Title:
Motion to approve proposal from RockSol
Presented By:
J.D. McCrumb, Town Administrator
Prepared By:
J.D. McCrumb, Town Administrator; Aaron Bousselot, Town
Engineer
Background:
The Platte Canyon Sidewalk Improvement Project represents a
significant investment in the Town’s pedestrian infrastructure and is
being partially funded through state and federal grant programs. As
the Town’s first federally funded transportation project administered
through a Colorado Department of Transportation (CDOT) local
agency partnership, the project carries substantial administrative,
documentation, and compliance requirements throughout
construction.
In June 2026, the Board of Trustees authorized up to $120,000 in
additional project funding to support construction administration,
federal and state grant compliance, reporting requirements,
inspection services, and quality assurance testing associated with the
Sidewalk Improvement Project. That authorization recognized the
additional professional support necessary to successfully administer
the project and protect the Town’s state and federal grant funding.
Following that action, staff worked with the project team to further
define the scope of construction administration and grant compliance
services. RockSol Consulting Group has submitted a proposal
totaling $104,902.35 to provide this specialized support. RockSol’s
services will include coordination with CDOT, federal and state grant
compliance and reporting, project meetings, construction
documentation, and other construction administration activities
necessary to support successful project delivery and maintain the
Town’s eligibility for grant reimbursement.
The RockSol proposal is consistent with the scope of services
contemplated by the Board’s June authorization.
Contractual Structure:
To streamline project administration and maintain clear lines of
responsibility during construction, RockSol will serve as a
subcontractor to ICON Engineering, rather than contracting directly
with the Town.
ICON is providing engineering and construction-related services for
the project and will be responsible for managing RockSol’s work as
part of its overall project responsibilities. The Town’s agreement with
ICON will be amended or otherwise modified as necessary to
incorporate RockSol’s scope of services and the associated
$104,902.35 proposal.
Recommendation:
Staff recommends approval of RockSol Consulting Group’s current
proposal in the amount of $104,902.35 to provide construction
administration, CDOT coordination, federal and state grant
compliance, reporting, documentation, and related project support
for the Sidewalk Improvement Project.
RockSol will perform these services as a subcontractor to ICON
Engineering, rather than contracting directly with the Town. The cost
of RockSol’s services will therefore be incorporated into the Town’s
contractual relationship

Recommended Motion:
“I move, as part of the consent agenda, to approve RockSol
Consulting Group’s proposal in the amount of $104,902.35 for
construction administration, CDOT coordination, grant compliance,
reporting, and related services for the Sidewalk Improvement Project,
consistent with the additional project funding authorized by the
Board of Trustees in June 2026, with RockSol providing such services
as a subcontractor to ICON Engineering.”

Subject:
Proposal for Construction Management and Materials Testing Services for
26071, SHO M243-001 – S. Platte Canyon Road Sidewalk Project
Dear Aaron,
RockSol Consulting Group, Inc. is grateful for the opportunity to submit this proposal to
assist with construction management, inspection assistance, and materials testing
support of the Town’s S. Platte Canyon Road Sidewalk Project. Our staff brings extensive
experience with management, inspection, testing, and documentation for
state/federally funded projects. Our team has worked on many similar Local Agency
projects with Federal Funding and CDOT oversight. We look forward to bringing our past
knowledge and experience to ensure a seamless delivery of construction management
services and materials testing to this project.
PROJECT DESCRIPTION
The Town of Columbine Valley is requesting a proposal to provide construction
management, inspection assistance, materials testing, and federally funded
documentation assistance on the S. Platte Canyon Road Sidewalk Project. We
understand that this project is funded by both the Town and Federal Funds administered
through CDOT.
PROPOSED SCOPE OF WORK
Pre-Project Setup
To prepare for the project, RockSol will attend a kick-off meeting with the Town of
Columbine Valley staff to discuss the project and clarify roles for the construction. RockSol
will assist with writing the invitation for bid and coordination needed to advertise the
project for construction. RockSol will set up electronic folders as required for the project
documentation and will create a shared filing system which the Town can always access.
We anticipate that project documentation will follow the CDOT CM Local Agency
Checklist, and that the Materials documentation will follow the appropriate CDOT
Materials Manual section for Maintenance and Local Agency Projects. We will work with
the Town Staff to set up testing schedules and submittal logs for the Town of Columbine
Valley and CDOT requirements, and we will keep all documentation up to date in one
place. RockSol will also assist with CDOT grant management to ensure the Town receives
prompt reimbursement from CDOT.

