Historic Properties
The Historic Preservation Commission hosted an information session at the Lyons Library on April
8. A representative from History Colorado, the state agency coordinating a designation and taxincentive program, explained the process and its benefits and answered questions. Approximately
thirty people attended.
Safe Routes to School (SRTS) Grant
The Town of Lyons has grant funds to improve drainage and make sidewalk improvements along
3rd Avenue (Lyons Cemetery to Main St) and Stickney Street (between 3rd and 4th Ave) to improve
student safety near the elementary school.
Drexel, Barrell & Company has been selected as the design firm and will begin fieldwork within the
existing Town right-of-way in the coming weeks. Activities will include surveying, right-of-way
mapping, utility locating, tree inventory, environmental review, and geotechnical investigation.
Work is expected to occur within the public right-of-way. Crews will work to minimize disruptions.
Initial field work will take approximately 6–8 weeks, followed by design. Neighborhood meetings will
be scheduled over the next few months to gather community input. The first public meeting is
scheduled for April 29th, 5:30-7:00 pm at the library.

Limb Drop Off
The Lyons Fire Protection District and Wildfire Partners announce their first local spring cleanup
limb drop off and chipping event, being held on Saturday, May 9, from 8 am – noon at the Public
Works Facility.
Additionally, Boulder County has released information about the community chipping program,
which involves a minimum of five (5) participating neighbors to host a community chipping
event, which works with a county approved chipping contractor.

Both chipping programs are paid for with The Boulder County Wildfire Mitigation Sales Tax
approved by the voters in Boulder County in 2022.
The Town of Lyons and Boulder County have both announced their wildfire mitigation rebate
program for fiscal year 2026. Lyons residents can make wildfire mitigation efforts on their
property and get up to a $1,000 combined rebate.

• Access a $500 county rebate and an additional Town of Lyons matching rebate up to $500 for
home mitigation work for Town of Lyons residents

Wildfire Mitigation Work
The Town of Lyons recently secured funding to expand wildfire mitigation work in our
Wildland–Urban Interface for Town-owned properties. The combined $83,000 effort (including
Town funding, Boulder County Wildfire Mitigation funding, and in-kind support) will help treat
40–60 acres of Town-owned land near neighborhoods, affordable housing, our schools, and the
St. Vrain River corridor.
Work includes:
• Forest thinning to reduce dense pinyon and juniper
• Targeted goat grazing to reduce grasses and fine fuels
• Removal of standing dead trees that increase fire intensity
• Maintaining defensible space buffers on town-owned parcels

Earth Day Activities - Earth Day 2026 Will Last All Week!
Lyons will celebrate Earth Day throughout the week of April 18–25. Town commissions,
community organizations, the Lyons Regional Library, and Town staff have partnered to host a
variety of timely events.
Saturday, April 18, 12-2 pm: Earth Day Every Day Warrior Soul Gallery & Community Studio.
The purpose of the event is to promote eco-friendly offerings from local businesses through
product samples and displays.
Sunday, April 19, 6:30 PM: Climate Resilience, presented by Dr. John Thomas (CU) at Lyons
Town Hall
Tuesday, April 21, 6:30 PM: Household Composting Workshop, presented by Chandra

Refreshments at the Earth Expo will be available from the Lyons Community
Foundation, with tea provided by Honorable Harvest Tea & Apothecary.

Staff is also working with the team from Jule to invite the Colorado Energy Office to Lyons for a
ribbon-cutting during Earth Day/Week for the electric vehicle charging station.

I.

REQUEST OR ISSUE: This is a resolution to approve a short term lease for placement of
a storage container on the “triangle” lot near the Lyons Valley River Park Ponds per the
request of Team Colorado Whitewater Racing Club, Inc (TCWR). Please see the attached
lease agreement for terms and map showing approximate placement.

II.

RECOMMENDED ACTION / NEXT STEP: Town staff recommends the approval of
Resolution 2026-21 and the short term lease agreement for the placement of the storage
container. Staff will work with Team Colorado Whitewater Racing Club to monitor use and
impacts moving forward.

III.

