Issue: Grant - Approval to Submit Application and Acceptance of Award - FY26 Violence
Against Women Act (VAWA)
Background: The Special Victims Unit of the Carroll County State’s Attorney’s Office
prosecutes domestic violence (DV) and sexual crimes and supports victims of those crimes. The
unit includes three prosecutors and one advocate who hold perpetrators of domestic violence and
sexual assault accountable through the implementation of the pro-prosecution, evidence-based
prosecution and victimless prosecution models. Another priority of the Unit is training for the
unit’s prosecutors, as well as law enforcement.
The VAWA grant supports the salary of the DV prosecutor. Between October 1, 2024 and June
30, 2025, the VAWA grant has served 253 victims.
The County provides the required match for the VAWA grant by funding the balance of the DV
Prosecutor’s salary and benefits.

FY26 Community Development Block Grant (CDBG) Springboard Senior Apartment
Renovations
Background:
As a non-entitlement jurisdiction, Carroll County is eligible to apply to the MD Department of
Housing and Community Development for federal Community Development Block Grant
(CDBG) funding. The Commissioners have long supported capital projects in Carroll County
with CDBG funding, including Springboard’s DV Safe House, The Boys and Girls Club Gym,
Penn Mar Respite Inn, ARC Facility renovations, Access Carroll, and the new Family Shelter at
the COVE. As a condition of funding, the County guarantees the facility will serve low- and
moderate-income residents for a period of up to 20 years.
In 2022, SCS acquired West End Place, from the City of Westminster to develop a human
services campus. Phase 1 of this project included the construction of a new $5,000,000- 10,000
Sq. Ft. shelter for survivors of elder abuse and domestic violence (DV), and their children, that
includes supportive case management services. Since opening, SCS has sheltered 339 Carroll
County residents for 8685 bed nights. Other services located at the new facility include the
operation of the 24/7 DV hotline, counseling, court accompaniment, crisis intervention, longterm case management, medication management, and assistance with connecting to local
resources.
This application focuses on Phase 2 of the project, renovating the original historic school
building, which houses the behavioral health center and the eight affordable senior housing units.
Increased demand for behavioral health services, specifically among youth and young adults,
requires us to increase the number of counseling offices and group meeting spaces to meet the
rising clinical and behavioral health demands. Additionally, the senior apartments, located on the
2nd floor, require a new elevator, replacing the current one installed 40 years ago. Renovations
also include upgrading the senior apartments to provide modern kitchenettes and bathrooms. The
scope of work also addresses aging and inefficient windows, HVAC, roofing, and masonry work
to prevent water infiltration, improve overall building efficiency, and lower operating costs so
the units remain viable and affordable. The total estimated cost of phase 2 construction is
$1,231,670 of which $516,170 has been secured. Therefore, we are seeking $800,000 in
Community Development Block Grant funding.

Issue:
Public Hearing - Amendments to Ordinance 158.081 – Employment Campus Zoning District
Background:
In 2019 a new Employment Campus Zoning District was adopted into Chapter 158 of the County
code as part of the implementation of the 2014 Carroll County Master Plan and the 2018
Freedom Community Comprehensive Plan. The purpose of the new district was to establish
comprehensively planned employment centers with a mixture of office space, light industrial,
and small amounts of retail and residential.
While the comprehensive development goals remain appropriate, it has been observed that some
of the code-required processes are problematic for implementation. On May 22, 2025, the Board
of County Commissioners directed staff to work with the Planning and Zoning Commission to
propose amendments to Section 158.081- Employment Campus District that would make the
planned development of properties in this district more flexible and simplified.
Accordingly, the Planning & Zoning Commission discussed the matter at its June 17 and July 9
meetings. The Planning & Zoning Commission’s recommended amendments were presented to
the Board of County Commissioners on August 7, 2025, at which time the Board directed staff to
schedule a public hearing on the proposed amendments.
Action:
I recommend that the Board conclude the Public Hearing and keep the record open for ten
calendar days.

Issue:
Briefing/Discussion/Decision – Change to Ordinance – Renewable Energy Certainty Act
Background:
The Renewable Energy Certainty Act was passed by the Maryland General Assembly in the spring of
2025. The bill addresses topics related to energy generation and storage, including Solar Energy
Generating Systems and Energy Storage Devices. The state law went into effect July 1, 2025.
On May 1, 2025, staff presented an overview of the new state legislation and the implications to County
zoning code. The Board of County Commissioners directed staff to work with the Planning and Zoning
Commission to develop draft text amendments to County Code. On August 19, 2025, the Planning and
Zoning Commission approved draft language to be brought back to the Board of County Commissioners
for consideration.
Staff will review the draft changes and answer questions regarding the draft text amendment. Should
more in depth discussion be necessary, staff can schedule a work session.