Review, analyze and monitor the Construction Contractor’s initial baseline
schedule and updated project schedules. Bring any concerns to the
Contractor and the Town’s attention.
Monitor project compliance with all permit requirements and the
environmental related items daily in coordination with the Town’s staff for the
duration of the construction work. Assist the Contractor and Town staff in
monitoring the condition of stormwater BMPs, ensuring that the Stormwater
Management plans are properly implemented and maintained.
Review and recommend for approval traffic control plans and Methods of
Handling Traffic control (MHT’s) proposed by the Construction Contractor and
coordinate with the appropriate Town staff on the plan approvals.

Engineer of Record to the Contractors' Requests for Information (RFI’s),
submittals, claims, and correspondence.
Prepare CMO (Change Modification Order) documents including the Form
#90 and the CDOT Letter of Explanation, as needed, per the CDOT
Construction Manual for Contract Modification Orders. We will work with the
CDOT Local Agency Coordinator to acquire CDOT’s approval on these
documents before executing the CMO’s.
Issue written Speed Memo’s, or CDOT Form #105’s, to the Contractor to go
forward on changes, if necessary, in advance of the CMO execution if
approval for the change is time sensitive.
Review and work with the Contractor to come to agreement on the monthly
pay estimates initially prepared by the Contractor and make
recommendations to Town Staff for payment.
Perform the final project walk-through with the Town of Columbine Valley staff,
ICON, CDOT representatives and the Contractor. Assist in preparing punch
lists of uncompleted work or work needing correction, outstanding
documentation, and final documents to be submitted by the Contractor.
Work with the Contractor and the Town to ensure accurate red lines are being
tracked that reflect construction details to be used in preparation of asconstructed plans (to be completed by others).
Close out the project by CDOT Local Agency Requirements. Prepare final
project documentation, including all required CDOT and FHWA forms.
Provide and process all necessary CDOT grant paperwork and work with
CDOT to assure that they have all the necessary documentation, and the
project is closed out in a timely manner.
Inspection Assistance (Inspections Led by ICON)
Inspect materials and methods of construction to verify compliance with any
Town of Columbine Specifications, CDOT Local Agency Manual, contract
plans and specifications and to ensure the material certifications and project
documents are submitted by the Contractor and approved prior to
installation.
Prepare daily field reports and gather project photo documentation on
construction days not covered by ICON.
Assist ICON Inspection Team with preparing Weekly Time Count reports to
track contract time.
Work with the Town to review Traffic Control Plans and ensure the plans are
implemented properly. Collect copies of each Traffic Control Supervisor and
Flagger certification card.
Assist ICON Inspection Team with interim and final measurement of
completed items. Review and verify pay quantity documentation (CDOT
Form 266s) prepared by ICON for compliance with the requirements of the
CDOT Construction Manual. ICON will be responsible for the preparation and
completion of all Form 266s and RockSol will perform checks of each 266.
Take appropriate action to ensure safety on the project for all workers and
traveling public in accordance with approved Methods of Handling Traffic
(MHT), the Manual of Uniform Traffic Control Devices (MUTCD), and the
project plans and specifications.
Provide CDOT Civil Rights documentation oversite, including review and
routing for approval the Subcontractor Sublet forms (CDOT Form #205’s),
review certified payrolls for compliance with Davis-Bacon wage rates. Alex
DeWitt is trained and experienced using CDOT’s required B2GNow and LCP
Tracker programs.
RockSol will complete EEO Interviews monthly as required by CDOT and
collect all necessary CDOT Civil Rights forms from the Contractor.
Materials Testing
Sample, test and document all construction materials used for and
incorporated into the project by the Town of Columbine Valley and CDOT
requirements to make sure the materials meet or exceed the Town and CDOT
requirements.
The minimum number of tests required shall be in accordance with the
schedule requirements in the CDOT Field Materials Manual and shown in the
CDOT Form #250 (CDOT Testing Schedule – provided by CDOT) and 379
(Independent Assurance Testing Schedule – provided by CDOT). If additional
pay items or quantities are added by Contract Modification Orders or plan
approximate quantities are increased or decreased the test numbers will be
adjusted accordingly. Provide testing documentation that meets
requirements for CDOT Local Agency projects as outlined in the CDOT Field
Materials Manual – Maintenance and Local Agency Project Section.