FISCAL IMPACTS: Town staff have performed cleanup efforts for the area in preparation
of placement of the pad and container. Road base materials have been ordered to prepare
a pad prior to delivery of the storage container. TCWR has offered to reimburse the Town
for these materials.

IV.

BACKGROUND INFORMATION:
In November of 2025, TCWR submitted an Agenda request and presented to the Board a
request to place a storage container near the Lyons Valley River Park Ponds on the
“triangle” lot off McConnell Drive. Following that presentation and consensus from the
Board to proceed, TCWR has been working on details and Town staff have been
working on the attached lease agreement to finalize the process. If it is deemed terms
are agreeable by the Board, town staff intend to work with TCWR to have the container
placed.

V.

LEGAL ISSUES: TCWR has agreed to the terms of the lease, the indemnification clause
and has provided insurance per the lease agreement.

VI.

CONFLICTS OR ENVIRONMENTAL ISSUES: Neighboring property owners have been
contacted by TCWR representatives about the container placement and use. Ongoing
monitoring of usage will be needed.

VII.

SUMMARY AND ALTERNATIVES:
Approve the Resolution.
Decline the resolution.
Approve the resolution with any amendments.

A RESOLUTION OF THE TOWN OF LYONS, COLORADO APPROVING
A LEASE AGREEMENT WITH TEAM COLORADO WHITEWATER RACING CLUB,
INC. FOR PROPERTY LOCATED AT OUTLOT A BLOCK 2 LYONS VALLEY PARK 8
AMENDMENT A, LYONS CO 80540
WHEREAS, the Town of Lyons (the “Town”) is the owner of property at Outlot A
Block 2 Lyons Valley Park 8 Amendment A, Lyons CO 80540 (the “Property”); and
WHEREAS Team Colorado Whitewater Racing Club, Inc. (“Team Whitewater”) is
a non-profit organization dedicated to providing youth with world class, competitive
whitewater canoe and kayak coaching opportunities in an inclusive, safe and supportive
environment; and
WHEREAS CRS. 31-15-713(l)(c) authorizes the Town to lease any real estate
owned by the Town when deemed by the Town of Lyons Board of Trustees (the “Board
of Trustees”) to be in the best interest of the community; and
WHEREAS C.R.S. 31-15-713(l)(c) requires any lease of Town property for a
period of more than one year or less to be approved by ordinance; and
WHEREAS, the Town and Team Colorado Whitewater Racing Club, Inc. have
negotiated a Lease Agreement for a 1-year lease of the Property (the “Lease
Agreement”), substantially attached hereto as Exhibit A and incorporated by reference;
and
WHEREAS, because the Lease Agreement is only for one year, it may be
approved by resolution; and
WHEREAS the Board of Trustees finds that it is in the best interest of Lyons to
approve the Lease Agreement with Team Colorado Whitewater Racing Club, Inc.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF LYONS, COLORADO:
Section 1.

The above recitals are incorporated by reference.

Section 2. The Town Board of Trustees hereby:
Approves the Lease Agreement with Team Colorado Whitewater Racing
Club, Inc. in substantially the form attached hereto as Exhibit A.

(a)

Authorizes the Town Administrator and the Town Attorney, in
consultation with the Mayor, to make such changes as may be necessary to
correct any errors or language in the Lease Agreement that do not increase the
obligations of the Town.

(b)

Authorizes the Mayor to execute the Lease Agreement and the Town
Clerk to attest the Agreement when in final form.

(c)

Section 3. This Resolution shall take effect immediately upon adoption by the
Board of Trustees.

February; Sgt Crist will sit in for me while I’m out.
43 2. Administrator’s Report – Reported on election day, polls close at 7pm. HPC hosting local

designation session at library tomorrow night. Fully compliant with Prop 123 goals; eligible for 345
year funding cycle. SRTS design underway, sidewalks by elementary. CO Main St app submitted

to Excelling Level. Limb drop-off May 9th at PW facility. Rec programs in full swing. In Stage I fire
47
restrictions; will follow BOCO recommendations. Demo moratorium expires today. Fire siren tested
today, received good feedback. Listed Earth Day activities. All three CDS submitted; verbal from

Neguse moving our project forward. 2 new grants want to apply for, new cycle of BRIC funding

available; want to resubmit. Board consensus is to submit. 2nd through USDOT for bike / ped

improvements from Eagle Canyon to formalize trail; Tracy, that is a 20% match, can adjust the

scope as needed. DOLA match grant is available as well to cover local match. Board consensus

is to reapply. Trustee Lowell - can staff contact LHSVWCD (Sean Cronin) for approval to keep

$27,500 grant. Check on timing of goats / not to disrupt nesting. February financials presented:

GF revenue is lower than expenses; it happens every single year, due to property tax revenue.