I move the Board of County Commissioners direct staff to schedule a work session with the Board to
discuss proposed changes to Chapter 158 as it relates to solar energy generation and energy storage.

your approval to purchase hardware for Solar License Plate Readers from Leonardo US Cyber
and Security Solutions, LLC in the amount of $32,770. This amount is approved in the FY26
budget.
This purchase will be 100% ($32,770) covered by the BJAG grant.
Background:
This purchase is part of our overall strategic project planning to place fixed LPR equipment in
various locations around the county. This technology is yet another valuable tool that is in use by
the Sheriff’s Office to assist with investigations and crime prevention.

Background:
Ventilator management is used for all cardiac arrest and severe respiratory distress patients
[MIEMSS protocol]. Advanced airway management via ventilator allows the advanced provider
to function with additional lifesaving skills.

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Department of Fire & EMS, requests
spending authority approval for the monthly insurance payments to Chesapeake Employer’s
Insurance in the amount of $345,570. The policy covers the Carroll County Volunteer
Emergency Services Associates. The amount of this request will pay the policy in full until the
next renewal period. This amount is approved in the FY26 budget.
Background:
Chesapeake Insurance provides workers compensation coverage for up to 1000 personnel who
are members of the 14 fire companies. Personnel are covered both operationally and
administratively. Responsibility for this budget item was transferred from CCVESA to DFEMS
shortly after the department was created.

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Bureau of Facilities, requests your approval
to purchase two (2) Evapco Cooling Towers from Johnson Controls in the amount of $400,545.
Johnson Controls was issued a competitively bid contract through Sourcewell #070121-JHN.
The amount is within the FY26 approved budget.
Background: Both cooling towers are over 25 years old and have reached the end of their
service life. One tower is located at the Westminster Senior Center, and the other at the
Westminster Library. Over the years, both towers have undergone multiple repairs and have
become increasingly unreliable. Replacing them with new, energy-efficient units will improve
the reliability and performance of the HVAC systems, ensuring consistent climate control for
both buildings.
Staff Recommended Motion:
I move the Board of Commissioners approve the purchase of two (2) Evapco Cooling Towers
from Johnson Controls, at a cost of $400,545.

Contract Approval – Exterior Insulation & Finish System (EIFS) Repairs at the
T-Building

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Bureau of Facilities, requests your approval to
award a contract for repair to EIFS, and the existing structure system that has been deteriorating
at the T-Building at Carroll Community College to Houck & Company, Inc., in the amount of
$50,715. This purchase will be made via Omnia Partners contract # 230402-MD-1055 that was
competitively bid. This purchase is within the FY26 approved budget.
Background: The T Building, originally opened in 1990, has experienced significant wear over
its 34-year lifespan. The front façade has reached the end of its service life, with multiple cracks
now allowing water infiltration, leading to further deterioration.
To address these issues, Houck Services has been contracted to remove the failing sections of the
façade and perform necessary repairs. Surface cracks will also be repaired during this process to
restore the integrity of the exterior.
Once repairs are complete, Houck Services will apply a protective coating designed to match the
existing material, ensuring a consistent and durable finish. Houck has previously performed EIFS
repairs for the county with proven success.
Staff Recommended Motion:
I move the Board of Commissioners approve the contract for the repairs to the EIFS, and existing
structure system of the T-Building at Carroll Community College to Houck & Company, Inc. in
the amount of $50,715.

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Bureau of Facilities, requests your approval
to award a contract for a replacement fire alarm system at the Carroll County Office Building to
Omega Fire & Life Safety in the amount of $202,629.60. This is a Single Source purchase,
Omega Fire & Life Safety completed Phase I of this project, and this is a continuation. This
amount is approved in the FY26 budget.
Background:
Carroll County Facilities has allocated budgeted funds for Phase 2 of the Fire Alarm System
upgrade at the County Office Building. After thorough consultation with the Carroll County
Procurement team, we have determined that the most cost-effective and efficient course of action
is to continue working with Omega, the contractor who successfully completed Phase 1 of the
project.
By maintaining continuity with the same contractor, the County will streamline project
execution, minimize administrative overhead, and reduce overall costs. Omega’s familiarity with
the building’s infrastructure and existing system ensures a smoother transition into Phase 2.
Upon completion of Phase 2, the Fire Alarm System will be fully upgraded and compliant with
the latest fire codes and safety standards mandated by both the State of Maryland and Carroll
County.

