.15 from the Middletown BOE Cafeteria/Food Services Division,
for various cafeteria and food services expenses; 3) An Appropriation request in the amount of
$215,000.00, from the General Fund, for architectural services with respect to the need to replace the roofs
at Spencer and Wesley Elementary Schools, and Memorandum certifying that funds sufficient to meet the
appropriation request are available ; 4) A Resolution by the Common Council of the City of Middletown
authorizing the Board of Education to commission the architectural study and drawings needed to
establish the cost of the roof replacement at Wesley Elementary School, at a cost of $95,000, with an
attached explanatory Memo; 5) A Resolution by the Common Council of the City of Middletown
authorizing the Board of Education to commission the architectural study and drawings needed to
establish the cost of the roof replacement at Spencer Elementary School, at a cost of $120,000, with an
attached explanatory Memo.

e Human Resources: 1) An Appropriation request in the amount of $7,500.00, from the General Fund, for
UPSEU Interest Based Arbitration, and Memorandum certifying that funds sufficient to meet the
appropriation request are available.