Sales tax down from last year for January 5.3%; budgeted for no increase, will need to monitor.

26-116 bans occupation tax including lodging; if existing program in place allowed to keep and

SB26-070; flock camera / data privacy bill; prevents the use of these cameras and sharing data

rendering technology useless. CML opposes. SB26-071, makes any surveillance footage /
administratively burdensome; affects retention schedules. HB 26-1313 PROP 123 eligibility bill;

website. Planner Ritchie gave background; BCHA Susanna Lopez Baker / Walker Thrash

Consultants here on BCHA’s behalf. No redevelopment proposed at this time. Would do future
public outreach then. Staff supports this rezoning / PCDC recommends approval. Susanna, quite

a bit of improvements, tree mitigation, removed several storage units, demoed 3 units from

1968-1970. Now managing the park as well; heard loud and clear from tenants about that need.

Discussion on number of unit restrictions, those don’t go into effect until 2027. Discussion on

setbacks, density requirement, variances. This is the last mobile home park in town; it is good to

include fact-finding on changing landscape of town as reason to approve. Timeline for future

development discussed. Susanna - rezoning is the first step, then outreach, take our time. We

have funding available, maybe in a year. No impacts to current residents if approved. Trustee

Williams - do you prefer modular / stick built? Susanna, a fan of modular / manufactured housing.

Business Recovery Fund / Revolving Loan Fund – Update & Request -Director Mitchell noted
business friendly projects including the VM Signs, asked for direction on both funds having over
$90K, ideas to support business community, keep $24K in BRF and use $6K? Mayor Rogin asked
if there was any increase in requests? Staff, not an increase, 2 new loans, but repeat applicants.
Board consensus is to allow use of $6K maybe for Sundance promotion of businesses and offseason marketing.
General Business
Discussion / Direction on Workshop - Wildfire Mitigation Education and Incentives – Trustee
Browning is in favor of retroactive measures. MPT Williams agrees but let somebody figure out
the stakes before us. Highest percentage of households under the poverty level in the county,
need to keep that in mind. Trustee Williams, we don’t need to do things that impoverish people,
can find very simple things for people to do and simple for us to track. Trustee Lowell, frustrating
to be HOA president touting fire mitigation for four years and only 15 homes took advantage. A
lot of work ahead of us; need to engage the public. Trustee Daty - fully believe in expanded
education; work w/landscape companies. Trustee Hamrick agrees; start simple and look at retro
eventually; lots of code enforcement issues all over already. Mayor Rogin agrees on evacuation
planning; Administrator Simonsen, part of it is, you never know the direction of the fire; people
may do something in a drill that is the complete opposite of what really happens. Mayor Rogin is
in favor of simple, inexpensive measures. Board direction: do public outreach on what they
want? Trustee Lowell - why isn’t Fire Dept. putting out something more often? Trustee Williams,
we have PIO, more reactive; can use social media but are more the rescue, not enforcement.
Trustee Browning - message is out there that they should do this; Staff to identify five simple
mitigation measures / associated costs / resources for future board to consider.
Update and Request for WPCRF Pre-Loan Expenses for 2nd and 3rd Avenue Storm Water
Projects – Director Caplan board approved BRIC application earlier; RFP for environmental
assessment; eligible for reimbursement if loan approved. If not approved, it will come from
stormwater utility fund. Trustee Lowell is ok with spending $30K; Tracy stated they cover
habitat, noise pollution and any potential environmental impacts. Can apply for exclusion,
already disturbed area, have streets/sidewalks. This is required along w/90% design. Total loan
amount is almost $3 million; We will need this regardless for project. Board consensus is to
move forward with $30K for consultants.