to replace the fire alarm system at the Carroll County Office Building to Omega Fire & Life

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Bureau of Facilities, requests your approval
to award a contract to replace the existing fire alarm system at the Carroll County Humane
Society to Omega Fire & Life Safety in the amount of $30,683.97. This is a Single Source
purchase. Omega Fire & Life Safety has provided fire alarms throughout the County. This
amount is approved in the FY26 budget.
Background:
Omega Fire Life Safety will be installing a new fire alarm system to provide 100% coverage for
the Carroll County Humane Society. As part of this project, all existing fire life safety devices
throughout the building will be replaced to ensure compliance with current codes and enhanced
protection. The scope of work also includes the preparation of updated shop drawings and
submittals required for permitting.
Omega has a strong track record with Carroll County, having successfully completed fire life
safety system installations in multiple buildings. They currently serve as the County’s term
contractor for fire alarm system service and repairs across all facilities.

Executive Summary:
The Office of Procurement, in cooperation with the Bureau of Utilities, requests your approval to
award a contract for replacement membranes for the Freedom District Water Treatment Plant
(Commissioner District 5) to Zenon Environmental Corporation, a division of Veolia Water
Technologies & Solutions, of Trevose, PA in the amount of $1,419,700. This award will be made
via a sole source. The bid amount is within the adopted budget.
Background:
The primary aspect of the treatment process at the Freedom District Water Treatment Plant
(FDWTP) is provided by 480 individual ZeeWeed 1000 membrane modules. The expected life
span for these membrane modules is approximately seven to ten years. These were last replaced
at FDWTP in 2016 and are nearing the end of their useful service life. Delivery is estimated to be
45 to 48 weeks after receipt of the purchase order. These membrane modules are manufactured in
and shipped from Hungary and are currently subject to $129,711 in international tariffs. The
purchase amount presented above includes the tariff amount. The vendor has also advised the
County that the pricing is subject to change based on any material changes to tariffs, duties, or
other government-imposed costs that directly impact manufacture or delivery.

Approval to Purchase – Moving Services

Executive Summary:
The Office of Procurement, in cooperation with the Board of Elections, requests your approval to
purchase moving services to the new Board of Elections’ warehouse and office from Interstate
International, Inc. DBA Interstate Logistics in the amount of $25,274.50. This amount is within
the FY26 budget.
Background:
The Carroll County Board of Elections is currently operating within the Robert Moton Building
but will be moving to the new warehouse located at 125 Airport Drive and the new office located
at 1135 S Business Parkway, both in Westminster. Because the voting equipment is leased
equipment through the State, the Board of Elections must use a certified transportation company
deemed acceptable by the State. This vendor is also the company who delivers voting equipment
to the early voting centers and polling places on election day.
Staff Recommended Motion:
I move the Board of Commissioners approve the purchase of moving services to the new Board
of Elections’ warehouse and office from Interstate International, Inc. DBA Interstate Logistics in
the amount of $25,274.50.

Contract Renewal - Ciena Maintenance and Support Services

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Department of Technology Services,
requests your approval to renew the contract for Ciena Maintenance and Support Services
for the Carroll County Public Network Edge Devices with Skyline Technology Solutions in
the amount of $29,661.68. This maintenance covers all the edge devices on the County fiber
network. The renewal will be made from a competitively bid term contract that was awarded
to Skyline Technology Solutions. This amount is within the FY26 adopted budget.
BACKGROUND:
This request covers the annual support for CCPN equipment located at each CCPN site
including County Government, Public School, Community College, and Library sites.

EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with Technology Services, requests your approval to
renew the contract for Annual Maintenance and Support Services with Accela in the amount of
$265,983.75. This amount is within the adopted FY26 Budget.
Background:
1. This maintenance and support renewal allows the County to receive software upgrades
and enhancements to the Accela Land Management System. It gives us access to
Accela’s Customer Resource Center so we can address and resolve problems with the
software and recommend improvements.
2. Accela products/services are used by the following departments:

County Attorney
Planning & Land Management
Public Safety
Recreation & Parks
Utilities

Public Works
