BACKGROUND INFORMATION
The City of Kingsburg participates in both the Voluntary Rate Range Program (VRRP) and the Public Provider
Ground Emergency Medical Transportation (PP-GEMT) Intergovernmental Transfer (IGT) programs to recover
costs for ambulance transport services. Under the VRRP IGT Program, the City of Kingsburg can recover
reimbursable ambulance charges from the Medicaid program. Under the PP-GEMT program, the city receives an
add-on rate for Medi-Cal patients. Health Management Associates (HMA) provides services to handle state
reimbursement administration. The firm ensures that the process is diligently followed and that deadlines are met

to qualify for reimbursement. The City of Kingsburg is currently participating in a cooperative agreement with the
cities of Dinuba, Selma, Sanger, and Coalinga to contract with HMA Services for consulting services for both the
VRRP and PP-GEMT IGT programs. The third amendment to the agreement extends the term by two more years
and increases the compensation rate, consistent with the compensation schedule shown in Exhibit A(II) to the
amendment. Fiscal Impact to the City of Kingsburg is a maximum of $18,000. Billing rates will increase no more
than five percent (5%) on January 1st of each year. A copy of the agreement with Health Management Associates is
enclosed as Attachment ‘A’.
