DEADHEAD's "FLOCK" is a protest song, not a policy brief, but the chorus gets at something we harp on constantly: these systems don't wait for suspicion. The camera doesn't know or care if you're a suspect. It reads your plate, timestamps it, geotags it, and files it whether you're heading to work, church, a protest, or a divorce attorney's office. That's the whole business model — ambient collection first, justification later.
What the song captures well is the shift from isolated camera to networked eye. One camera on one pole is a nuisance. Thousands of them sharing a searchable database across jurisdictions is a different animal entirely — a de facto national tracking layer that nobody voted on directly. "They call it safety" is doing a lot of work in that lyric, and it's the right target: the safety framing is how mass location tracking gets sold to city councils without ever having to answer the harder question of who gets to query your travel history and why.