America (BABA) documentation including the Buy America Letter, monthly
summary, certifications, and Form #1600 for Construction Materials and
Manufactured Products are accurate.
Collect all Certificates of Compliance (COC’s) and Certified Test Results
(CTR’s) required per Form #250 and CDOT Field Materials Manual.
If any Independent Assurance Tests (IAT) are required by the Form #379
RockSol will work with the Town to coordinate with a third party testing firm to
perform the side by side tests.
Review and analyze materials submittals to properly conform to CDOT and
the Town of Columbine Valley Design Standards and Specifications. Materials
will be checked to ensure products are on the CDOT Approved Product List,
Qualified Manufacture Lists, Pre-Approved Concrete Mix List, or other
applicable list.
Notify Contractors and the Town Project Manager of any materials noncompliance with the Contract Plans and Specifications.
Provide
recommendations to address out of compliance test results that meet the
Town’s needs and CDOT specifications.
Final Project Documentation and Close-out During this phase of the project, RockSol
staff will compile all project documentation, identify, and collect all close-out and
outstanding documents from the Contractor and the Town of Columbine Valley. If any
questions arise during the close-out process, RockSol staff will work with Town of
Columbine Valley Staff, CDOT, and the Contractor to resolve any follow-up issues. Our
goal is to collect documentation throughout the project so that the close-out process
goes very quickly.
TEAM
The proposed project team consists of Alex Dewitt, Project Manager, Tracy Sanders,
Construction Manager, Kaleb Tischler, Inspector/Materials Technician.
Tracy Sanders will serve as the Construction Manager and main point of contact for the
project. Tracy will provide project management, documentation control, and
coordination throughout the project. Kaleb will spend the most time on site providing
inspection assistance and testing of all materials. Alex will remain in close contact with
Tracy and the Town to make sure the project progresses smoothly.
SCHEDULE
We understand the project will begin late 2026/early 2027 and will take approximately 34 months to complete. Our Fee estimate assumes approximately 75 working days. Some
of our work tasks will take place prior to the start of the construction, such as setting up
the project files, preparing for the preconstruction conference, and some tasks will be
completed after construction is finished as we close out the project. Most of RockSol’s
scope of work will occur during active construction.
FEE ESTIMATE
RockSol has prepared and attached a fee estimate for the services identified for this
project. All services for Advertisement and Bidding Support, Construction Management,
Inspection Assistance, and Materials Testing are combined into one fee sheet.
If you have any questions pertaining to this proposal, please contact Alex DeWitt via
phone at 720-471-3759 or via email at [email protected]. Thank you for the opportunity
to provide the scope and fee estimate for the Town’s S. Platte Canyon Road Sidewalk
project.
Respectfully submitted,
Alex DeWitt, P.E.

Board of Trustee Presentation Memo
Date:
JuAugust 18ly 21, 2026
Title:
Department Overview
Presented By:
J.D. McCrumb, Town Administrator, and Diane Rodriguez,
Finance Manager
Background:
Throughout 2026, Town staff are working to provide the Board of
Trustees with a more comprehensive understanding of the Town’s
operational and financial position and long-term outlook as part of
the values-based budgeting initiative requested by the Trustees at
the end of 2025. As part of this effort, staff is developing a 10-year
financial forecast to illustrate anticipated Town revenues and
expenditures and provide a framework for evaluating the Town’s
long-term financial sustainability.
The information presented at this meeting represents the
framework currently being used to build the forecast rather than a
completed financial projection. Staff anticipate presenting the full
10-year forecast to the Board next month as assumptions and
projections are further refined. At this stage, the forecast focuses
on operating revenues and expenditures and does not include
capital expenditures, which will be evaluated separately as part of
the Town’s broader long-term financial planning.

Trustee Bill #8 – 2026, Concerning Jake Brakes
Presented By:
Lee Schiller, Town Attorney
Prepared By:
Lee Schiller, Town Attorney
Background:
Construction activity anticipated along the Platte Canyon Road
corridor is expected to result in an increase in heavy truck traffic
traveling through and adjacent to the Town. While the Town
recognizes the importance of accommodating construction-related
traffic, staff also seeks to minimize unnecessary impacts on nearby
residents.
Dynamic braking devices, commonly known as "Jake brakes," are
designed to assist large trucks in slowing by using engine compression
rather than conventional wheel brakes. While effective, these systems
can generate significant noise when engaged, particularly in
residential areas.
The proposed ordinance amends the Town's adopted 2024 Model
Traffic Code to prohibit the use of dynamic braking devices within
the Town, while providing an exemption for fire apparatus and other
emergency vehicles responding to emergencies. Violations would be
enforceable as a Class A traffic infraction.
The proposed prohibition is intended to protect the health, comfort,
and welfare of residents by reducing excessive noise associated with
heavy truck traffic while maintaining safe operation of commercial
vehicles through the use of conventional braking systems.

use of wheel brakes. Fire trucks and other emergency vehicles are exempt from the prohibitions
of this Section.
Section 2. A new Section 223(4) is added to the 2024 Addition of the “Model Traffic
Code’ as follows:

Resolution #13 – 2026, Concerning Town Fee Schedule
Presented By:
J.D. McCrumb, Town Administrator
Prepared By:
J.D. McCrumb, Town Administrator
Background:
The Town currently assesses a variety of fees associated with
municipal services, including building permits and contractor
licensing, right-of-way permits, municipal court services, open
records requests, and solicitation permits. Historically, these fees
have been established and maintained through separate schedules,
policies, and other applicable authorities.
Staff has compiled these fees into a single Town-wide Schedule of
Fees to provide a clear and consistent reference for residents,
applicants, Town staff, and the Board of Trustees. The consolidated
schedule does not create new programs or services; rather, it brings
the Town’s existing fees together in one location and standardizes
their presentation.
The proposed 2027 Schedule of Fees is intended to be effective for the
calendar year beginning January 1, 2027. Staff anticipates reviewing
the schedule annually as part of the Town’s regular administrative
and budget processes. The schedule may also be amended during the
year by action of the Board of Trustees or as necessary to reflect
changes in state law or other applicable authority.

Title:
Resolution #14 – 2026, Concerning Annexation of 8 Hunter Run
Presented By:
J.D. McCrumb, Town Administrator
Prepared By:
J.D. McCrumb, Town Administrator
Background:
8 Hunter Run Lane is a residential property located entirely within
the boundaries of the Town of Columbine Valley. Although the
property remains in unincorporated Arapahoe County, it is
completely surrounded by the Town and has functionally been part of
the Columbine Valley community for many years.
Hunter Run provides the property’s only means of access and is
maintained by the Town. In addition, the Columbine Valley Police
Department would respond to emergency police calls at the property.
Given the property’s location and its reliance on Town infrastructure
and services, it has been the Town’s intention for some time to bring
the property formally within the Town’s municipal boundaries.
The Town’s historical agreements associated with development of
this area also contemplated the possibility of future annexation. A
1994 agreement between the Town and the Delongs provided that the
Town would not forcibly annex the “Delong Remainder” for a period
of thirty years following recordation of the applicable deed.
Annexation Process:
As outlined in the separate memorandum from Town Attorney Lee
Schiller included with this packet, Colorado law allows a
municipality to annex an unincorporated enclave that has been
entirely contained within the municipality for at least three years.
Because 8 Hunter Run Lane is completely surrounded by Columbine
Valley, the property is eligible to proceed through the enclave
annexation process.
The action before the Board at this stage begins the statutory
annexation process and establishes the required hearing and notice
procedures. Following completion of those requirements and a
determination by the Board that the property is eligible for
annexation, the Board may consider an ordinance formally annexing
the property.
Owner Coordination:
Town staff is currently working cooperatively with the property
owner to finalize several details associated with annexation,
including the appropriate zoning designation for the property
following annexation.
Those matters do not need to be resolved as part of the initial
annexation proceedings. The final annexation, zoning designation,
legal description, and related requirements will be addressed through
ordinance at subsequent Board meetings.
At this time, staff anticipates bringing the annexation ordinance to
the Board for consideration on October 20, 2026, with final
consideration tentatively scheduled for November 17, 2026.
Recommendation:
Staff recommends that the Board proceed with the initial steps
necessary to annex 8 Hunter Run Lane as an enclave.
Annexation will resolve a long-standing jurisdictional anomaly by
bringing a property that is entirely surrounded by Columbine
Valley—and whose only access is via a Town-maintained street—
within the Town’s municipal boundaries. Staff will continue working
with the homeowner on zoning and other property-specific details
and will return those matters to the Board as part of the annexation
ordinance later this year.

MEMORANDUM
TO:
J.D. McCrumb
DATE:
August 14, 2026
FROM:
Lee E. Schiller
RE:
Annexation of Enclaves
C,R.S. § 31-12-106, C.R.S., as amended provides that when an unincorporated area has
been entirely contained within the boundaries of a municipality for at least three (3) years the
municipality may annex the property by ordinance. Notice of the proposed annexation ordinance
must be given by publication of notice of the resolution initiating annexation proceedings.
However no public hearing on the proposed annexation ordinance is required.
C.R.S. § 31-12-108 (2), provides that the Municipal Clerk must give notice as follows: a
copy of the resolution together with a notice that, on the given date and the given time and place
set by the governing body, the governing body shall hold a hearing upon the resolution of the
annexing municipality for the purpose of determining and finding whether the area proposed to be
annexed meets the requirements of Section 30 of Article II of the State Constitution. The
constitution provides that the annexation of an enclave requires that it be entirely contained within
the boundaries of a municipality for at least three (3) years to be considered eligible for
annexation. The notice must be published once a week for four successive weeks in some news
paper of general circulation in the area proposed to be annexed.
The first publication of notice must be at least thirty (30) days prior to the date of the
hearing. Proof of publication of the notice and resolution or a summary thereof, must be returned
when the publication is completed. The certificate of the owner, editor, or manager of the
newspaper in which the notice is published is sufficient proof and a hearing is then held as
provided in the notice. A copy of the published notice, together with a copy of the resolution
must be sent by registered mail by the clerk of the municipality to the Board of County
Commissioners, to the County Attorney, and the to any Special District or School District having
territory within the area to be annexed at least twenty-five (25) days prior to the date for such
hearing.
Once the Board of Trustees has determined that the property is eligible for annexation it may
proceed to annex the area by ordinance. The ordinance must include the legal description of the
property, a survey of the property and the zoning of the property.
